About the Sullivan County Jail

The Sullivan County Jail has a rated capacity of 619 beds, but consistently has over 900 inmates in their custody on any given day, and when the current jail expansion that is underway is completed, they will have a new total capacity of 1179 beds. The jail regularly exceeds its rated capacity by 160%.

Needless to say, that is a massive number of inmates for a county of under 170,000 people, but indicative of three things:  1) The growth rate of the county and state, 2) The high crime rate the county is experiencing, and 3) The 'get tough on crime' approach of the county, in which even low level criminals are detained while they fight their charges in court. The jail was first built in 1987, housing the current rated capacity of 619 beds.

Then there's the cost. Sullivan County spends approximately $42.00 per day to keep some locked up. That comes to $38,000 per day, or over $1.1 million per month. Clearly the taxpayers are paying a high price to keep criminals off the street and in the jail.

The expansion, due to be completed by 2025, calls for a 190,000-square-foot building, costing nearly $95 million, on approximately three acres of land just behind the existing jail. This expansion will add approximately 460 beds, with room to add even more at a later date. The current jail is built on a linear design, meaning long hallways with cells. This creates blind spots and requires more correctional officers to monitor. The new design will create several seperate 'pods', which allow the ability to monitor groups of 50-60 inmates from a single location, and the ability to seperate different classifications of inmates, not to mention rival gang members.

Mail can be received every day and is processed and passed to the inmates quickly. How do I find out if someone has been arrested and booked into the Sullivan County Jail?

To find out if someone you know has been recently arrested and booked into the Sullivan County Jail, call the jail’s booking line at 423-279-7500.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Sullivan County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Sullivan County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Sullivan County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Sullivan County and other Tennessee and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Sullivan County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Sullivan County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

How do you know if your Inmate will be available during the time you schedule?

Things you CAN do:
1.  You CAN ONLY send messages from the Securus website, or with the Securus app. (links below).
2. You CAN transfer ‘stamps’ to your inmate.
3. You CAN deposit money to your inmate, and they can purchase ‘stamps’ on their end.
4. Each time you send a message, you CAN pay for them to reply.
5. You CAN send photos. (Jail staff will review for appropriateness) 

Things you CANNOT do:
1.  You CANNOT use your own personal email to send messages.
2. You CANNOT send any message or photo that would normally be rejected by regular mail.

Other Things:
1.  Photos must be .jpg, .jpeg or .png.
2. eMessages and photos must meet the jail’s standards for regular mail.
3. If your eMessage or Photo is rejected you will be notified of the reason, but you will NOT get a refund.

Do Inmates in the Sullivan County Jail have Access to Tablets or Computers?

Sullivan County Jail now offers Securus 'SecureView' Tablet Rentals to their inmates.


  
Securus is the same company that handles the inmate phone system, video visitations, email and texting and digital letters.

The tablets can be rented on a monthly basis and while not directly connected to the internet, the inmates can use them for the following activities:
