The Allegheny County Jail maintains an average of 2766 offenders in custody on any given day. The Allegheny County Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Allegheny County law enforcement agencies arrest and detain approximately 55,320 offenders.

About the Allegheny County Jail
Allegheny County Jail is located in Pittsburg and consists of the main facility and housing, with two additional alternative housing facilities. The top capacity is 3,000 inmates but it usually has around 2,000 inmates at any time. The building was finished in 1995 but has been updated to maintain safety and security needs. Several groups from the community work with the jail to provide GED classes, addictions counselling, healthcare, mental health care, counselling, programs for easing re-entry to society, rehabilitioan, and opportunities to learn new work skills and increase employability. Additionally, visits are encouraged for friends and family so inmates are permitted one hour visits per day on the day that has been assigned to their cell block. Visits can be scheduled 2 days in advance and the hours available to schedule for are 8am to 11am, 1:30pm to 3:30 pm and 5pm to 6pm. Monday is Level 1, 8, and Pod 5B, Tuesday is Level 2 and Pod 5MD, Wednesday is level 2, Thursday is Level 4, Friday is POD, 5D, 5F and 5E. Saturday is 5MC. To determine which section an inmate is in, ask when they call or request the information when you schedule your visit. Masks are currently optional but may become mandatory if needed. Additional services that are available include alternative housing for those who are on house arrest or have other alternative sentences, case management services, a release center, and videoconferencing for meetings with lawyers, clergy, and others.

How do I find out if someone has been arrested and booked into the Allegheny County Jail?

To find out if someone you know has been recently arrested and booked into the Allegheny County Jail, call the jail’s booking line at 412-350-2000.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

If you don’t want to check up on an offender by calling the jail, you can also try looking up people recently booked online.

What happens during booking in Allegheny County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Allegheny County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Allegheny County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Allegheny County and other Pennsylvania and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Allegheny County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Allegheny County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

You can submit electronic bail payments on Magisterial District Court and Common Pleas Court cases for inmates in Allegheny County Jail. This website has been approved by the Unified Judicial System of Pennsylvania

How Do You Visit an Inmate in the Allegheny County Jail? What is the Schedule?

  • Allegheny County Jail Inmates in general population are allowed two visits per week, but only one visit per day. (The 7-day visiting week starts on Sunday and ends on Saturday).
  • Inmates in disciplinary housing are only allowed one visit per week.
  • Visits must be booked two days in advance, and no more than seven days out.
  • Visitors must report in to the Visitor's Window 15 minutes before their scheduled visit.

Inmate Money Accounts

How Do You Deposit Money for an Inmate in the Allegheny County Jail?

There are FOUR options for putting money on an inmate's books:

Option 1 - Dropping Money at the Jail
Bring money to the jail in person. 
Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online
Allegheny County Jail uses Jail ATM to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union. Call the Allegheny County Jail first as they may want you to do this online or at the jail kiosk instead.

Types of Phone Calls
Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.

Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Allegheny County Jail approves of the phone number.

Quick Connect
Quick connect is an alternative to collect calls. It allows you to quickly pay for a phone call with your credit card.  When your inmate calls you, follow the instructions from the automated voice system to pay for that one phone call, directly billed to your card.

How do I Mail an Inmate in the Allegheny County Jail, and what can I send them?

What type of mail is Allowed for Inmates in the Allegheny County Jail?

  • All mail will be photcopied and then given to the inmate.
  • Original letters and photographs will be destroyed within a week.

Postcards
The Allegheny County Jail allows inmates to receive white, pre-metered postcards like the type purchased from the post office. Ink must be black or blue and you must have a return address on it. Everything will be photocopied. Originals will not be delivered to inmates.



Envelopes
The Allegheny County Jail allows envelopes to be mailed to inmates as well, with no more than three pages of white paper (front & back) per envelope. Ink must be black or blue and you must have a return address on it. Everything will be photocopied. Originals will not be delivered to inmates.



Money orders

When you send a letter you can include a USPS or Postal Money Order for the inmate's commissary account. Make the Money Order out to the inmate and add their DOC Nmber on it.

Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher and via United States Postal Service (USPS), UPS or FedEx. Incarcerated individuals are permitted a maximum of seven publications (newspapers and magazines).



Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. Incarcerated individuals are permitted a maximum of seven publications (newspapers and magazines).



Books
Allegheny County Jail allows paperback books to be sent from barnesandnoble.com and christianbook.com. You can order them directly from your computer. Books must be sent via the United States Postal Service (USPS), UPS or FedEx. Inmates can receive up to seven books per day. Books must NOT contain images or content that are considered excessively violent, pornographic, tattoo related or obscene. Any book that does not meet the Allegheny County Jail standards will be disposed of.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon. All packages must contain a receipt from the distributor in order to ensure the inventory is correct. Any packages not containing a receipt will be returned to the distributor. All books must be delivered by the USPS, Fedex or UPS.

How Uploading Photos Works
Watch this video on how to upload a photo.
1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an Allegheny County Jail Inmate by Mail and by Email

To mail or email an inmate in Allegheny County follow these steps:

When mailing a letter or postcard to an inmate, please follow these instructions:

  • All mail sent to an inmate at the Allegheny County Jail must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Allegheny County Jail has a zero-tolerance policy regarding mail violations.

Emailing Messages & Photos

Facility_name_1} contracts with GTL GettingOut, the same service that handles iInmate Phone Systems and Video Visitation, for sending secure messages and photos between you and your inmate.
 
If you are not already registered, do so here, or Log in.

Then use the Facility Finder to:
1.  Select Allegheny County Jail,
2. Add your inmate to your list of contacts,
3. Add a credit or debit card to cover your costs.

  • Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
  • After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. Do Inmates in the Allegheny County Jail have Access to Tablets or Computers?

Allegheny County Jail allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at Allegheny County Jail, such as:

  • Music
  • Books
  • Games
  • Education
  • News
  • Radio
  • Television
  • Read mail and messages
  • Video visits

-  Free services are already available for use on the device at Allegheny County Jail.
