About the Hampton Roads Regional Jail

This regional facility, the Hampton Roads Regional Jail, serves several cities within Virginia including Chesapeake, Hampton, Newport News, Norfolk, and Portsmouth. The combined facility offers enough beds for each based upon their average use and the totals from the year before and allows them to access higher quality equipment and larger space than if they each built their own independently. Both male and female inmates are housed at this location, and they are there from the time of arrest until they have finished serving their sentence. The building, built in 1988, is located in Portsmouth, VA, and can be contacted via email or by calling them 24 hours a day at 757-488-7500.

In addition to being a jail, the Hampton Roads Regional Jail boasts one the largest self-contained and highly functional medical units in the Commonwealth of Virginia. It also treats inmates with mental health issues. It is constructed over a very large campus of 38 acres and has multiple white concrete building four stories high that interconnect. Recreation yards are indoor/outdoor and built into the pods with enclosed roofs. You can connect with the jail on facebook.

Upon entering the facility each inmate will be provided with bedding and clothing, and the items they have at the time of their arrival will be accounted for and placed into storage. One set of clothing must be kept in storage for their court appearances and to wear upon their release. They are permitted to have prescription medication and glasses, along with other medical necessities delivered and may receive magazines and paperback books directly from the publisher only. To supplement these items a commissary is available and will allow inmates to make necessary purchases each week. Funds can be added to this account through the kiosk that is in the lobby of the jail as well as by telephone or accesscorrections.com. At the digital scanning center all mail is opened and checked for contraband then scanned and electronically delivered to the inmate. Photographs and drawings may be included but must follow the restrictions in place and listed on the website.

In order to register and schedule a visit with an inmate, send them mail, and enroll in other services you can help them with online, you will need their booking number. You can only get the booking number from either the inmate or by calling the jail at 757-488-7500. There is no public website to obtain it at this jail.

To receive a phone call from an inmate an account can be created at gtlvisitme.com and funds can be added to pay for phone calls from inmates. Visits are also permitted and even encouraged, and can be accomplished via video hookups. How do I find out if someone has been arrested and booked into the Hampton Roads Regional Jail?

To find out if someone you know has been recently arrested and booked into the Hampton Roads Regional Jail, call the jail’s booking line at 757-488-7500.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

What happens during booking in Portsmouth city?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Portsmouth city for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Hampton Roads Regional Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Portsmouth city and other Virginia and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Hampton Roads Regional Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Hampton Roads Regional Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Portsmouth city Sheriff recommends that you use a bail bond agent licensed to do business in Portsmouth city.

  • You can pay a cash bond yourself, or use your home in Portsmouth city, or in some cases the state of Virginia, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Portsmouth city, and if they don't, then they take the financial responsibility.

Mailing an Inmate

How do I Mail an Inmate in the Hampton Roads Regional Jail, and what can I send them?

Postcards & Envelopes - Personal Mail
The Hampton Roads Regional Jail allows inmates to receive pre-metered postcards like the type purchased from the post office. They also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.
The Hampton Roads Regional Jail also allows regular postcards and envelopes to be mailed to inmates as well, however all mail is now sent to a 3rd Party service that scans in the letter and then forwards it to your inmate digitally.

Legal Mail, Newspapers, Magazines and Books
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Hampton Roads Regional Jail allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Hampton Roads Regional Jail standards will be disposed of.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Care packages are pre-chosen items packaged together and sent to the inmate from a third-party vendor. They can include clothing, snacks and seasonal items.
Hampton Roads Regional Jail uses SecurePak.

The cost to send an electronic letter is approximately $1.00.

Here’s how it works for Hampton Roads Regional Jail:
1.    All offender mail (paper and electronic) is addressed and delivered to TextBehind. Electronic mail is sent through the apps (iphone, Google Play). Paper mail is sent to the address below:

2.    If it was sent via TextBehind's app (iphone, Google Play), TextBehind can process it within one business day.
3.    An additional step is involved in processing mail that is sent using the U.S. Postal Service. TextBehind will  use a scanner to make digital files of the contents of the mailing—including cards, photos or artwork.
4.    All digital files are then forwarded to the offender’s assigned prison.
5.    Hampton Roads Regional Jail mailroom prints approved pages and delivers them to the inmate.

IMPORTANT NOTES:

  • TextBehind does not deliver any mail to the inmate directly, nor do they guarantee delivery of your letters to the inmates by the courier, jail or prison staff. Once they process your mail and ship them out on your behalf, they are out of the loop entirely. However, at times they may offer to resend your letters under certain strict conditions as a courtesy. 
  • Inmates do not receive any invites when you add them, and neither do they need to accept the use of TextBehind service. Once you add the inmate, you can create letters for them. 

Here’s what happens when TextBehind receives a letter from an inmate:

  • Upon receiving, TextBehind staff open their letters, scan, and upload high-quality images to your TextBehind account as a complimentary service. You are not required to have any money or credits balance in your TextBehind account to receive inmate letters.
  • Next, you will receive a text and email alert to notify you of any new incoming reply letters. At that time, you can log into the TextBehind website or mobile app and view letters in your CONTACTS >> Click on Conversation Icon. 

YOU NEED TO KNOW THIS...

  • Inmates do require a stamp to send out their letters to TextBehind using Postal Service.
  • The cash or credit balance from your TextBehind account will not be shared with inmates as a substitute for the stamps. 
  • All letters printed and shipped by TextBehind nationwide to virtually any jail or prison facility are delivered to the jails/prisons by couriers such as the USPS or FedEx as their standard process.

  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an Hampton Roads Regional Jail Inmate by Mail and by Email

To mail or email an inmate in Portsmouth city follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Hampton Roads Regional Jail must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.

The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
