About the Rio Cosumnes Correctional Center

Rio Cosumnes Correctional Center (RCCC) is located at 12500 Bruceville Road, Elk Grove, CA 95757. The jail telephone number is 916-874-1927. Rio Cosumnes Correctional Center has undergone expansions and currently has 2,000 inmate beds. It was originally built in 1960, and in the year 2,000, 448 beds were added with the creation of a new medium-security dormitory. Two maximum-security units were constructed at the same time, adding an additional 192 beds.

Both men and women are held in this jail, sentenced and pre-trial. Inmates have a variety of circumstances. In addition to inmates waiting for their trials or serving their sentences, some inmates are waiting to be transferred to other facilities. Rio Cosumnes Correctional Center cooperates with the Bureau of Prisons by receiving Federal prisoners. The jail also receives inmates from other counties. Many inmates held here are eventually transferred to State Prison.

Eligible inmates in Rio Cosumnes Correctional Center have an opportunity to gain skills that they'll hopefully be able to use on the outside. Safety training, construction skills courses, drug rehab, parenting, kitchen and restaurant skills are some of the vocational and rehabilation-oriented programs that have the goal of helping inmates reenter society more successfully.

What happens during booking in Sacramento County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Sacramento County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Rio Cosumnes Correctional Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Sacramento County and other California and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Rio Cosumnes Correctional Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Rio Cosumnes Correctional Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Postcards
The Rio Cosumnes Correctional Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address.

Envelopes
The Rio Cosumnes Correctional Center also allows envelopes to be mailed to inmates. It is best to only use blue or black ink.

Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Rio Cosumnes Correctional Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Rio Cosumnes Correctional Center standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Every Rio Cosumnes Correctional Center inmate is allowed to send and receive one digital messages per day, totalling no more than one page.
Do not send pictures or attachments.

Things to know about emailing an inmate:

  • Your email WILL be read by the Rio Cosumnes Correctional Center staff.
  • Inmates will not be able to respond via e-mail. Their outgoing correspondence will continue to be by U.S. Mail.
  • Inmates will not receive the message electronically, but instead printed and delivered to the inmate.
  • When prompted to enter your address, use the address you want your inmate to respond to when they write back.

Instructions for emailing an inmate

  1. Search for the inmate on Inmate Information site using the incarcerated person’s name.
  2. You must use the exact spelling the inmate gave when booked into jail.
  3. Next, do the Captcha code to verify you are not a bot.
  4. You should see a list with one or more names. Click on the last name of the correct person to view the inmate's page in the Inmate Information system.
  5. Halfway down the page, and to the right, you will see an envelope icon you can click in order to send a message. Follow the instructions on submitting your email address.
    You will then see a page that looks like this:
  6. You need to verify your email, and do the Capcha Code check to get into the system and be able to send an electronic message.
  7. You will be sent an email approving you.
  8. Then open your email account, click on the link and send your message.
  9. If you can't find your inmate online, call the jail at 916-874-6752.
