The answer is no. There are only about 2.4 million beds in all of the jails and prisons in the United States, including those in Monroe Detention Center. On any given day about 1.8 million of them are occupied by the recently arrested, those awaiting trial, and those convicted who are serving terms from 30 days to life.
On the other hand, every city and county in California, plus all of the others throughout the United States, has individuals wanted for offenses as minor as not paying fines imposed on them... all the way up to mass murder. Estimates are that the number of people with active warrants right now is well over 5 million.
So do the math... imagine how overwhelmed jails and the courts would be if every person wanted by the police were to turn themselves in all at once.

There are only 455 beds in the Monroe Detention Center. Most of the men and women incarcerated here are awaiting trial or waiting for their case to be heard by the Yolo County Court.
It's a fact that the court can only handle a limited number of criminal cases per day, most of these being the initial arraignment, technicalities, continuences, etc. Only a few cases per day are actually resolved with either a plea deal or the culmination of a trial. The fact is that very few cases ever go to trial; each trial can take several days, weeks or even months. Even after a trial has been resolved, there is still the sentencing phase which can take months to resolve.
Given all this, if every person arrested demanded a full trial, forcing the Prosecutor to investigate and prepare a case against them, choosing a jury and going through the entire process allowed each person under the Constitution, which can take months or even years, the courts would be completely overwhelmed within a few weeks.
Since every person has the right to a speedy trial, within 90 days according to the law, the courts would have no option but to release everyone arrested except for the most violent of offenders.

Additional Information: Suspect Joshua Moss-Sanders is wanted in connection with armed robberies committed in Fremont, CA and San Leandro, CA. The robberies occurred in August and October of 2021 and are being jointly investigated by the Fremont Police Department, the Alameda County Sheriff’s Office, and the California Department of Corrections. During the robberies, Moss-Sanders is believed to have used a firearm. Moss-Sanders has three felony warrants for his arrest: two for armed robbery and another for a parole violation. Detectives are asking the public for assistance in safely locating and arresting Moss-Sanders. Joshua Moss-Sanders is a nineteen (19) year old male, approximately 5’11” in height and weighing approximately 165lbs. Moss-Sanders has multiple distinctive tattoos, including several on his face. Amongst the facial tattoos are “JACKBOY” vertically down his left jaw-line (the “O” appears to be someone wearing a ski-mask), “Ashley” over his right eye, “Edina Mae” over his left eye and words in red tattoo ink down his right jaw-line. Moss-Sanders also has a tattoo on his right forearm of someone wearing a ski-mask and the words “THE JACK.” Below are photos of several of the tattoos. Moss-Sanders is believed to have access to fake identifications and knows he is wanted in connection with the above robberies. Evidence suggests that since the robberies, Moss-Sanders has been involved in police pursuits where he threw a firearm out of the window and was able to avoid arrest.

Yulan Adonay Archaga Carias, also known as Alexander Mendoza and “Porky,” has been charged in the Southern District of New York with racketeering conspiracy, possession of machine guns, and cocaine importation conspiracy. “He’s wanted for, among other crimes, facilitating the transportation of multi-ton loads of cocaine through Honduras into the United States, as well as possession and conspiracy to possess machine guns that were used by gang members to support international drug trafficking,” said Supervisory Special Agent Nick Durgin. Archaga Carias is also allegedly responsible for ordering and participating in the murder of several rival gang members and others associated with MS-13. In August 2018, a Honduran tribunal convicted Archaga Carias of conspiracy and other charges and sentenced him to a lengthy prison sentence. It is alleged that he fired several rounds from a semi-automatic handgun at the victim, striking him in the head and causing his death. A local arrest warrant was issued for Cardenas on April 3, 2020, in the Superior Court of Los Angeles County after he was charged locally with murder. A federal arrest warrant from the United States District Court, Central District of California, was issued for Cardenas on September 2, 2021, after he was charged with unlawful flight to avoid prosecution. NOTE: Cardenas often has a beard and wears prescription glasses.

Additional Information: In October of 2007, Gregory Whitehead allegedly lured two young girls to his home under the ruse of using them for housecleaning services. It was reported to the Colorado Springs Police Department that two teenage girls were sexually assaulted by Whitehead. While at his Denver home, Whitehead allegedly served the girls alcohol, took nude and graphic photos of them, and paid them for their sexual favors. Whitehead was arrested in Colorado Springs, Colorado, for the following crimes: sexual exploitation of children; soliciting for child prostitution; inducement of child prostitution; criminal attempt to commit sexual assault; and sexual assault. On January 4, 2008, Whitehead failed to appear at a hearing and the state district court issued a failure to appear warrant for his arrest.
