Southern Health Nursing professionals are here, on site (7) seven days a week, from 7am to 7pm. They are on call 24 hours a day. A Southern Health Doctor is on site every Tuesday but on call 24 hours a day. Inmates may request health care by submitting a simple Sick Call Request through the facility tablets or handwritten Form. Upon arrival, a new intake is Booked and given a medical assessment. Once ordered, it generally takes 2 days to receive the inmate’s prescriptions. The public may bring a new intake’s medicines to the facility 7 days a week, from 7am to 7pm. The prescriptions must be in their proper container and have a valid date. TO COMBAT THE EVER-GROWING THREAT OF IN CUSTODY OVERDOSE THAT HAS BEEN SEEN TRENDING ACROSS ALL PARTS OF THE COMMONWEALTH. JAILER BURKHART MADE THE MOVE EARLY ON TO TAKE A MORE AGGRESSIVE STANCE AGAINST DRUGS AND OTHER DANGEROUS CONTRABAND FROM ENTERING THE FACILITY. HIS APPROACH WAS SIMPLE...STOP IT AT THE DOOR. THE HARLAN DETENTION CENTER WAS ONE OF THE FIRST IN THE STATE TO REALIZE THE BREAKTHROUGHS BEING MADE WITH MODERN 3D SCANNING TECHNOLOGY. CREATING A PARTNERSHIP WITH OD SECURITY/NORTH AMERICA. BURKHART BRINGS IN TECHNOLOGY USED HEAVILY IN EUROPE TO PREVENT TERRORIST ATTACKS IN AIRPORTS AND OFFICE BUILDINGS AND IMPLEMENTED THE SCANNING AS PART OF THE BOOKING PROCESS FOR ALL NEW INTAKES. How do I find out if someone has been arrested and booked into the Harlan County Detention Center?

To find out if someone you know has been recently arrested and booked into the Harlan County Detention Center, call the jail’s booking line at 606-837-0096.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Harlan County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Harlan County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Harlan County Detention Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Harlan County and other Kentucky and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Harlan County Detention Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Harlan County Detention Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Inmate Money Accounts

How Do You Deposit Money for an Inmate in the Harlan County Detention Center?

There are three choices for putting money on an inmate's books:

Choice 1 - Dropping Money at the Jail

Bring money to the jail in person. 

Jail personnel will process the Inmate Account payment.

Harlan County Detention Center has a Tiger Kiosk in the Lobby that accepts cash, debit or credit cards.

If you can't get your questions answered online call the Harlan County Detention Center at 606-837-0096.

Choice 2 - Deposit Inmate Money Online

Harlan County Detention Center and others often use a private company to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Go to the online site for depositing funds. You will need to register an account, which is free to do and use a debit/credit card for the deposits.

Choice 3 - Mail the Inmate Deposit to the Jail

Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.

Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.

Call Harlan County Detention Center at 606-837-0096 to confirm the address to send the money order to and how they want it made out.

Failure to do this properly will delay your inmate getting his account credited and may require you to have to resubmit a second money order.

2. Prepaid calls between Kentucky and other states costs $0.21 per minute. International calls are $0.95 per minute.
3. There is a fee of $3.00 every time you add money to your account online, and it costs $5.95 if you add funds over the phone with a live agent.
4. You can also leave an inmate a short voice message for a flat fee of $1.25.

Types of Phone Calls
Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.

Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Harlan County Detention Center approves of the phone number.

Quick Connect
Quick connect is an alternative to collect calls. It allows you to quickly pay for a phone call with your credit card.  When your inmate calls you, follow the instructions from the automated voice system to pay for that one phone call, directly billed to your card.

  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).
