Located in Newark, Ohio, the Licking County Justice Center is a full service detention center and is connected with the county's Sheriff's office. To limit the transportation of inmates there is an office that is designed for attending court appearances such as the arraignment via video rather than moving them to the courthouse and back. The address is 155 E. Main Street, Newark, OH 43055 and you can phone them 24 hours a day by calling 740-670-5501. The Sheriff maintains a Jail Roster and Inmate List in real time that has names, criminal charges, bond amounts and a lot of personal information on each of the inmates.
The Licking County Justice Center has a capacity of 332 inmates, both male and female, and has approximately 305,000 square feet of space, which includes the sheriff's office, jail cells, dorms, day rooms, a kitchen, booking center and medical and laundry facilities. Inmates are both offenders arrested for misdemeanor crimes up to serious felonies such as assault, rape and homicide. Inmates are either awaiting trial because they cannot afford bail, are not offered bail because of the seriousness of their crime(s), or are sentenced and serving less than one year.
A mix of both full time and part time employees keep the jail manned around the clock every day of the year, and ensure that the health and safety needs of each detainee are met. People can find themselves here directly after arrest for booking and fingerprinting, while awaiting their arraignment or their trial, awaiting the results of a trial, or serving a sentence. As some are housed for an extended period of time it has increased offerings including educational programs and assistance with substance abuse. Visitors are encouraged to help maintain ties with the outside world and there are visiting hours nearly daily. By visiting the website for the jail, friends and family can register for no contact visitation via the video stations at the jail or through their own devices at home. Onsite visits are Wednesday through Saturday, 8:15-10:45 am, 11:15-3:45pm, and 4:15-5:15pm. Offsite visits are each day of the week with additional hours 5:45-10pm. Anyone unsure if their loved one is being held in this facility can use the online look up to find their location, the charges, and if there is a release date available.
Mail can be received every day and is processed and passed to the inmates quickly. Friends and family of inmates in the Licking County Justice Center can arrange to visit inmates by video, both at the jail and remotely from home. They can also communicate using an online text/email system, send them money and buy them commissary online, and set up a phone account that allows the inmates to call them during the day and evening seven days a week.

To find out if someone you know has been recently arrested and booked into the Licking County Justice Center, call the jail’s booking line at 740-670-5501.
There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.
Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

Licking County Justice Center Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Licking County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Licking County and other Ohio and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Licking County Justice Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Because Licking County and Ohio can change their bail bond procedures, it is always best to call either the Licking County Justice Center at 740-670-5501, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked.

• Any inmate or visitor whose behavior is disruptive during a visit may have his/her visiting privileges suspended/terminated.
• All visits are subject to monitoring and recording.
• All visits must be scheduled 6 hours prior to the appointment or up to 13 days in advance.
• You must check-in 15 minutes prior to the scheduled visit.
• Valid picture identification (e.g., driver's license, State I.D., or Military I.D. with picture) is required of all visitors, with the exception of children under the age of 17.
• Visitors under the age of 17 must be accompanied and supervised by an authorized adult visitor.
• Visitors who 'arrive' after the scheduled start time may not be allowed to visit.
• Clothing must cover all private/sensitive body areas.
• The visitation schedule may be canceled or altered on holidays or for safety/security reasons.
• Licking County Justice Center can disconnect, deny, change, or cancel a visit at any time.
• Internet connectivity issues during offsite visits will NOT be refunded.
• Each visitation session will show a timer to display elapsed time.

The Licking County Justice Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

Legal Mail is mail from Attorneys, law enforcement, the courts, bail companies, etc.
Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The Licking County Justice Center allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Licking County Justice Center standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
