About the Strafford County House of Corrections

The Strafford County House of Corrections is an 89,000 square foot, two-story, concrete and steel jail that was built in 2004 at a cost of $25 million. It has a rated capacity of 392 beds. There was a lot of debate surrounding spending this much money for a jail in a county of 125,000 people (at the time), especially when they could have just expanded the existing one for one-fourth of the cost of the new one.

However, the expense paid off, as the revenue the Strafford County House of Corrections takes in every year from ICE detainees and from neighboring counties that don't have the capacity, has paid back the cost of the jail many times over, and made it a net earner for the county.

The old jail was built in 1985 and had a capacity of 65 inmates. It was supposed to last 20 years, but with five years was already exceeding its capacity by 40%. That's why this time around, the decision was made to 'build it and they will come'.

Strafford County, with a population of 134,000, is made up of three cities: Dover, Rochester, and Somersworth; and ten towns: Barrington, Durham, Farmington, Lee, Madbury, Middleton, Milton, New Durham, Rollinsford, and Strafford.

Mail can only be received by inmates with approval from staff. Friends and family of inmates in the Strafford County House of Corrections can arrange to visit inmates by video, both at the jail and remotely from home. How do I find out if someone has been arrested and booked into the Strafford County House of Corrections?

To find out if someone you know has been recently arrested and booked into the Strafford County House of Corrections, call the jail’s booking line at 603-742-3310.

What happens during booking in Strafford County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Strafford County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Strafford County House of Corrections?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Strafford County and other New Hampshire and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Strafford County House of Corrections will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Strafford County House of Corrections Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Strafford County Sheriff recommends that you use a bail bond agent licensed to do business in Strafford County.

  • You can pay a cash bond yourself, or use your home in Strafford County, or in some cases the state of New Hampshire, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Strafford County, and if they don't, then they take the financial responsibility.

How Do You Visit an Inmate in the Strafford County House of Corrections? What is the Schedule?

Strafford County House of Corrections has three types of visits:

  • Contact Visits - Reserved for Inmate Workers and Work Release Inmates.
    - These visits are face-to-face and allow physical contact.
    - Contact visits will be permitted on Saturdays and Sundays only.
    - Visiting schedules will be posted for the Unit Officers and inmates to reference.
    - Inmate Workers must be approved for a contact visit by the classifications department.
    - The Unit Officer will post a Visit Sign-up Form in each unit so inmates may sign-up for visiting times.
    - It will be the inmate’s responsibility to inform his/her visitors of their scheduled visiting time.
    - Visitors will check-in at the reception desk as non-contact visitors do.
  • Non-Contact Visits - These are face-to-face visits through video or plexiglass partition. No contact is permitted.
    - There will be a visit schedule posted in each unit for Unit Officers and inmates to reference.
    - Unit Officers will post a Visit Sign-up Form so inmates may sign-up for visiting times; officer discretion will be used.
    - A copy of the Visit Sign-up Form will be forwarded to the officer in the Reception Area on the day the visits are to occur.
    - It will be the inmate’s responsibility to inform his/her visitors of the scheduled visiting time.
  • Video Visits - You can visit remotely with the inmate using your own device. Inmates will use their tablets.
    -
    Video Visits are also seven days a week and to do this, you will need to sign up with gettingout.com / GTL

NOTE:  For both Contact and Non-Contact visits Inmates are responsible for signing up for visiting times; it is the inmate’s responsibility to notify you of the visiting time. If you would like to check to see if the visit is scheduled, you may call the jail at (603) 742-3310 after 8:00AM the day of the visit to check; you may also check to make sure you are on the visiting list at that time.  

Basic Rules and Policies to know:

  • Visits are held at the Strafford County Department of Corrections seven (7) days a week to permit inmates to maintain ties with family and friends.
  • Professionals (Attorneys) may visit at any reasonable time.
  • Inmates are required to schedule their own visiting times from the available visiting times assigned to the unit.
  • Inmates are responsible for notifying family and friends of their scheduled visiting times.
  • Due to space limitations, visits are restricted to two adults and two children small enough to sit on the laps of the adults. Any child too big to sit on the lap of the adult will be considered an adult.
  • Each inmate is allowed two one-hour visits per week with no more then one one-hour visit per day.
  • Visitors under eighteen years of age will be permitted to visit with inmates if supervised by their parent or legal guardian.
  • Visitors will be required to show proof of their identity and/or submit to a record check. (warrant and criminal background check)

Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.

Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Strafford County House of Corrections approves of the phone number.

Postcards
The Strafford County House of Corrections allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. It is best to only use blue or black ink. Always include your name and return address. INMATE MAIL IS NOT ACCEPTED WITHOUT PRIOR APPROVAL FROM THE JAIL. Use the email.

Envelopes
The Strafford County House of Corrections also allows envelopes to be mailed to inmates. It is best to only use blue or black ink. INMATE MAIL IS NOT ACCEPTED WITHOUT PRIOR APPROVAL FROM THE JAIL. Use the email.

Postcards and envelopes MUST HAVE the sender's full name and return address on the envelope.

Newspapers
Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher. NEWSPAPERS ARE NOT ACCEPTED WITHOUT PRIOR APPROVAL FROM THE JAIL.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. MAGAZINES ARE NOT ACCEPTED WITHOUT PRIOR APPROVAL FROM THE JAIL.

Books
The Strafford County House of Corrections allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Strafford County House of Corrections standards will be disposed of. BOOKS ARE NOT ACCEPTED WITHOUT PRIOR APPROVAL FROM THE JAIL.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

Can I purchase Commissary Online for an Inmate in the Strafford County House of Corrections, and what can I purchase?

How Messaging Works

1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

To mail or email an inmate in Strafford County follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Strafford County House of Corrections must include the sender's name and mailing address in the top left corner of the envelope or postcard.

Strafford County House of Corrections allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
