About the Ector County Detention Center

The Ector County Detention Center recently completed a construction project to expand its facilities. The project included the construction of a new cell block called the 5000 block, which meets maximum security standards but is not exclusively for maximum security inmates. Alongside the new cell block, a new inmate booking center was also built. This expansion has increased the jail's maximum capacity from 667 inmates to 1,079 inmates, allowing more inmates to be housed locally and facilitating easier contact with their attorneys. The utilization of the new cell block has been gradual as the jail works to fulfill its staffing needs. The jail is now 60,000 square feet larger than it was, about the size of a large grocery store. It cost the county over $20 million.

In terms of inmate visitation, the jail offers multiple in-person sessions on Tuesdays and Thursdays. The morning session begins at 8:30 am, the afternoon session starts at 2:00 pm, and the evening session begins at 5:00 pm. Each visitation period allows for a 20-minute visit, and an inmate is allowed two visits per week. Visitors who have traveled 100 miles or more may be granted a 30-minute visit upon approval by the administration. Visitors are required to present valid identification from their city or town of residence. In addition, the Ector County Detention Center works with a third party video visitation service so that friends and mily can visit remotely.

To send books to an inmate, only paperback books of a non-elicit nature are accepted. Inmates can receive books or magazines by placing an order through a catalog warehouse or the internet, with the items shipped directly to the inmate at the provided address. Magazines must not contain explicit or inappropriate content, and certain publications may be banned. Religious materials are only accepted through the ministry program. Handwritten or typed letters, pictures, money orders, cashier's checks, and government checks are acceptable, while cash is not accepted. Other items sent through the mail may be considered contraband and handled accordingly.

Regarding phone services, Securus works in conjunction with Budget Connections to manage the inmate phone system. To block or unblock a phone number, individuals should contact Budget Connections at 888-610-7079 and provide the facility address. Inmates have access to the phone system from 7:00 am to 11:00 pm every day.

Mail can be received every day and is processed and passed to the inmates quickly, however the jail uses a digital service to avoid contraband entering the facility. Friends and family of inmates in the Ector County Detention Center can arrange to visit inmates by video, both at the jail and remotely from home. They can also communicate using an online text/email system, send them money and buy them commissary online, and set up a phone account that allows the inmates to call them during the day and evening seven days a week.

How do I find out if someone has been arrested and booked into the Ector County Detention Center?

To find out if someone you know has been recently arrested and booked into the Ector County Detention Center, call the jail’s booking line at 432-335-3060.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Ector County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Ector County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Ector County Detention Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Ector County and other Texas and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Ector County Detention Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Ector County Detention Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Ector County Sheriff recommends that you use a bail bond agent licensed to do business in Ector County.

  • You can pay a cash bond yourself, or use your home in Ector County, or in some cases the state of Texas, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Ector County, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Because Ector County and Texas can change their bail bond procedures, it is always best to call either the Ector County Detention Center at 432-335-3060, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Ector County Detention Center or the Ector County Court Clerk these specific questions:

  1. Is the defendant eligible for bail or a bond?
  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?
  5. What types of payment are allowed? Cash? Money order? Credit card? What types of credit cards? Property or other collateral? Surety bonds?
  6. Do I have to use a bail or bond agent?

How Do You Visit an Inmate in the Ector County Detention Center? What is the Schedule?

  • Visiting time will be 20 minutes.
  • An inmate is allowed 2 (two) visits per week. A new week begins on Tuesday.
  • Only 2 (two) adults are allowed during the same visit. If children are visiting, there can be 1 (one) adult and 2 (two) children under the age of 12 years. If there are additional people registered to visit the inmate, the 20 (twenty) minute visit must be split among the registered visitors.
  • Visitors who have traveled 100 miles or more may be granted a 30 minute visit by Administration. 
  • Visitors must fill out a Visitation Permit and turn it in to the receptionist at the Detention Center, and they will be called when their turn comes.  
  • If you already have a completed visitation permit, it may save some time. You can print out a visitation permit at home, in either English or Spanish, and complete it before-hand.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
Ector County Detention Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.

How Can I Communicate with an Inmate in the Ector County Detention Center using an Online Messaging Service?

Ector County Detention Center uses a secure messaging service call Smart Communications so that inmates can communicate electronically with friends and family members on the outside.


SmartMail allows inmates to communicate safely and quickly with family and friends outside of the jail, prison or detention center. Inmates send and receive electronic letters using a safe and secure computer kiosk or tablet stationed in their institution. THE COST IS JUST $0.50 CENTS; cheaper than a postage stamp and envelope.

  • The message can be sent with postage paid and will be free to open and read for the recipient.
  • Or, the message can be sent collect / "COD" for free and will be paid for by the recipient.
  • To send or receive a message you MUST open a SmartJailMail.com account.
  • Once you open an account, you may search for inmates, prisoners, or detainees to connect with.
  • When you locate the inmate that you want to connect with, you can send them a connection request.
  • They will then need to approve the request before you can send messages.
  • Sending messages with SmartMail is just like sending an e-mail, except it is contained within the SmartJailMail web site. Messages can be delivered instantly or may be held for review depending on the destination facility.
  • Electronic messages are delivered much more quickly than traditional paper mail to the correctional facility so you can stay connected.

Do Inmates in the Ector County Detention Center have Access to Tablets or Computers?

Ector County Detention Center now offers Securus 'SecureView' Tablet Rentals to their inmates.


  
Securus is the same company that handles the inmate phone system, video visitations, email and texting and digital letters.

The tablets can be rented on a monthly basis and while not directly connected to the internet, the inmates can use them for the following activities:

  • Phone Calls - Inmates may make calls directly from their tablet allowing for more privacy. The rates are the same as the phones in the unit, and the calls are still recorded and monitored.
  • eMessaging - Communicate via a text based message or picture. Fee based system.
  • Job Search - Using JobView, a secure job search application, inmates have the ability to see what jobs are available when they are released.
  • Education - Free educational platform and course catalog that provides thousands of educational resources.
  • Self Help -Inmates have daily access to mental health and addiction recovery programming.
  • Music - Top-40, Hip-Hop, Country, Rock, Gospel, and more.
  • Law Library -  Legal research with up-to-date case information.
  • eBooks - Thousands of available titles.
  • Religion - Religious resources for spiritual guidance.
  • Games - Inmates can play their favorite games. Available through monthly subscriptions
  • Facility Services - Digital access to submitted forms, requests, facility documents, and notifications from staff.
