Each offender is assessed during booking and will be assigned to a housing pod that is the best fit for their charges, gender, history of incarceration, and any history of attempt at escape.

Staff maintain a focus on creating an environment that encourages personal growth, shows positive social interactions and encourages respect throughout the facility, providing inmates with tools for success after incarceration. To reduce recidivism and improve the successful rehabilitation of inmates there are many programs offered including anger management, seeking safety, thinking for a change, prime for life, helping women recover, helping men recover, mindfulness, a library, and many others.
There are also two work programs in Carroll County Jail Department of Corrections that provide inmates the opportunity to have work hours either onsite with the trustee program or offsite at their regular job and return each day after their shift. Work programs provide activities throughout the day that will keep them busy, help them feel productive, and maintain a sense of community.

To provide access to commissary and telephones, there is a kiosk located in the lobby of the jail and there are online programs to provide funds to these accounts.

Video Visitation allows 'approved' friends, family members, attorneys and clergy of an inmate to connect with them using their computer, Securus Video Visitation app, or ‘on-site’ kiosk.

Costs vary and are subject to change, but generally visits range from $5.00 to $15.00 for a 15 to 30 minute online or on-site video visit.
How do you know if your Inmate will be available during the time you schedule?

Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.
