The Pope County Detention Center holds a license for 173 inmates, but it often has to make room for many more offenders, especially on weekends. At most city and county jails in Arkansas, at least 40% of the population turns over every month. Every 90 days, another 30% turns over, and every six months, another 20%. About 8-9% stay incarcerated between six and twelve months. Inmates held longer than twelve months are typically facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Pope County remain in custody at one of the Pope County facilities much longer.

In Arkansas, bail before trial is a constitutional right for all charges except capital offenses where the proof is evident or the presumption is great. Judges in Pope County decide the terms of release, which can range from release on recognizance to conditions of release to a set bail amount.

Approximately 3,460 offenders are arrested and detained annually by Pope County law enforcement agencies.

About the Pope County Detention Center

The Pope County Detention Center at #3 Emergency Lane, Russellville, AR 72802 is the county’s main jail for the Russellville area and the rest of Pope County. It is run by the Pope County Sheriff’s Office under Sheriff Blake Wilson, with Capt. Rowdy Sweet serving as jail administrator. The 173-bed jail holds men and women, mostly people waiting for their cases to move through court. It also holds people serving county sentences and people sentenced to the Arkansas Division of Correction who are waiting for transfer. The detention center answers 24 hours a day at (479) 968-5599, and the sheriff’s administrative office is at (479) 968-2558, open weekdays from 8 a.m. to 4:30 p.m.

Start with the sheriff’s inmate roster at popecoso.org/inmates, which shows current bookings and charges. The sheriff’s site also has a most wanted page. Anyone who learns of a warrant should call the sheriff’s office or an attorney before walking in. After booking, Arkansas Rule of Criminal Procedure 8.1 calls for a first appearance before a judge without unnecessary delay, generally within 48 hours of arrest. Felony cases go to the Fifth Judicial Circuit, which covers Pope, Johnson and Franklin counties. Case details are on Search ARCourts at caseinfo.arcourts.gov/opad, and misdemeanor fines can be paid through the district court’s online payment page linked from the county website.

Bail in Arkansas starts from a strong right: the state constitution (Art. 2, §8) says all persons are bailable before conviction, except for capital offenses when the proof is evident or the presumption great. Under Rules 9.1–9.2, the judge looks first at release on recognizance or with conditions and sets money bail only when nothing less will reasonably get the person back to court. If a bond is set and you hire a bail bondsman, state law (Ark. Code §17-19-301) fixes the premium at 10% of the bond, rounded up to the nearest $5. It must be paid in full before release, along with small nonrefundable state fees. Call the detention center to learn the bond amount and how it can be posted.

On-site and remote video visits run seven days a week, 8 a.m. to 8:40 p.m., through JailATM. Register for an account at deposits.jailatm.com, book anywhere from 24 hours to a week ahead, and check in 10 minutes early with a valid photo ID. Visitors under 17 must come with an adult. Call the jail to confirm hours before your first visit, since schedules can change.

Mail goes to the person’s full name and inmate ID number, Pope County Detention Center, #3 Emergency Lane, Russellville, AR 72802. Postcards, letters, publisher-mailed newspapers and magazines, and paperback books are accepted; hardcovers are not. Money for phones and commissary can be added through Correct Solutions Group / Regent Pay online, by calling (877) 618-3516, or at the kiosk in the lobby. Correct Solutions also runs the phone system.

Russellville has no fixed-route public bus to the jail, so plan on driving. If you need fuel or a meal along East Main Street, PDQ East is at 2215 E Main St and Walmart Fuel & Convenience is at 2409 E Main St. Slim Chickens is at 2200 E Main St, and Dairy Queen Grill & Chill is at 2007 E Main St.

Inmate Bail and Bonding

Steps to pay bail in Pope County

After an arrest, individuals are brought to Pope County Detention Center in Russellville for processing. Following this, three possible outcomes exist:

1. The individual may be released without posting bail, with a promise to appear in court.
2. The individual could be held in jail until their court date.
3. Bail or bond can be posted for release; for more information, contact 479-968-5599.

Bail payment can be handled through various means.

  • Pay a cash bond in full at the bonding window inside the jail or at the clerk of court, by cash, cashier's check or money order; a lobby kiosk or online bond vendor often takes debit and credit cards for an extra fee, and you should bring the inmate's full name and booking number (the jail can be reached at 479-968-5599).
  • Licensed bail bond agents in Pope County are available for assistance.
  • Land or a home can often serve as bond collateral: the owner provides a deed and a recent tax or appraisal value showing clear title and equity of at least the bond amount, commonly double, and the court that set bail approves the pledge.
