About the Rock Island County Jail

The Rock Island County Jail has gone through many transformations since their first facility in 1836.  It currently has a rated capacity of 329 beds in two locations, adjacent to the Rock Island County Courthouse. One is the stand-alone Main Jail (and Sheriff's Office), built in 1986, on the left side if you are facing the courthouse, the other is the Annex, located on the right side in the newly constructed Rock Island County Justice Center. The facility houses both male and female offenders, and accepts inmates from the FBI, US Marshals, and the Illinois State Police and local law enforcement agencies in the county.

The Rock Island County Jail and the Annex both share an address of 1317 Third Avenue - County Justice Center in Rock Island, IL 61201. You can reach a staff member 24 hours a day by calling 309-558-3425. When you call, make sure you ask for the inmate's booking number because you will need it if you are going to write or visit them. You can also look up an inmate on the Rock Island County Inmate Listing, which has each offender's mugshot, criminal charges, warrant information, date arrested, custody status, bond information and some personal information.

If you want an in-person, but non-contact visit, you need to know what Block and facility the inmate is located. To get this information, call the jail at 309-558-3425. Blocks, A, B, C, D, E, F, G, H, J, K, L, S, T, U and the Segregation Block are all in the Main Jail. The Annex Jail is home to Blocks M, N, O, P, Q, R, W, X and Y. Visitation takes place every day except for Monday during 9:00AM to 11:00AM, 12:30PM to 2:30PM, and 6:00PM to 9:00PM.

Mail can be received every day and is processed and passed to the inmates quickly. Friends and family of inmates in the Rock Island County Jail can arrange to visit inmates by video, both at the jail and remotely from home. How do I find out if someone has been arrested and booked into the Rock Island County Jail?

To find out if someone you know has been recently arrested and booked into the Rock Island County Jail, call the jail’s booking line at 309-558-3425.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Rock Island County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Rock Island County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Rock Island County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Rock Island County and other Illinois and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Rock Island County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Rock Island County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Rock Island County Sheriff recommends that you use a bail bond agent licensed to do business in Rock Island County.

  • You can pay a cash bond yourself, or use your home in Rock Island County, or in some cases the state of Illinois, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Rock Island County, and if they don't, then they take the financial responsibility.

  • Each inmate will receive a Visitor Registration Form to put five visitors on his or her list, not including minors (minors are any persons under the age of 18).
  • Inmates will be allowed to change their visitor registration on the first day of each month.
  • If an inmate has five visitors listed and wishes to change his or her visitors he or she must remove a previously listed visitor before the new visitor can be added to their list. This should be done by writing the name(s) of the visitor(s) to be removed from the Visitors List on the back of the new Visitor Registration Form.
  • All visitors age 18 and above must have a valid form of identification with a photograph.
  • Any person under the age of 18 years of age must be accompanied by a parent or legal guardian. We do not allow children to be unsupervised while adults visit (left in lobby or annex without an adult).
  • No more than four visitors per detainee will be allowed in the visitation area at any time. This includes minors under the age of eighteen.
  • Visits are 30 minutes.
  • Always call 309-558-3455 to verify dates and times an inmate's cell block can receive visitors and/or commissary.

The Rock Island County Jail allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Rock Island County Jail allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Rock Island County Jail standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Can I purchase Commissary Online for an Inmate in the Rock Island County Jail, and what can I purchase?

Rock Island County Jail allows pre-determined commissary packs to be purchased by friends and family of inmates.  

The service they use is called icaregifts.

Instructions

1.    Register here.
