About the Luzerne County Correctional Facility

Luzerne County was established in 1786 and is one of the several counties within PA that have a sheriff’s office and a jail that is operated by that office. As officers are making arrests in the community and protecting the safety of the county, each arrest results in transportation to the correctional facility for booking and holding for the arraignment, but services can also be served at this location after the sentence has been completed.

There are 16 local Magistrate District Justice Offices within this jurisdiction, and each is served by this facility. It also supports the Court of Common Pleas and represents the largest criminal justice agency within the county. The correctional facility is supported by several administrators, security officers, program managers, and volunteers who all focus on helping inmates leave the jail in a better mindset and with more skills than when they arrived. These efforts help with reintegration to go more smoothly and to reduce recidivism. Religious services are provided for those who choose to attend, and inmate accounts provide funds for their commissary purchases and phone calls.

SAVIN Inmate Lookup (aka Vinelink) allows for family, friends, police officers, attorneys, and victims to be notified about any change to the status or location of an inmate, including notifications of their release. This can help create a sense of security for those who are involved in cases.

Other programs that are available include commissary accounts, communication programs, and visitation privileges. To fund an inmate's commissary account deposits can be made at the kiosk in the lobby of the jail or online. Inmates at this facility are permitted two visitation days each week with one visit of 30 minutes on each of these days. Each housing unit has different days, with hours beginning at 8am and going as late as 9pm. When the inmate calls it is necessary to determine their housing unit and their visitation schedule to select an appropriate visitation time.

Mail is delivered to inmates as soon as possible after delivery but will first be checked for any contraband and to ensure the photographs are within guidelines. Phone calls are also monitored and can only be made to those who are on the phone call list, with calls and visits between inmates and lawyers being less monitored and not recorded or limited.

How do I find out if someone has been arrested and booked into the Luzerne County Correctional Facility?

What happens during booking in Luzerne County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Luzerne County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Luzerne County Correctional Facility?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Luzerne County and other Pennsylvania and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Luzerne County Correctional Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Luzerne County Correctional Facility Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

The Luzerne County Sheriff recommends that you use a bail bond agent licensed to do business in Luzerne County.

5. You can call customer service 24/7 at 877-650-4249 and get instructions for depositing money over the phone using a debit or credit card.

Depositing Money in an Inmate's Commissary Account at Luzerne County Correctional Facility

Whatever cash the inmate has on their person when booked into the facility will automatically deposited and credited to their account. When released any money left in the account will be returned to them in the form of a check from the Sheriff's Department or the Luzerne County Correctional Facility Trust Account. There may be circumstances where the inmate can give permission to have his money released to a family member or friend.

Can I purchase Commissary Online for an Inmate in the Luzerne County Correctional Facility, and what can I purchase?

You can make a deposit to an inmate's account at the jail's Accounting Office window Monday-Friday from 7:00AM to 3:00PM.

  • They do not accept cash at the the jail's Accounting Office, but they do at the Kiosk (see below).
  • Money Orders or Certified Bank Checks can also be sent through the mail to the above address.
  • In order to ensure accuracy, address the envelope with the Inmate's Full Name, along with the Luzerne County Booking Number.

In-Person Deposits
The Luzerne County Correctional Facility Lobby also has a Kiosk for depositing funds.
The Kiosk accepts $5, $10, $20, $50 and $100 bills.
Money can be deposited for the inmate’s general account (including commissary) or for the Inmate Telephone system.
The fee for cash deposits is $2.50 per transaction (up to $300).

Online Deposits
The fee for online credit card deposits up to $20 is $2.95; and increases to an $11.50 fee for the maximum $300 credit card deposit.
All fees are posted on the Kiosk in the lobby.

2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Luzerne County Correctional Facility must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
