About the Douglas County Jail

The Douglas County Jail in Georgia has a total capacity of 1,500, but it is currently rated by the state for just 800 inmates, and houses an average daily population of 740 inmates, with 85 staff members supervising the facility. The 500,000 square foot, four-story, 1500 bed facility was built in 2012 on seven acres of land.

The detention area includes maximum security cells, a medical facility, a mental health section, a laundry and kitchen that can sdupport up to 1500 inmates, a dispatch area, a state of the art intake and booking area, and an area for inmate releases, separate from the booking area. Additional buildings on the site are a large visitor center that doubles as an on-site video visitation and bonding area, and a trustee dorm, and a maintenance shop.

Of the total number of inmates in custody, 110 of them (90 men and 20 women) are considered inmate workers, working alongside the staff to keep the jail clean, keep the inmates fed and contribute to the overall maintenance of the facility.

It is located at 8470 Earl D. Lee Blvd. in Douglasville, GA 30134, and can be reached 24 hours a day by calling 770-942-4333.

The Douglas County Jail replaced the 'old jail' on Church Street, built in the early 80s, which was then used as a location prop for many movies, including  “All Eyez on Me,” the biopic of rapper Tupac Shakur, and “Logan Lucky,” described as a NASCAR heist that stars Daniel Craig (James Bond), Channing Tatum, Hillary Swank, Katherine Heigl, Adam Driver and Seth MacFarlane. It was torn down the end of 2019 to make way for a $40 million downtown community revitalization project.

'OLD' Douglas County Jail

Visits are allowed for 15 minutes at a time and are only done by video. You can either visit remotely from your home or on-site at the Douglas County Jail Visitation and Bonding Center. Visitation hours are from 8:00AM to 7:45PM.

The Douglas County Jail has an online Jail Inmate Search Roster. State law does not allow them to publish mugshots to the public, but you can view their criminal charges and other personal information.

If you want to send mail, it must be only white, pre-metered postcards like you purchase from the Post Office. No envelopes allowed for personal mail.

Mail can be received every day and is processed and passed to the inmates quickly. Friends and family of inmates in the Douglas County Jail can arrange to visit inmates by video, both at the jail and remotely from home. Friends and family can also communicate using an online text/email system, send them money and buy them commissary online, and set up a phone account that allows the inmates to call them during the day and evening seven days a week.

How do I find out if someone has been arrested and booked into the Douglas County Jail?

To find out if someone you know has been recently arrested and booked into the Douglas County Jail, call the jail’s booking line at 770-942-4333.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Douglas County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Douglas County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Douglas County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Douglas County and other Georgia and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Douglas County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Douglas County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Douglas County Sheriff recommends that you use a bail bond agent licensed to do business in Douglas County.

  • You can pay a cash bond yourself, or use your home in Douglas County, or in some cases the state of Georgia, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Douglas County, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

2. Prepaid calls between Georgia and other states costs $0.21 per minute. International calls are $0.95 per minute.
3. There is a fee of $3.00 every time you add money to your account online, and it costs $5.95 if you add funds over the phone with a live agent.
4. You can also leave an inmate a short voice message for a flat fee of $1.25.

Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.

Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Douglas County Jail approves of the phone number.

Quick Connect
Quick connect is an alternative to collect calls. It allows you to quickly pay for a phone call with your credit card.  When your inmate calls you, follow the instructions from the automated voice system to pay for that one phone call, directly billed to your card.

Postcards
The Douglas County Jail ONLY allows inmates to receive pre-metered postcards like the type purchased from the post office unless noted otherwise.

  • Minimum size: 3.5 Inches by 4.25 inches. Maximum size: 4.25 inches by 6 inches.
  • Postcards mailed with a stamp will be rejected.
  • It is best to only use blue or black ink.
  • Always include your name and return address.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Douglas County Jail allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Douglas County Jail standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

These can be ordered by you online and are delivered directly to the inmate.

How to Send a Carepack Commissary Package Directly to an Inmate in Douglas County

To send a commissary carepack (food, snacks and goods) directly to an inmate in Douglas County Jail follow these steps:

  • Go to JailATM, choose Georgia, then choose Douglas County Jail
  • Type in your inmate's last name or their Inmate ID.
  • Select your inmate, and then you will be prompted to Register with them to open an account.

How Messaging Works

  Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message.  Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.

How Uploading Photos Works
Watch this video on how to upload a photo.
1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

  • All mail sent to an inmate at the Douglas County Jail must include the sender's name and mailing address in the top left corner of the envelope or postcard.

The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
