About the Western Tidewater Regional Jail

Focused on the efficient operation, security, safety, and supporting inmates, the Western Tidewater Regional Jail houses inmates from City of Franklin, County of Isle of Wight, and the City of Suffolk Virginia. There is a full range of services and programs that are available to all inmates that will help prepare them for their reintegration into their community. Classes are available for GED, special education, AA, substance abuse treatments, community health, parenting classes, women empowerment workshops, human trafficking, and life skills classes.

Along with those classes and programs there are a commissary available through jailcanteen.com additional food and gifts that family or friends can access through westerntidewaterva.icaregifts.com and phone and visiting services through gettingout.com and web.connectnetwork.com for phone access and canteen funds. GTL offers access to telephone calls each day, between the hours of 10am and 10:45pm. Each call can be 15 minutes long and they are able to make more than one phone call each day.

Visits are arranged by housing assignment, beginning at 7pm and running until 9am, with times as early as 9am on Sunday for Work Programs and 10am for Juveniles. Visitors are not to bring in any items to the visit, and each visit is only 20 minutes long. Each inmate will provide a list of people they wish to visit with and those people will need to be approved before they can schedule a visit. Visitors must arrive 30 minutes before their visit begins to go through security and reach the visiting area. This facility is located on land that was donated by the City of Suffolk, and has been approved for 552 inmates. There are 1070 beds within the facility, and it houses both adult male and adult female inmates, as well as juveniles.

Work Release inmates are permitted to leave the facility during the day to attend work and are expected to return by a set time each night to continue their sentence, while those who are on home monitoring will reside at home and check in each week to have their ankle monitors checked and prepared for the next week. Their location is tracked to ensure they are going only to spaces they are permitted to be.

Mail can be received every day and is processed and passed to the inmates quickly, however the jail uses a digital service to avoid contraband entering the facility. Friends and family of inmates in the Western Tidewater Regional Jail can arrange to visit inmates by video, both at the jail and remotely from home. They can also send them money and buy them commissary online, and set up a phone account that allows the inmates to call them during the day and evening seven days a week.

How do I find out if someone has been arrested and booked into the Western Tidewater Regional Jail?

To find out if someone you know has been recently arrested and booked into the Western Tidewater Regional Jail, call the jail’s booking line at 757-539-3119.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

What happens during booking in Suffolk city?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Suffolk city for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Western Tidewater Regional Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Suffolk city and other Virginia and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Western Tidewater Regional Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Western Tidewater Regional Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Western Tidewater Regional Jail allows inmates to receive pre-metered postcards like the type purchased from the post office.
They also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.

Care packages are pre-chosen items packaged together and sent to the inmate from a third-party vendor. They can include clothing, snacks and seasonal items.
Western Tidewater Regional Jail allows care packages from icare gifts and Oasis.

Unlimited inmate reply letters are processed for electronic delivery to your smartphone and email at no extra charge.
The cost to send an electronic letter is approximately $1.00.

Here’s how it works for Western Tidewater Regional Jail:
1.    All offender mail (paper and electronic) is addressed and delivered to TextBehind. Electronic mail is sent through the apps (iphone, Google Play). Paper mail is sent to the address below:

4.    All digital files are then forwarded to the offender’s assigned prison.
5.    Western Tidewater Regional Jail mailroom prints approved pages and delivers them to the inmate.

IMPORTANT NOTES:

  • TextBehind does not deliver any mail to the inmate directly, nor do they guarantee delivery of your letters to the inmates by the courier, jail or prison staff. Once they process your mail and ship them out on your behalf, they are out of the loop entirely. However, at times they may offer to resend your letters under certain strict conditions as a courtesy. 
  • Inmates do not receive any invites when you add them, and neither do they need to accept the use of TextBehind service. Once you add the inmate, you can create letters for them. 

Here’s what happens when TextBehind receives a letter from an inmate:

  • Upon receiving, TextBehind staff open their letters, scan, and upload high-quality images to your TextBehind account as a complimentary service. You are not required to have any money or credits balance in your TextBehind account to receive inmate letters.
  • Next, you will receive a text and email alert to notify you of any new incoming reply letters. At that time, you can log into the TextBehind website or mobile app and view letters in your CONTACTS >> Click on Conversation Icon.

  • Inmates do require a stamp to send out their letters to TextBehind using Postal Service.

Can I purchase Commissary Online for an Inmate in the Western Tidewater Regional Jail, and what can I purchase?

Western Tidewater Regional Jail contracts with Oasis Commissary (aka jailcanteen.com) for the online ordering of snacks and other foods, hygiene products, letter writing materials, clothing and reading glasses.



Family members and friends can go to their website, order for their inmate and have it delivered directly to Western Tidewater Regional Jail.

Instructions
1.     Register here first.    
2.    Confirm registration in your email.
3.    Select Virginia, then Western Tidewater Regional Jail, then input your inmate’s name.
4.    Shop… then pay using a Visa, MC or Discover credit or debit card.

Useful Information
1.     Each order incurs a $5.95 processing fee.
2.    Orders are delivered once a week.
3.    There is no limit to the number of orders you can place each week.
4.    You can purchase orders for multiple inmates and/or at multiple jails.
5.    Orders are processed weekly. The cutoff time is on Sunday at 11:59 PM.
6.    Orders are delivered to the jail within ten days.
7.    Returns incur a 20% restocking fee.

How to Send a Carepack Commissary Package Directly to an Inmate in Suffolk city

To send a commissary carepack (food, snacks and goods) directly to an inmate in Western Tidewater Regional Jail follow these steps:

2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an Western Tidewater Regional Jail Inmate by Mail and by Email

To mail or email an inmate in Suffolk city follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Western Tidewater Regional Jail must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Western Tidewater Regional Jail has a zero-tolerance policy regarding mail violations.

Do Inmates in the Western Tidewater Regional Jail have Access to Tablets or Computers?

Western Tidewater Regional Jail either allows, or may soon be allowing inmates access to tablets to use for the services provided by GTL (aka Viapath Technologies)

Follow the instructions below to get a tablet for your inmate at Western Tidewater Regional Jail

The devices are similar to common handheld tablets, but are made exclusively by GTL and Viapath.
Tablets offer specialized content and services for inmates to use during their stay at Western Tidewater Regional Jail, such as:

Free services are already available for use on the device at Western Tidewater Regional Jail.

What It Costs
Tablet devices include some services and the content is free.
The subscription services require additional funding.

3. All inmates have free access to the tablets to read their letters from family & friends, but there are many other services available to keep your inmate busy while incarcerated... such as Games, Books, Music and Movies. These other services come with fees that you can pay for when you pay for phone service.
