Rowena (Bebe)Alvarado Wed, Feb 13 2013 2:54 PM DEPUTY SUES LLANO SHERIFF FOR COVER-UP : Its about time he is investigated. His department constantly lets people they know drink and drive and even gives them escorts home sometimes. Officers will sometimes make fun of the drunks in the stores about 2 in the morning when they can not even stand up and have to hold on to the counter and all they do after is joke about how funny it is and how drunk they were that night while the drunk person gets in their car and drives off. Here in Llano all that matter is who you know. I have seen it several times and have even complained about it and was told they would do an investigation and was asked to file a complaint which I did only to have an investigater call me back in a matter of hours and tell me they found no wrong doing. I think it takes more than a couple of hours to do an internal affairs investigation. I think all that was done was they asked these officers who was invlved and when it was employees of the sheriff's dept it was covered up. I have learned that you do not complain in Llano depending on who it is. LLANO COUTY WILL NEVER CHANGE THEIR WAYS OF ABUSING THE POWER OF THEIR BADGE!LIKE I SAID THIS IS WHAT I'M ALL ABOUT A SIMPLE WORD CALLED "JUSTICE" WHICH LLANO LAWHOGS HAVE BEEN SERIOUSLY IGNORING SINCE LLANO COUNTY WAS FOUNDED,THE SAME FAMILIES AND FRIENDS VOTE FOR EACH OTHER.ALL OF LLANO COUNTY NEEDS TO BE INVESTIGATED BY THE "FBI". Strong action should be taken against the Sheriff for telling him not to file the report as well. Fired deputy files suit against Llano County Sara Inés Calderón: Express-News Llano County sheriff's deputy Jason Doss was on patrol in the small Hill Country town of Kingsland on a warm summer's night when he crossed paths with a silver truck that would challenge the course of his career. The Chevrolet pickup sped through a stop sign as the driver attempted to make a right turn. It crashed into a speed limit sign in front of the Dairy Queen and rolled to the driver's side. Doss rushed to the truck as smoke escaped from the back and gas leaked to the ground. The four occupants inside screamed for help. Doss pulled out the driver, who the deputy said smelled like beer. Once out, the truck's driver told everyone he was Jourdanton Police Officer Robert Johnson, according to Doss' accident report. Moments later, Sheriff Nathan Garrett and Cpl. Bart Baccus and other deputies arrived on the scene. That's when Doss' career took an unexpected turn. The crash is the centerpiece of a whistleblower's wrongful termination lawsuit Doss filed against Llano County and casts a shadow that stretches all the way to Jourdanton's small department. Doss said Baccus told him to let Johnson — who acknowledged he had been drinking — off because he was a "fellow officer," per Garrett's orders, according to the suit. RULE 10: Police officers shall not draw or display their firearms unless there is a threat or probably cause to believe there is a threat to life, or for inspection. GOAL #3: REDUCE POLICE BRUTALITY Your community's principal aim here should be to get the police department to adopt and enforce a written policy governing the use of physical force. This policy should have two parts: (1) It should explicitly restrict physical force to the narrowest possible range of specific situations. For example, a policy on the use of batons should forbid police officers from striking citizens in "non-target" areas, such as the head and spine, where permanent injuries can result. Mace should be used defensively, not offensively. Since electronic stun guns (Novas and Taser) have great potential for abuse because they don't leave scars or bruises, their use should be strictly controlled, supervised and reviewed. (2) It should require that a police officer file a written report after any use of physical force, and that report should be automatically reviewed by high ranking officers. Your community's second objective should be to get the police department to establish an early warning system to identify officers who are involved in an inordinate number of incidents that include the inappropriate use of physical force. The incidents should then be investigated and, if verified, the officers involved should be charged, disciplined, transferred, re-trained or offered counseling -- depending on the severity of their misconduct. The Christopher Commission's report on the Rodney King beating ascertained that the Los Angeles police leadership typically looked the other way when officers were involved in questionable incidents. This tolerance of brutality by the top brass helped create an atmosphere conducive to police abuses. GOAL #4: END POLICE SPYING. Rowena (Bebe)Alvarado Fri, Feb 22 2013 12:15 PM Preventing Police Abuse Filing a Police Complaint "Click Here" SOME OPERATING ASSUMPTIONS THE BAD NEWS.....is that police abuse is a serious problem. It has a long history, and it seems to defy all attempts at eradication. The problem is national -- no police department in the country is known to be completely free of misconduct -- but it must be fought locally. The nation's 19,000 law enforcement agencies are essentially independent. While some federal statutes that specify criminal penalties for willful violations of civil rights and conspiracies to violate civil rights, the United States Department of Justice has been insufficiently aggressive in prosecuting cases of police abuse. There are shortcomings, too, in federal law itself, which does not permit "pattern and practice" lawsuits. The battle against police abuse must, therefore, be fought primarily on the local level. THE GOOD NEWS.....is that the situation is not hopeless. Policing has seen much progress. Some reforms do work, and some types of abuse have been reduced. Today, among both police officials and rank and file officers it is widely recognized that police brutality hinders good law enforcement. To fight police abuse effectively, you must have realistic expectations. You must not expect too much of any one remedy because no single remedy will cure the problem. A "mix" of reforms is required. And even after citizen action has won reforms, your community must keep the pressure on through monitoring and oversight to ensure that the reforms are actually implemented. Nonetheless, even one person, or a small group of persistent people, can make a big difference. Sometimes outmoded and abusive police practices prevail largely because no one has ever questioned them. In such cases, the simple act of spotlighting a problem can have a powerful effect that leads to reform. Just by raising questions, one person or a few people -- who need not be experts -- can open up some corner of the all-too-secretive and insular world of policing to public scrutiny. Depending on what is revealed, their inquiries can snowball into a full blown examination by the media, the public and politicians. Rowena (Bebe)Alvarado Fri, Feb 22 2013 12:22 PM HOW TO REPORT POLICE ABUSE... Unfortunately, police brutality is sometimes a reality. While the police station should be a place representing safety and security, those wearing the uniform can betray. Unnecessary physical force, harassing behavior or even criminal assault can be the results of a police encounter. Other People Are Reading How to Report Police Abuse in Georgia Consequences for Police Brutality Instructions 1 Document every detail of abusive police behavior. Write down exactly what happened and make sure you note the date and time. Be specific about what was said and done between you and the officer(s). Note names and badge numbers, if possible. 2 Take pictures when you need to report police abuse. If you've been physically injured by rough handling, get pictures of your bruises, cuts or other injuries. If property was damaged at the hands of police, take photos. Sponsored Links Public Arrest Records 1) Search by First and Last Name 2) Instant, Accurate and Anonymous PublicRecords.InstantCheckmate.com 3 Report police abuse at the local police station where the incident happened. Ask for complaint forms at the station. Use the notes you've made to fill out the form in exact detail. 4 File a complaint with the American Civil Liberties Union, if appropriate. Some forms of police abuse are more serious than others, of course. Beatings, choking and illegal search and entry are situations that need higher attention than the local police station. 5 Seek the advice of a civil rights attorney in severe cases of police abuse. Rape, for instance, is best handled by the assistance of an attorney for criminal prosecution of the officer involved. 6 Fill out incident reports with your local Citizen's Police Review Board, if your community has one. Your city or county website should have contact information. 7 Go online to the nationally operated Police Complaint Center (a non-profit organization). If you don't feel your complaints were taken seriously at the local station, this national complaint center offers advice and help. Some of their services are free and they can walk you through the process of reporting police abuse (see Resources below). Police misconduct also includes accepting bribes, improper search and seizure, harassment and racism in law enforcement. Police misconduct violates the oath of peace officers and their responsibilities as public servants. Victims of police misconduct can be wrongfully convicted of crimes, lose property and freedom and face social stigmatization. Police misconduct often goes uncorrected because people do not understand their rights as citizens. Prevention of police misconduct by an informed public can avert violence, wrongful convictions and abuse of authority. In general police misconduct is the exception-most police officers are law-abiding citizens, but when police misconduct and police abuse does occur, police departments often fail to address the problem in the appropriate manner. Police misconduct is therefore encouraged by the lack of risk to the officer involved. Reporting police brutality and misconduct is a step towards ending this abuse of power. If you have been a victim of police misconduct, you have legal grounds to protest your mistreatment. An attorney familiar with laws governing police misconduct can review your case and help you decide how to proceed. Rowena (Bebe)Alvarado Sun, Feb 24 2013 5:10 PM Using available technology, the Police Complaint Center documents and investigates alleged incidents of police abuse. We believe that many police organizations have done a poor job of protecting the public from abusive officers. Our primary service is assisting victims of misconduct with reporting complaints to appropriate enforcement agencies. We also investigate police and Sheriffs deputies that are accused of abusive behavior. ARE YOU A VICTIM OF LLANO,TEXAS POLICE DEPARTMENT'S PHYSICAL BRUTALITY ? Llano Texas sheriff's department needs to be seriously investigated due to the murder of mr Shawn Appell whom both head jailers scoti scoggins and Donny Stewart are both responsible for the head contusions inflicted upon Shawn's head....On June 19 and 22 , 2012 I was falsely arrested and falsely imprisoned for calling 911 for help, Bryan scoggins due to my race handcuffed me and began beating me while shoving me to the floor in front of many witnesses, Bryan scoggins then began threatening my cousin also in front of her two small children, I now have become crippled with constant chronic spine pain and severe panic attacks, I living with constant nightmares of the police brutality since June 19 and June 22 of 2012. Llano Texas officials have been abusing the power of their badges since llano was founded and the same kin folks vote for each other, llano has also always been a racist small pioneer town that needs investigating ASAP !!!
