Baltimore City Correctional Center Inmate Mail Policies and Address - What Can You Send, and Where?

For inmates receiving mail in the Baltimore City Correctional Center there are different addresses and policies depending on the inmate's status, as well as what type of mail they are receiving; personal mail, legal mail, subscriptions or books sent from a third-party such as Amazon.

How Do I put Money on an Inmate's Commissary Account in the Baltimore City Correctional Center?

There are three options for putting money on an inmate's books:

Option 1 - Deposit Inmate Money Online
Baltimore City Correctional Center uses Access Corrections to process all online deposits to an inmate's account. Access Corrections charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.



Option 2 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank, Western Union, or Moneygram.

  • It can take up to ten days from the time you mail it for the funds to appear in the inmate's account. 
  • Money Orders for more than $250 will take 30 days, so you can send multiple money orders for less than that amount.
  • Deposits are NOT refundable.
  • If you have any questions about a deposit, email [email protected] and put the Inmate’s Name and SID number in the subject field.  
    You'll need the following information:
    - Inmate Name;
    - Inmate’s State Identification (SID) Number;
    - Receipt Number;
    - Date the Money Order was Cashed; and
    - Total Amount Deposited
  • You should call the banking institution that issued the money order for the date cashed or similarly related questions, first.. 

Option 3 - Make an Inmate Deposit over the Phone by calling Access Corrections at 866-345-1884.

Baltimore City Correctional Center Remote (from your home) Video Inmate Visits

  • Inmates and their friends and family members can communicate by video remotely by using a service called Microsoft Teams. Maryland Corrections has a full page describing how it works.
  • Download the app for iphones. Follow the instructions.
  • Download the app for Android. Follow the instructions.
  • After registering, invitations and a link for your Virtual Visit will be sent to the email address on file.
    Open the email invitation;
    You can join the virtual visitation by:
    Click the link that states "Click here to join the meeting" from your email at the time of your meeting; or download the attached .ics file. This will place the meeting information into your calendar application. When it is time for the virtual visitation, you can access the meeting link via Event Details in your calendar application;
  • To Access Microsoft Teams from your computer:
    - No application download is required.  
    - Open the invitation email as you would normally open any other email from your computer's browser.
    - Click the link that states "Click here to join the meeting" from your email at the time of your meeting.

 

How to Send a Carepack Commissary Package Directly to an Inmate in Baltimore city

To send a commissary carepack (food, snacks and goods) directly to an inmate in Baltimore City Correctional Center follow these steps:

  • Select Maryland, then select Baltimore City Correctional Center, and then select the 'Send a Package Order' option.
  • Register and create an account with Access Securepak, for Baltimore city.
  • Choose the inmate and the products you want shipped to them, and input your payment method. 
  • NOTE: There may be a limit on how much product you can send your inmate in Baltimore city at any one time.

How to Communicate with an Baltimore City Correctional Center Inmate by Mail and by Email

To mail or email an inmate in Baltimore city follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Baltimore City Correctional Center must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Baltimore City Correctional Center has a zero-tolerance policy regarding mail violations.

If you are not already registered, do so here, or Log in.

Then use the Facility Finder to:
1.  Select Baltimore City Correctional Center,
2. Add your inmate to your list of contacts,

How to Deposit Money in an Inmate's Trust Account in Order to Purchase Prepaid Calling Cards, Phone Calling Time or Commissary

To Deposit Money in an inmate's account follow these steps:

  • Create a ConnectNetwork account 
  • Select your inmate, and add to them to your account,
  • Deposit money into his or her commissary account.

**NOTE** GTL is in a transition merging into a new company called ViaPath Technologies.


Features:

  • Deposit options available 24 hours a day, 7 days a week via phone 877-650-4249, and online.
  • Mobile-friendly deposit options are available via their app.
  • Deposits and payments made through automated channels (ConnectNetwork Website, Mobile App, Toll Free Phone, or Kiosk at the jail) are transmitted to the facility within one business day.
  • Deposits that are mailed are processed the next business day after they are received by GTL.
  • Inmate can choose how to spend the funds you deposit.

How Do You Communicate with an Inmate in the Baltimore City Correctional Center by Phone

Follow these instructions on how to open an account with GTL Connect Network (aka Viapath Technologies)

  • Advance Pay - This phone account allows you to prepay so that your inmate can call you (and only you) whenever he/she wants and the cost of each call is deducted from your balance. You can even be notified by text when your balance gets low. You still have the option of accepting or rejecting each call.

  • Voicemail  -  You can leave a secure voicemail without having to contact the facility. When you call the local phone number for a facility offering Inmate Voicemail (call Customer Service at 877-650-4249 to get the local voicemail number for Baltimore City Correctional Center, you will be informed of the cost for leaving a message. To leave your message, simply select the inmate by ID number. Then, record your voicemail.
