The Southeastern Ohio Regional Jail maintains an average of 250 offenders in custody on any given day. The Southeastern Ohio Regional Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. About the Southeastern Ohio Regional Jail
This joint venture from several areas was created to provide a larger and better facility than any could achieve independently. The Southeaster Ohio Regional Jail is a combined effort of the Athens County, Hocking County, Perry County, Morgan County, and Vinton County. Each of these combine their resources and their jail and detention budgets in order to provide an updated and fully staffed facility that meets all the needs of the inmates. A website for the jail offers necessary information for the family and friends of detainees including a search function to locate an inmate and view their time remaining and other information, how to send mail to the inmates and what is acceptable to be sent, visiting hours and how to schedule visits, and a program for adding money to their commissary account. Visitors and those receiving phone calls must be registered and approved in advance. If any rules are broken visitation privileges may be suspended or revoked. All visits must be scheduled in advance of the visit, and they must bring correct identification as well as follow the dress code provided. How do I find out if someone has been arrested and booked into the Southeastern Ohio Regional Jail?

To find out if someone you know has been recently arrested and booked into the Southeastern Ohio Regional Jail, call the jail’s booking line at 740-753-4060.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Perry County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Perry County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Southeastern Ohio Regional Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Perry County and other Ohio and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Southeastern Ohio Regional Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Southeastern Ohio Regional Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Visitation Procedures

  • Each inmate is allowed 1 onsite visit per week. Remote visitation is unlimited at a rate of $0.20 per minute.
  • Proper attire is required. No low-cut blouses, tank tops, short skirts or dresses, tight shorts, hats or any other form of provocative dress will be allowed. Shirt and shoes must be worn.
  • All visitors must provide proper state or government issued photo identification (i.e. driver’s license, foreign id or passports) for inmate visitation.
  • On Site video visitation is available at no cost. A video visit lasts 30 minutes. Visitors may only use this system on the inmates assigned visitation day, whenever the inmates have free time.
  • All rules set forth for non-contact visitation shall be adhered to when using the video visitation system. Any lewd, profane or inappropriate behavior shall result in loss of video visitation privileges for the visitor and/or inmate.
  • Visitation sign-up is limited and on a first-come first serve basis. Visitors are encouraged to go online to reserve a visitation time.
  • An adult must accompany all visitors who are under 17 years of age. Children must be monitored at all times.
  • Visitors are not allowed to bring any personal belongings with them into the visitation area other than their picture ID and/or a set of keys unless otherwise allowed by the jail.
  • Visitors are subject to a pat-down search prior to entering the visitation area based on jail policies.
  • Any visitor who refuses this search will be denied entry to visit.
  • Smoking, food, or drinks are NOT allowed in the visitation areas. No personal contact visits are allowed with inmates.
  • Any disruptive or inappropriate behavior by a visitor can result in termination of visitation privileges.
  • All Visitations On-Site and Off-Site are recorded and are subject to being monitored. By engaging in a Visitation, you consent to the recording.  Service provider shall not be liable for the unauthorized use or disclosure of recorded Visitations.

To do this you will need the inmate's offender # (inmate ID #), full legal name and site ID, which is: 245764.

The Southeastern Ohio Regional Jail allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address.

Envelopes
The Southeastern Ohio Regional Jail also allows envelopes to be mailed to inmates. It is best to only use blue or black ink.

Inmate Commissary

Can I purchase Commissary Online for an Inmate in the Southeastern Ohio Regional Jail, and what can I purchase?

Southeastern Ohio Regional Jail allows pre-determined commissary packs to be purchased by friends and family of inmates.  

The service they use is called icaregifts.

Instructions

1.    Register here.
2.    Click the "Find an Inmate" button and enter your loved one’s first name, last name, or inmate number. When the information is entered correctly, click the “Search” button to confirm they are in the system.
3.    Select the icare gift you want to send them.
4.    Confirm the order in your confirmation email.
5.    Southeastern Ohio Regional Jail has up to 30 days to give your icaregift pack to your inmate.
6.    You will receive a confirmation email when it is delivered.

There are a total of fourteen (14) pre-determined icaregift packs available to choose from. 

They range in price from $10.49 for ten pre-stamped envelopes, 2 pens and a pad of writing paper…

… to $104.99 for a box of 85 snack and food items…

… with many gift packs priced in between.

How to Send a Carepack Commissary Package Directly to an Inmate in Perry County

To send a commissary carepack (food, snacks and goods) directly to an inmate in Southeastern Ohio Regional Jail follow these steps:

  • Register here to create an account with icaregifts for Perry County.
  • Choose Ohio, then Southeastern Ohio Regional Jail, and then the products you want shipped to them, and input your payment method. 
  • NOTE: There may be a limit on how much product you can send your inmate in Perry County at any one time.
  • There are a total of fourteen (14) pre-determined icaregift packs available to choose from. 
  • The gift packs for inmates in Perry County range in price from $10.49 for ten pre-stamped envelopes, 2 pens and a pad of writing paper, to $104.99 for a box of 85 snack and food items.

Texting and Emailing an Inmate

How Can I Communicate with an Inmate in the Southeastern Ohio Regional Jail using an Online Messaging Service?

Southeastern Ohio Regional Jail uses the services of Inmate Sales to allow text messaging communication between inmates and their friends and family.


Chirping is the product name for inmate texting.  
This product allows inmates to send chirps (texts) to friends and family members.


Here's how it works:

  • First you must register, and then funds are added to the inmate's account. If you want to pay by phone, call 877-998-5678.
  • When an inmate gets the device they may send 5 free automated messages each day for the first three days of possession of the chirping device.  
  • These automated messages will inform the person the inmate Chirped who is sending the Chirps and the facility they are Chirping from.
  • It will then ask them to go to a direct link to the inmate's account on the Inmate Sales website.
  • The website will then instruct them to use a credit card to put money on the inmate's account.  

Cost of Chirping:  

  • Inmates will be charged a monthly service fee of $4.00.  Inbound and Outbound Chirps are $0.10 each.
  • If an inmate has available funds on their chirping device they will be able to chirp any cell phone and that chirp will appear to be a normal text. 
  • If you wish to stop receiving Chirps from an inmate, reply to the Chirp with STOP.

How to Send a Secure Email Message to an Inmate in Perry County

To send a secure email message to an inmate in Southeastern Ohio Regional Jail follow these steps:

  • Register with Inmate Sales, the company that handles inmate messaging in Perry County, by creating an account.
  • Select Ohio, then select Southeastern Ohio Regional Jail, and then the inmate you want to send your message to.
  • Choose the amount of money you want to spend, and input your payment method. The funds can also be used by the inmate to send a message back to you.
  • If you want to pay by phone, call 877-998-5678.
  • NOTE: All messages between you and your inmate will be permanently recorded and seen by the staff and could be used against your inmate in court.

Do Inmates in the Southeastern Ohio Regional Jail have Access to Tablets or Computers?

Southeastern Ohio Regional Jail now offers Inmate Sales Tablets to their inmates.


Inmate Sales also handles inmate phone systems, video visitations, email and texting (they call it chirping) and digital letters.

The tablets can be rented on a monthly basis (or are given to the inmate use for a limited time) and while not directly connected to the internet, the inmates can use them for the following activities:

  • Phone Calls - Inmates may make calls directly from their tablet allowing for more privacy. The rates are the same as the phones in the unit, and the calls are still recorded and monitored.
  • eMessaging - Communicate via a text based message or picture. Fee based system.
  • Job Search - Inmates have the ability to see what jobs are available when they are released.
  • Education - Free educational platform and course catalog that provides thousands of educational resources.
  • Self Help -Inmates have daily access to mental health and addiction recovery programming.
  • Music - Top-40, Hip-Hop, Country, Rock, Gospel, and more.
  • Law Library -  Legal research with up-to-date case information.
  • eBooks - Thousands of available titles.
  • Religion - Religious resources for spiritual guidance.
  • Games - Inmates can play their favorite games. Available through monthly subscriptions
  • Facility Services - Digital access to submitted forms, requests, facility documents, and notifications from staff.
