Every adult arrest, whether at Lake Almanor, in Greenville or in Portola, is booked at the Plumas County Correctional Facility in Quincy, the county seat.

The Superior Court is at 520 Main Street, Quincy; the criminal and traffic clerk is in Room 104 (530-283-6232). Jailed people see a Quincy judge inside two court days. See Plumas court steps.

Bail on the court schedule can be paid at the jail or by bond. The judge reviews it at arraignment and must take ability to pay into account. See the Plumas bail guide.

Plumas uses contract lawyers as public defenders. A lawyer from that group is assigned at arraignment when the person qualifies.

The county has no juvenile hall. Probation (530-283-6200) arranges detention in another county when a youth must be held.

Plumas deputies won't call asking for payment by gift card or wire. Before paying anything, call the jail at 530-283-6267 directly.

Agents from the Secret Service, Homeland Security Investigations, and the ATF handle federal arrests. The charge goes to the Sacramento division (Eastern District of California) in the federal courthouse: 501 I Street, Sacramento, CA 95814. With questions, reach the clerk at 916-930-4000. Plan on an initial appearance before a federal magistrate within a day or so. Expect questions from pretrial services before court. Unlike the county, federal judges won't use a fixed dollar figure. A hearing on custody under the federal Bail Reform Act settles if they stay locked up.

Meanwhile, the Marshals Service often keeps the person in a private jail by contract. Check the county jail list first, where the hold may be noted. • ICE learns about the arrest from fingerprints the jail send. ICE can then lodge a detainer.
• With a detainer, ICE wants jail staff to push back release for no more than two days. It's two full days, counted from release time.
• Paying bail does not erase this hold.
• ICE officers can collect them at the jail within those 48 hours. Even holidays and weekends count. If ICE stays away, this means release.
• The next stop is up to ICE.
• Search the ICE detainee locator using the inmate's A-number and home country. Don't know the inmate's A-number? It's also possible to search with the exact name, along with DOB and nation of birth.

California's prison system, the CDCR, takes those given prison time. They often wait in the Quincy jail until the CDCR picks them up. Reception is next; paperwork, photos and tests. CDCR staff rate new arrivals for medical and mental care, any gang affiliation and security level. The last move is a prison that fits them.

The state rule is PC 13665. Social media is what it covers. Most nonviolent arrests fall under it. Police can't post those mugshots online there. Posts must come down within 14 days. Fugitives and threats are the exceptions. The sheriff's own website isn't covered. Even so, many sheriffs leave photos off.

For a request about a mugshot that is not public, journalists can reach the sheriff's office, 530-283-6375. Federal mugshots are kept from reporters and the public. The exceptions are limited. The Marshals may post a booking photo to find an escaped prisoner, to assist an arrest or warn the public, or if there's an immediate safety need. An ICE public records request is the only way to request an immigration mugshot, and ICE has to approve it.
