Community Reintegration Center Inmate Search

The Community Reintegration Center maintains an average of 630 offenders in custody on any given day. The Community Reintegration Center has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Milwaukee County law enforcement agencies arrest and detain approximately 35,000 offenders.

About the Community Reintegration Center

As the second detention facility in Milwaukee County the Community Reintegration Center offers programs that are not available in other institutions and are focused on assisting inmates to reintegrate into the community upon their release.

Programs are provided within the facility and also arrange for services after release to ensure they are able to access the social services necessary, treatments that are helping them to develop coping strategies and learn new skills, and to help with housing and employment. A job center has been developed with Community Reintegration Center to support each inmate leaving with a job to go to, and a work crew is in place that allows inmates to earn one day off of their sentence for every 24 they work within the center in laundry, food services, or other tasks.

Education is offered in the form of GEDs and special programming for any minors who are being tried and sentenced as an adult, and a work readiness program prepares inmates to be independent and to gain employment and build careers.

A Day Reporting Center is also located at to allow those who have nonviolent charges and are under deferred prosecution to check in each day and ensure they meet all of the requirements of the court.

A mental health team cares for the mental health of all residents, a fatherhood initiative provides coaching on being a good parent and cognitive thinking in parenting, bible study is available, and they may even attend forklift training.

A women’s reentry program focuses on moving on, parenting, safety, beyond violence, mindfulness, and trauma informed yoga, along with life skills and women support groups. 

Mail: Mail is checked for contraband, and must have a full return address with the name and address of the sender to be accepted. Any media must be directly from the publisher and all books must be paperback. 

Phones: In all common areas within housing units there are phones available that inmates may use when they are not in class or eating meals to call their friends or family. 

Visitation: All visits must be scheduled at least 24 hours in advance to be approved. Visiting hours are on Saturday and Sunday from 7am until 7pm, and they are 30 minutes in length, with one visit per weekend for each inmate.

How do I find out if someone has been arrested and booked into the Community Reintegration Center?

To find out if someone you know has been recently arrested and booked into the Community Reintegration Center, call the jail’s booking line at 414-427-4775.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

If you don’t want to check up on an offender by calling the jail, you can also try looking up people recently booked online.

What happens during booking in Milwaukee County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Milwaukee County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Community Reintegration Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Milwaukee County and other Wisconsin and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Community Reintegration Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Community Reintegration Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Where and How Can I Pay Bail in Milwaukee County?

Bail can be paid at the Milwaukee County Jail Cashier’s Office, or Kiosk located on Level G of the Criminal Justice Facility.

  • Cash, cashier’s checks, money orders and all major credit cards are accepted.
  • A valid form of identification must be presented when paying bail.
  • Bank Cashier’s checks and Money orders must be made out to the Milwaukee County Sheriff's Office.
  1. You can pay bail 24 hours a day.
  2. You can pay up to $10,000.00 using credit cards at the Kiosk.
  3. You can pay with cash, cashier's check, money order and Visa or MasterCard credit cards. Persons posting bail with a credit card must have a valid picture ID that matches the name on the card. 
  4. If you pay with a Money order or cashier Check, it needs to be verified by calling the bank, so this can only be done during business hours.
  5. Bail Refunds take 3-4 weeks and are handled through the Milwaukee County Circuit Court Clerk. Their number is: 414-278-4538. If you do call,you need the Court case number.
  6. An arrestee can also self-bail.  You can do this by putting money in their commissary account.  Refer to instructions on how to do this at our Inmate Money page.

  • Offsite visits are $.65 per minute plus $1 service fee. The account is set up through PayPal.

  • **NOTE** Friends and Family must have funds in their "Friends & Family Account" to respond to inmate messages. 
  • If you deposit money online in the INMATE ACCOUNT, than they have the freedom to spend the money on visits or phone calls to anyone, or any other communications services available at Community Reintegration Center.
  • With the FRIENDS & FAMILY ACCOUNT, you control all communication services such as phone calls, video visits and messaging. Your inmate can only call the phone number you want.

4. You will then receive prompts to validate both your identity and phone number .
5. Again, choose your inmate's facility, then type their name and select your inmate.

How Do You Deposit Money for an Inmate in the Community Reintegration Center?

There are multiple ways to add money to an inmate's account at Community Reintegration Center, using Access Corrections Secure Deposits

1. Online - Making a deposit using a verified Visa or Mastercard online, or using their Apple or Android App.
2. By phone - Dial 866.345.1884 to reach their 24/7 Access Corrections domestic call centers.
3. Jail Lobby Kiosk - Kiosks accept cash, credit cards, and debit cards.
4. Mail-in Lockbox - Friends or Family who do not have a credit or debit card can mail money orders to their secure lockbox to make deposits to an inmate’s account. Depositors use a customized form that captures all needed information. Upon receipt, they process and post the deposits to the inmate's trust fund in approximately 48 hours.

Mailing an Inmate

How do I Mail an Inmate in the Community Reintegration Center, and what can I send them?

Postcards
The Community Reintegration Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.



Envelopes
The Community Reintegration Center also allows envelopes to be mailed to inmates as well, as long as there is nothing in the envelope except letters, drawings and tasteful photos. Greeting cards are not permitted. Envelopes may include a Money order or Cashier's Check made out to the inmate. This will be retained by Staff and applied to the inmate's commissary account.

Newspapers
This jail allows inmates to receive newspapers in the mail as long as it is a subscription and send directly from the publishers.



Magazines
This jail allows inmates to receive magazines in the mail as long as it is a subscription and send directly from the publishers.  The jail prohibits inmates from receiving the following magazines: Playboy, Penthouse, Maxim and any weapons magazines



Books
This jail will allow inmates to receive softcover/paperback books from the following publisher only: Penguin Random HouseHarperCollins Publishers, or Simon & Schuster Publishers.

Amazon, Barnes and Noble, Books-a-Million etc, are not approved and any books sent by these places will be refused and the inmate will not get them. Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Community Reintegration Center standards will be disposed of.

Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Inmate Commissary

Can I purchase Commissary Online for an Inmate in the Community Reintegration Center, and what can I purchase?

Community Reintegration Center allows pre-determined commissary packs to be purchased by friends and family of inmates.  

The service they use is called icaregifts.

Instructions

1.    Register here.
2.    Click the "Find an Inmate" button and enter your loved one’s first name, last name, or inmate number. When the information is entered correctly, click the “Search” button to confirm they are in the system.
3.    Select the icare gift you want to send them.
4.    Confirm the order in your confirmation email.
5.    Community Reintegration Center has up to 30 days to give your icaregift pack to your inmate.
6.    You will receive a confirmation email when it is delivered.

3. Add a credit or debit card to cover your costs.

How Messaging Works
Watch this video on how to send a message.
1.
  Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message.  Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.

How Uploading Photos Works
Watch this video on how to upload a photo.
1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an Community Reintegration Center Inmate by Mail and by Email

To mail or email an inmate in Milwaukee County follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Community Reintegration Center must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Community Reintegration Center has a zero-tolerance policy regarding mail violations.

Inmate Tablets

Do Inmates in the Community Reintegration Center have Access to Tablets or Computers?

Community Reintegration Center allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at Community Reintegration Center, such as:

  • Music
  • Books
  • Games
  • Education
  • News
  • Radio
  • Television
  • Read mail and messages
  • Video visits

-  Free services are already available for use on the device at Community Reintegration Center.
-  Subscription services are funded separately by family and friends with deposits made into an inmate’s Debit Link account.
-  Community Reintegration Center Inmates will then be able to purchase subscription services and premium content to enjoy.

What Does a Tablet Cost?

  • Tablet devices include some services and the content is free.
  • The subscription services require additional funding.
  • There may be multiple options such as 7-day or 30-day subscriptions.
  • Costs are dependent upon the available services and what the Community Reintegration Center charges.

How Inmates Can Use a Tablet to Access Services at Community Reintegration Center

To find out how to get access to a tablet for inmate read the following:

1.  First, Register or Sign In to GettingOut/GTL

2.  Purchase the services you want for your Community Reintegration Center inmate.
3. All inmates have free access to the tablets to read their letters from family & friends, but there are many other services available to keep your inmate busy while incarcerated... such as Games, Books, Music and Movies. These other services come with fees that you can pay for when you pay for phone service.
