About the Richmond City Jail

Richmond City Jail is the main arresting and processing jail for all of Richmond City and is operated by the local sheriff. You can reach the jail by calling 804-646-4464. They work with several organizations and programs to assist in the rehabilitation of inmates as well as supporting victims and families. Through the VineLink program victims and others who are involved in the case can receive notifications on changes in the incarceration status of the inmate, and an online inmate search helps families to find where their loved one is incarcerated.

To remain in contact with an inmate in the Richmond City Jail there are phone calls that can be initiated by the inmate, which are recorded, so they may call those who are on their approved call list. This list will not include anyone else involved in the case, anyone who has been recently released from any jail, and a victim of this or a past crime.

Transitional and re-entry programs are in place to help inmates after they are released as well. Inmates can learn culinary arts, carpentry, electrical and other trades, access birth certificates, and find new ways to locate and succeed in jobs outside of the facility. Counselling and therapy, both group and individual, are also provided during incarceration to help create healthy lives for reintegration into their community. Support programs can also be accessed after release to assist in housing, employment, and transportation.

Family and friends can offer support from outside of the jail by providing money for the inmate to purchase needed items from the commissary or canteen, by receiving phone calls and providing funds to pay for them, and by attending visits with the inmate. Each of these show that the inmate will have support both during incarceration and afterwards and can improve mental health during their sentence. Visiting hours are available every day of the week and begin at 9am, ending at 6pm. Inmates can have one visit each week, and they are permitted to have up to 4 visitors at once.

How do I find out if someone has been arrested and booked into the Richmond City Jail?

To find out if someone you know has been recently arrested and booked into the Richmond City Jail, call the jail’s booking line at 804-646-4464.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Richmond city?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Richmond city for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Richmond City Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Richmond city and other Virginia and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Richmond City Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Richmond City Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Richmond city Sheriff recommends that you use a bail bond agent licensed to do business in Richmond city.

  • You can pay a cash bond yourself, or use your home in Richmond city, or in some cases the state of Virginia, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Richmond city, and if they don't, then they take the financial responsibility.

Because Richmond city and Virginia can change their bail bond procedures, it is always best to call either the Richmond City Jail at 804-646-4464, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Richmond City Jail or the Richmond city Court Clerk these specific questions:

  1. Is the defendant eligible for bail or a bond?
  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?

  6. Do I have to use a bail or bond agent?

The Richmond City Jail allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

The Richmond City Jail may also allow regular postcards and envelopes to be mailed to inmates as well, however more and more jails are no longer allowing envelopes or paper letters due to concern about paper being dipped into liquefied drugs like methamphetamines and cocaine and then mailed into secure facilities.

Newspapers, Magazines & Books
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.

News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Richmond City Jail allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.

Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Richmond City Jail standards will be disposed of.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

How Uploading Photos Works
Watch this video on how to upload a photo.
1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an Richmond City Jail Inmate by Mail and by Email

To mail or email an inmate in Richmond city follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Richmond City Jail must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Richmond City Jail has a zero-tolerance policy regarding mail violations.

Do Inmates in the Richmond City Jail have Access to Tablets or Computers?

Richmond City Jail allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at Richmond City Jail, such as:

  • Video visits

-  Free services are already available for use on the device at Richmond City Jail.
