About the Clinton County Correctional Facility
The original jail facility in Clinton County was built in 1852, and this long standing building remains on Church Street in Lock Haven. The current facility was finished in 1990 and is located in McElhattan which is only a few short miles from the original with a much larger capacity than the 13 that the original had. It is a direct supervision facility, which has officers who are within the blocks with the inmates and interacting with them daily. To offset the cost of maintaining and running the jail it accepts inmates from other counties and states and is paid to house them there. This building was upgraded in 2003 to add additional beds, allowing for the daily average to be over 300 prisoners each day. The new extension was built as a maximum security unit, allowing for the prison to house higher risk offenders and those who require tighter security, charged with the most serious crimes. With minimum, medium, and maximum security wings, the jail can now house offenders of any type of crime, and keep them safe and separated from others in a way that most fits their needs. Expanding the flexibility of the housing has increased the number and types of inmates who are accepted. It also allows for several rehabilitative programs to operate without added risk to those incarcerated for minor offenses, including substance abuse, education, recreation, mental health support, religion, vocation training, community service, work release, educational release, and even opportunities to be employed within the prison. These programs not only help to provide them with skills for use within their incarceration and provide them with a purpose each day, but also build skills that will help with a successful reintegration into society and employability. Friends and family are encouraged to visit once they are added to the approved list, to reenforce outside relationships and remain connected to the community. The visitation schedule may change and should be checked before booking a time, with visiting hours between 8am and 4:30pm every day of the week, with a lunch break of 10:30am-12:30pm. The rotation of which block has visits on what day is posted on the website for the jail and changes each week, requiring visitors to check with the inmate or the jail to ensure they are scheduling the right day and time.

How do I find out if someone has been arrested and booked into the Clinton County Correctional Facility?

What happens during booking in Clinton County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Clinton County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Clinton County Correctional Facility?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Clinton County and other Pennsylvania and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Clinton County Correctional Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Clinton County Correctional Facility Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

How Do You Visit an Inmate in the Clinton County Correctional Facility? What is the Schedule?

Clinton County Correctional Facility Inmate Visitation & Schedule

The visitation schedule will change each week so that each housing unit rotates through different days.

Only one unit will be scheduled to visit on any given day. 

Any visits for a detainee in Modified Housing Unit (Bravo) will need prior written approval before a visit can be scheduled.

Detainees in quarantine status are not eligible for visits. 

Each inmate is allowed one, one hour visit each week.

Extended visits may be approved by the request of the detainee in advance prior to the scheduled visit.

All visits MUST be scheduled in advance by the approved visitor themselves.

To schedule, the approved visitor will need to call the Visitation Officer NO later than 5:00pm the day prior to the visit to schedule their visit. The phone number for scheduling a visit is (570) 769-7680 ext. 3600.

Visitors MUST arrive 10 minutes prior to the scheduled visit to check-in or they will NOT receive their visit.

Children must be kept under control at all times.

Dress in non-revealing, non-seductive, professional clothing.

There are FOUR options for putting money on an inmate's books:

Option 1 - Dropping Money at the Jail
Bring money to the jail in person. 
Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online
Clinton County Correctional Facility uses Jail ATM to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Option 3 - Mail the Inmate Deposit to the Jail

Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union. Clinton County Correctional Facility Gives Inmates Access to Tablets At No Cost for Communication, Research and Entertainment

They may not be directly connected to the internet, but inmates at Clinton County Correctional Facility are provided free tablets to use within the jail that allow them to have access to the following services and information:

  • Phone Calls - Inmates may make calls directly from their tablet allowing for more privacy. The rates are the same as the phones in the unit, and the calls are still recorded and monitored.
  • eMessaging - Communicate via a text based message or picture. Fee based system.
  • Job Search - Using JobView, a secure job search application, inmates have the ability to see what jobs are available when they are released.
  • Education - Free educational platform and course catalog that provides thousands of educational resources.
  • Self Help -Inmates have daily access to mental health and addiction recovery programming.
  • Music - Top-40, Hip-Hop, Country, Rock, Gospel, and more.
  • Law Library -  Legal research with up-to-date case information.
  • eBooks - Thousands of available titles.
  • Religion - Religious resources for spiritual guidance.
  • Games - Inmates can play their favorite games. Available through monthly subscriptions
  • Facility Services - Digital access to submitted forms, requests, facility documents, and notifications from staff.
