About the Multnomah County Detention Center
Multnomah County Sheriff’s Office is responsible for the daily operations of two separate jails, the Multnomah County Detention Center located downtown Portland, Oregon, and the Inverness Jail that is located in the Northeast section of Portland. These two facilities require over 400 staff to operate. Both locations operate around the clock every day of the year and maintain a full staff at all times. To determine if someone you know is being held in custody the PAID or Public Access to Inmate Data has a website allowing a search to be completed resulting in the location, charges, and other information of the person who is being searched for. The jail can also be contacted at 503-988-3689 to inquire. To visit an inmate at the Multnomah County Detention Center it is necessary to sign up in advance, and arrive at the facility a half hour before the appointment. The facility is located at 1120 SW Third Ave in Portland, Oregon. Visits are available in person at the facility via a video kiosk in the lobby, or remotely via online connections. The lobby is open Monday – Sunday from 7am until 5pm, and is closed on holidays. Professionals, such as lawyers and other members of the legal team, are able to visit any day from 8 am until 3 pm and 4 pm until 10 pm. For social visits in person on Tuesdays, Wednesdays, and Thursdays hours begin at 9 am, and on Saturdays they are at 9 am, 19 am, 1 pm, 2 pm, and 4 pm. Visits at the lobby kiosk are available Monday through Sunday at 9 am until 11 am, and Monday to Friday 1pm – 5 pm, while Saturday and Sunday afternoon visits are 1pm – 3pm and 4pm – 5pm. Lobby kiosks are available to add money to inmate’s accounts for both phone calls and commissary, via phone at 1-866-232-1899, or through mail to the facility.

How do I find out if someone has been arrested and booked into the Multnomah County Detention Center?

To find out if someone you know has been recently arrested and booked into the Multnomah County Detention Center, call the jail’s booking line at 503-988-3689.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Multnomah County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Multnomah County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Multnomah County Detention Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Multnomah County and other Oregon and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Multnomah County Detention Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Multnomah County Detention Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Multnomah County Detention Center uses Securus Video Connect for Remote Inmate Video Visitation.

What is the Cost of a Remote Video Visit?
Costs vary and are subject to change, but generally visits range from $5.00 to $15.00 for a 15 to 30 minute online or on-site video visit.

How do you know if your Inmate will be available during the time you schedule?
The Securus system knows the times that Multnomah County Detention Center inmates are available for remote video visits.
It will not allow you to schedule a visit with your inmate if they are not available or the video visitation kiosk(s) in the jail are booked already.
Once you schedule a visit with your inmate they will be notified of the date and time of the visit.

Mailing an Inmate

How do I Mail an Inmate in the Multnomah County Detention Center, and what can I send them?

Postcards
The Multnomah County Detention Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.
Envelopes
The Multnomah County Detention Center may also allow regular postcards and envelopes to be mailed to inmates as well, however more and more jails are no longer allowing envelopes due to concern about paper being dipped into liquefied drugs like methamphetamines and cocaine and then mailed into secure facilities.

Inmate Memo Form
In addition to using the US Mail, you may also come to one of the jails in Multnomah County and fill out an “Inmate Memo Form” that will be sent through their inter-departmental mail system.
After filling out a Form, give it to a Facility Security Officer. They will accept the Forms between 7:30 AM and 10:30 PM every day, except holidays. Facility Security Officers will not accept personal mail for an adult in custody.
Personal mail must still be sent through the USPS.
Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
Most jails allow books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Multnomah County Detention Center standards will be disposed of.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
To confirm that the Multnomah County Detention Center continues to allow books to be mailed by a third party publisher or bookseller, call 503-988-3689.
Care packages
Care packages are pre-chosen items packaged together and sent to the inmate from a third-party vendor. They can include clothing, snacks and seasonal items.
When a jail allows the inmate to receive Care Packages they must come directly from an approved company that specializes in serving the inmates of jails. At this time Multnomah County sells commissary items direct to the inmates.
