About the Downtown Pretrial Facility

The Kenosha County Pretrial facility in Wisconsin, built in 1998, has the capacity to house 300 inmates, although currently they are incarcerating much less than that. Unlike most counties, rather than wait too late for the need for the extra inmate beds, kenosha planned ahead. This also puts them in a situation where they can derive extra income by leasing bed space to other counties, the US Marshals and ICE.

The Downtown Pretrial Facility is located at 927 54th Street, Kenosha, WI 53140. You can call the facility 24 hours a day at 262-605-5111. The Kenosha County Detention Center has an average of over 4,000 bookings yearly from all of Kenosha County. It's claim to fame was when it housed Kyle Rittenhouse, a juvenile that was charged with murder (and eventually found not guilty due to self defense) after shooting and killing two white rioters at a violent BLM protest in Kenosha in 2020.

Family or friends may drop off prescribed medications in their original and labelled packaging and clothing for jury trials, although there are certain times, places and rules pertaining to this.

Mail can be received every day and is processed and passed to the inmates quickly. How do I find out if someone has been arrested and booked into the Downtown Pretrial Facility?

To find out if someone you know has been recently arrested and booked into the Downtown Pretrial Facility, call the jail’s booking line at 262-605-5111.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Kenosha County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Kenosha County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Downtown Pretrial Facility?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Kenosha County and other Wisconsin and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Downtown Pretrial Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Downtown Pretrial Facility Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Inmate Bail and Bonding

The Kenosha County Sheriff recommends that you use a bail bond agent licensed to do business in Kenosha County.

  • You can pay a cash bond yourself, or use your home in Kenosha County, or in some cases the state of Wisconsin, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Kenosha County, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Kenosha County Bail Bond Information

Because Kenosha County and Wisconsin can change their bail bond procedures, it is always best to call either the Downtown Pretrial Facility at 262-605-5111, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Downtown Pretrial Facility or the Kenosha County Court Clerk these specific questions:

  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?

  6. Do I have to use a bail or bond agent?

How Do You Deposit Money for an Inmate in the Downtown Pretrial Facility?

There are five choices for putting money on an inmate's books that can be used for communication services:

How Do You Communicate with an Inmate in the Downtown Pretrial Facility by Phone

How do I Mail an Inmate in the Downtown Pretrial Facility, and what can I send them?

Downtown Pretrial Facility Inmate Mail Guidelines

Postcards
The Downtown Pretrial Facility allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address.

Envelopes
The Downtown Pretrial Facility also allows envelopes to be mailed to inmates. It is best to only use blue or black ink.

Postcards and envelopes MUST HAVE the sender's full name and return address on the envelope.

Newspapers
Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Downtown Pretrial Facility allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Downtown Pretrial Facility standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Inmate Commissary

Can I purchase Commissary Online for an Inmate in the Downtown Pretrial Facility, and what can I purchase?

Downtown Pretrial Facility allows pre-determined commissary packs to be purchased by friends and family of inmates.  

The service they use is called icaregifts.

Instructions

1.    Register here.
2.    Click the "Find an Inmate" button and enter your loved one’s first name, last name, or inmate number. When the information is entered correctly, click the “Search” button to confirm they are in the system.
3.    Select the icare gift you want to send them.
4.    Confirm the order in your confirmation email.
5.    Downtown Pretrial Facility has up to 30 days to give your icaregift pack to your inmate.
6.    You will receive a confirmation email when it is delivered.

There are a total of fourteen (14) pre-determined icaregift packs available to choose from. 

They range in price from $10.49 for ten pre-stamped envelopes, 2 pens and a pad of writing paper…

… to $104.99 for a box of 85 snack and food items…

… with many gift packs priced in between.

How Messaging Works

  Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message.  Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.

  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Downtown Pretrial Facility must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
