The Orleans Justice Center maintains an average of 1438 offenders in custody on any given day. About the Orleans Justice Center

Built in 2015, the 1,438-bed facility on Perdido Street, funded largely with federal hurricane recovery dollars, replaced an aging campus of jail buildings just a few blocks away where conditions for prisoners were deemed unconstitutional by a federal judge. Opening of the new building will by no means end the controversy over local jail conditions. Even as the long-delayed process of transferring inmates began Monday, debate continued about whether New Orleans will need to spend tens of millions more dollars on an additional building in order to accommodate all of the city’s inmates.

The new jail, unlike the notoriously violent old prison, was built to allow for so-called direct supervision of inmates — a design that authorities have said will sharply reduce the frequency of inmate attacks. The new facility, built on the site of two previous jail buildings known as Templeman III and IV, features nearly 900 surveillance cameras, two dozen outdoor recreation areas, computers and what the Sheriff’s Office referred to as “strategically positioned body-scanning security devices” to prevent inmates and deputies from smuggling contraband into the facility.

The Medical Inmate Advocate is an experienced OPSO nurse who will investigate your concern and call you back. If you wish to provide medical information about an inmate, call the Medical Inmate Advocate. Medical confidentiality is maintained, but your concerns will be addressed. 

Contact visitation can occur on the second floor of OJC after Zoom court is completed for the day. The Orleans Parish Sheriff’s Office has implemented a new state-of-the-art automated inquiry call center and customer service system, which allows the public quick access to up-to-the-minute inmate information. The new Interactive Voice Response System can be accessed by calling (504) 827-6777. It is recommended to have writing information available to record pertinent inmate information.

The Orleans Parish Prison has had tremendous problems for a long time. Several fights, stabbings and deaths had occurred in the prison mostly in the 13-story high-rise House of Detention which has become infamous. A group of inmates filed a class-action lawsuit against the jail in 1969 but problems still went unaddressed. Statistics researchers considered Orleans Parish Prison to probably be the worst jail in the country. The prison was described as too large, understaffed, and filthy. Prisoners lived in fear of being beaten or raped. In 2012 there were 600 ambulance runs to the emergency room, with far more than half of them related to violence. Guards rarely patrolled the House of Detention, one of several buildings comprising the Orleans Parish Prison complex. Prisoners had access to drugs and weapons such as kitchen knives and handguns by way of guards In 2005 during Hurricane Katrina, over 600 inmates were left unattended with no access to food or ventilation for days. Over 500 inmates were labeled “unaccounted for” when the final numbers were counted, as assessed by the Human Rights Watch.

How do I find out if someone has been arrested and booked into the Orleans Justice Center?

To find out if someone you know has been recently arrested and booked into the Orleans Justice Center, call the jail’s booking line at 504-202-9339.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

If you don’t want to check up on an offender by calling the jail, you can also try looking up people recently booked online.

What happens during booking in Orleans Parish?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Orleans Parish for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Orleans Justice Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Orleans Parish and other Louisiana and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Orleans Justice Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Orleans Justice Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Inmate Bail and Bonding

The Orleans Parish Sheriff recommends that you use a bail bond agent licensed to do business in Orleans Parish.

  • You can pay a cash bond yourself, or use your home in Orleans Parish, or in some cases the state of Louisiana, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Orleans Parish, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Orleans Parish Bail Bond Information

Because Orleans Parish and Louisiana can change their bail bond procedures, it is always best to call either the Orleans Justice Center at 504-202-9339, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Orleans Justice Center or the Orleans Parish Court Clerk these specific questions:

  1. Is the defendant eligible for bail or a bond?
  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?
  5. What types of payment are allowed? Cash? Money order? Credit card? What types of credit cards? Property or other collateral? Surety bonds?
  6. Do I have to use a bail or bond agent?

If you feel the bail is too high and you wish to get it reduced, contact a lawyer or the defendant's public defender and get them to look into what they can do to get a bail reduction. The sooner you get working on this the quicker you will get your loved one released.

  • First, you must register online to be an approved visitor.
  • If you register using the printable form, you will need to know your inmate's folder number.
  • Inmates are allowed up to three visitors with active status on their visitation list.
  • You must have a valid State driver's license or picture ID.
  • When you visit you must bring your State ID, your blue card, and a piece of mail that you have received at this temporary address.

  • Visitors may visit only once per week and only once on the day of visitation.

Appropriate Visitation Dress

  • No caps of any kind
  • No scarves/bandanas

  • No low cut or see-through blouses
  • No shorts or short skirts (skirts must be at least knee length)

  • All keys must be in one's pocket (not on a chain around one's neck)

Attorney Visitation

  • Attorney/inmate consultations are allowed seven days per week ONLY during the hours listed below.
  • Attorneys should notify the facility at least 1 hour in advance of arrival time, to assist the facility to provide better service.
  • If an attorney does not contact the facility at least one hour prior to the scheduled consultation time, wait times may be longer.
  • An attorney may request to meet with no more than 3 inmates per visit.
  • Attorneys are permitted to meet with an inmate for an unlimited duration during visitation hours.
  • An attorney must present his/her photo identification and a valid Louisiana Bar Association card to gain admittance for an attorney visit.

How Do You Deposit Money for an Inmate in the Orleans Justice Center?

There are three choices for putting money on an inmate's books:

Choice 1 - Dropping Money at the Jail

Bring money to the jail in person. 

Jail personnel will process the Inmate Account payment.

Orleans Justice Center has a Tiger Kiosk in the Lobby that accepts cash, debit or credit cards.

Choice 2 - Deposit Inmate Money Online

Orleans Justice Center and others often use a private company to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Go to the online site for depositing funds. You will need to register an account, which is free to do and use a debit/credit card for the deposits.

Choice 3 - Mail the Inmate Deposit to the Jail

Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.

Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.

Call Orleans Justice Center at 504-202-9339 to confirm the address to send the money order to and how they want it made out.

Failure to do this properly will delay your inmate getting his account credited and may require you to have to resubmit a second money order.

The Orleans Justice Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address.

Envelopes
The Orleans Justice Center also allows envelopes to be mailed to inmates. It is best to only use blue or black ink.

Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Orleans Justice Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Orleans Justice Center standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
