What is the Purpose of an Inmate Account?

Since inmates are not allowed to possess cash money while in custody in the Dutchess County Jail, the jail maintains a 'bank account' for the inmate to purchase products and services from their commissary (canteen) store.

Commissary funds allow inmates to purchase items such as personal hygiene products, snacks and stationery supplies from the jail store.

Inmates can use money from their account to purchase phone time credits or prepaid phone cards in order to make outside phone calls to friends and family members.

Many jails also allow an inmate to bail himself out of jail if he has the funds in his account. The bail amount is typically 10-15% of the bond amount set by the court.

Inmate accounts are also used to pay the co-payment for medication and visits to the jail's medical clinic should they become ill.



Who Can Put Money in an Inmate's Account?

Anybody can contribute to an inmate's books or commissary fund as long as there isn't a no-contact order in place.

Because of the ability for family members and friends to deposit money online using a credit or debit card, jail inmates can now receive funds from anywhere in the world.



How to Put Money on an Inmate Account in the Dutchess County Jail

There are usually four choices for putting money on an inmate's books:

Choice 1
Dropping Money at the Jail

There are kiosks available in the lobby for your use 24/7. You must use a credit card, debit card or cash. Bring the exact amount of cash you are going to deposit as the machine will not provide change.

Choice 2
Deposit Inmate Money Online

Online deposits are processed through Touch Pay Systems.

Touch Pay System provides the following services to select correctional facilities nationwide.

  • Commissary / Trust
  • Telephone
  • Inmate Self Release
  • Release Card

To use the service you must open a free account.

Click here to register your new account.

Choose “click here to set up a new Touch Pay account”.

Enter required information

An email will be sent to the email address you provided and that email will contain a temporary password. Click on the link provided in the email to sign in using your temporary password and change it to one of your choosing.

Once signed in, choose a state from the dropdown menu.

Choose a county from the dropdown menu.

Select the service you wish to deposit funds for (commissary prepay phone or inmate phone account).

PHONES

If you select phones, TouchPay will provide an ability to set an account up with the phone company the facility uses.  The site will take you to the proper page to set the account up.

Fill in all required information.  

You must click “agree to the fee” and enter credit/debit card information.  Fees will be displayed before you submit the order. Fees vary depending on the amount you deposit and the phone service the facility uses.

At the bottom of the page you must authorize the charge from your credit/debit card charge.

Caution: If you attempt to place a three-way call with an inmate on the line or you forward a call to a number that does not have a paid account, the call will be disconnected and the money paid for that call will NOT be refunded.

Choose commissary-inmate deposit etc.

Enter booking or ID number.

If you aren’t sure of the inmate’s ID number click the blue link labeled “search tool” and input first and last name of the inmate to get booking/ID number.

CAUTION: It is important that this number be correct, as putting money on the wrong inmate’s account will give that inmate the funds.

Put the inmate’s booking number in the appropriate box and click next.

Enter the amount you wish to send. (Limits for the facility will be listed).

Input credit/debit card information and agree to terms.

Submit payment.

Choice 3
Mail the Inmate Deposit to the Jail

This jail does not accept mailed deposits in any form. If you mail one in, it will be returned to you.

Choice 4
Make an Inmate Deposit over the Phone

TouchPay accept deposits to inmate accounts by phone. You must use a credit or debit card. Call (866) 204-1603 to get started.



What can an Inmate Purchase through Commissary?

People who have never been to jail would be surprised by the large amount of candy, snacks, art supplies, playing cards, hygiene products and clothing that can be purchased through a jail's commissary. Some jails have several hundred different items.

What is the Maximum Amount I can Deposit in an Inmate's Account?

There is no limit to what you can deposit but there are fees associated with various amounts and there is a maximum amount per deposit that you can make.
