The Harrison County Jail maintains an average of 18 offenders in custody on any given day. The Harrison County Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. This time allowed for processing and for there to be a preliminary hearing or first appearance but did not present any space for serving a sentence or long term housing. As the community grew and so did their needs, it was extended into a 12 day holding facility. This caused complications for the space as the community continued to grow and their needs changed as the years passed. It would also increase the costs as each person was on average $50/day to house in the facility, and they were required to transfer out inmates regularly.
To improve the situation in 1997 a day work program was created that allowed inmates to work in the community during the week, and this would often be community service positions helping to keep the town clean and tidy.
Further changes in 2009 implemented new programs that limit who is able to be housed in the jail for longer than 12 days, but does allow those who are sentenced for non violent crimes that have no special medical needs are able to remain housed in the facility for the entire 30-45 day sentence that is the average for the space. There is now a gym, recreation space, work/volunteer programs in the community, and water and heating were improved.
Visitors are more easily able to see their loved ones with them remaining in town for their sentence and it is a money savings for the city.
Visitation is available for those in the facilities beginning at 8 am every day and ending at 3pm on weekends and 9 pm on weekdays.
