With a licensed capacity of 220 inmates, the Franklin County Jail is often forced to make room for many more offenders, especially on weekends. Most city and county jails turn over at least 40% of their population every month. Another 30% turns over every 90 days and another 20% every six months, while about 8-9% stay between six and twelve months. Inmates held longer than twelve months are generally facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Franklin County stay in custody at the Franklin County facility much longer.
Every year, Franklin County law enforcement agencies arrest and detain approximately 4,400 offenders.
Located on the outskirts of town where it has empty fields surrounding the majority of the building, the sprawling campus that houses the Franklin County Jail and Franklin County Sheriff’s Office operates around the clock every day of the year. The white siding makes it easy to see, and for all visits, money deposits, and other things jail related, the Mike Green Law Enforcement Center entrance is the main entrance for the jail.
Opened on March 17, 2008, the Franklin County Detention Center at 748 Walnut Gate Road in Russellville can house about 220 inmates. The Franklin County Sheriff’s Office runs it, a jail administrator oversees daily operations, and Southern Health Partners provides medical care. It holds men and women arrested on misdemeanor and felony charges who are waiting for trial or bond, as well as people serving sentences of under a year. Call the detention center at (256) 332-8425. The sheriff’s main number, (256) 332-8820, is answered 24 hours a day.
Check whether someone is in custody using the sheriff’s roster at https://www.franklinsheriff.org/roster-choose. It shows charges, bond amounts, and mugshots. Alabama Rule of Criminal Procedure 4.3 requires an initial appearance before a judge without unnecessary delay and within 72 hours of arrest. Franklin County is the Thirty-fourth Judicial Circuit. Court records are searchable on Alacourt (https://v2.alacourt.com/), and the sheriff posts a Most Wanted list on its website. If you think someone has an outstanding warrant, call the sheriff’s office or an attorney before they turn themselves in.
Franklin County gives families three ways to post a secured bond. For a cash bond, pay the full amount at the circuit clerk’s office in the courthouse and bring the receipt to the jail; the money is returned after the case ends, minus any costs and fines the judge orders. A property bond needs an assessment from the Revenue Commissioner’s office showing the property is worth at least the bond amount. Several properties can be combined, and every owner has to sign. You can also go through a bail bond company licensed in Franklin County. Every bond carries a $35 filing fee, paid by money order made out to the Franklin County Circuit Clerk. Judges can also release people on personal recognizance or an unsecured appearance bond.
Some background on Alabama bail law: the state Constitution guarantees bail to most defendants, except in capital cases where the proof is evident or the presumption great. Aniah’s Law (2022) lets a judge deny bail after a detention hearing for murder; first-degree kidnapping, rape, sodomy, sexual torture, domestic violence, human trafficking, burglary, arson, and robbery; aggravated child abuse and certain offenses against children; and terrorism. In May 2026, Amendment 1 (81.6% yes) added solicitation, attempt, or conspiracy to commit murder, and shooting into an occupied building or vehicle. Rule 7.2 recommends $10,000–$60,000 for a Class A felony, $5,000–$30,000 for Class B, $300–$6,000 for a Class A misdemeanor, and $1,000–$7,500 for DUI, but judges can depart from those ranges.
Each inmate gets two free 30-minute video visits a week, and more visits cost $7.50 each. Visits take place Monday through Friday from 8:00 a.m. to 4:30 p.m., either at the kiosks in the lobby or remotely through GettingOut (gettingout.com). New arrivals can’t have visitors until booking is complete, and visits stop when a pod is on lockdown. Bring a government-issued photo ID and dress conservatively. There is no public bus to Walnut Gate Road, so plan to drive. Exxon at 27534 AL-24 and Southside Quick Mart at 12301 US-43 are nearby for fuel, and Wendy’s at 13679 Hwy 43 and Jack’s Family Restaurant at 13640 Hwy 43 are close for food.
Address letters to the inmate’s name at 748 Walnut Gate Road, Russellville, AL 35654, and include your name and return address. Mail without them may be destroyed. Letters must be written in pen or pencil or typed. Greeting cards, blank paper, padded envelopes, perfume, glitter, staples, tape, food, photos with nudity, third-party letters, cash, and personal checks are all rejected. Commissary orders are placed on Tuesdays and delivered on Wednesdays. Add money at the lobby kiosk, by mailed money order, or online through Inmate Canteen. During the first 72 hours, families may drop off a small set of new, unopened basics: one clear storage container, white T-shirts, underwear, socks, bras without underwire, a towel and washcloth, a toothbrush, and clear bottles of deodorant, shampoo, and body wash.
Following an arrest, individuals are processed at Franklin County Jail. The booking process confirms identity, charges, and whether the individual will be released, granted bail, or held until court.

Types of Phone Calls
Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.
Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Franklin County Jail approves of the phone number.
Quick Connect

News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The Franklin County Jail allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Franklin County Jail standards will be disposed of.
