Sullivan County Correctional Facility Inmate Bail & Bonds
Sullivan County bail and bond: Blountville, Kingsport, and Bristol
Sullivan County uses two places to hold adults. The Sullivan County Correctional Facility in Blountville is the main county jail run by the Sheriff's Office. The Kingsport Jail, 200 Shelby Street, Kingsport, TN 37660, is a short-term city holding jail. This page explains bail, bondsmen and who decides.
First, search the name on the Sheriff's inmate roster. If the person was picked up in Kingsport, they may not show up there yet. Our Sullivan County Inmate Search page also covers recent arrests, warrants and charges.
Next, call the Sheriff's Office at 423-279-7500 and learn which jail has the person. Find out whether a judge picked a bond amount yet. Then see which court hears the case.
1. Is my relative at the Blountville jail or the Kingsport city jail?
Search Sullivan County Inmate Search first. It covers the county jail. If Kingsport police made the arrest, the person may be in the city's temporary holding jail at 200 Shelby Street, Kingsport, for up to 72 hours. Ask Kingsport Police Records at 423-229-9427 or the Sheriff's Office at 423-279-7500.
↑ Back to the question list2. What is the Kingsport city jail?
It is a temporary holding facility inside the Kingsport Justice Center, state certified at Level II with a 72-hour limit. Corrections officers book people arrested by Kingsport police and hold them until release or transfer. The 72-hour limit is part of that certification.
↑ Back to the question list3. Who sets bond in Sullivan County, and what does the sheriff do?
A judge or magistrate sets it, one case at a time. Sheriff Jeff Cassidy's office operates the county jail and cannot lower a bond. The Sheriff's Office business line, 423-279-7500, is staffed Monday through Friday, 8 a.m. to 5 p.m., except holidays.
↑ Back to the question list4. Which Sullivan County court will hear the case?
Sullivan County has three court centers. Blountville has the Justice Center and Circuit Court Clerk at 423-279-2752. Bristol's Justice Center is at 801 Anderson Street, with General Sessions at 423-989-4352. Kingsport's Justice Center is at 200 Shelby Street, with General Sessions at 423-224-1711.
↑ Back to the question list5. What should I bring to the Blountville Justice Center?
The Circuit Court Clerk is at 140 Blountville Bypass, open 8 a.m. to 5 p.m., Monday through Friday, except holidays. Bring a photo ID, the person's full name, and the case number from Sullivan County Inmate Search. Ask this office for the forms that apply to your kind of bond.
↑ Back to the question list6. What does a bondsman charge in Sullivan County?
The premium for a state resident runs near 10 percent of the bond. A single $25 fee and a $12 bail tax may be added. If you pledge collateral, the bondsman must give you a written receipt that describes it and shows how to redeem it.
↑ Back to the question list7. How does a bondsman get permission to work here?
The state Board of Professional Bondsmen licenses the bondsman, and the court in the 2nd Judicial District must approve that bondsman. The county posts court forms for bondsmen, such as a motion for bond relief when a case arises out of county. A bondsman cannot surrender your relative without good cause.
↑ Back to the question list8. Can I pay the whole bond in cash?
Yes, and that is the full amount, not a percentage. Pay it to the court. The clerk returns it when the person is discharged, after fines and costs. A clerk may accept a debit card or a payment app for a cash deposit and pass the processing fee to you.
↑ Back to the question list9. How does a property bond work in Sullivan County?
The county uses a deed of trust form prepared by the District Attorney's office. The owners pledge land, describe it by civil district and legal description, and record the deed with the Register of Deeds in Blountville. Signatures must be notarized. The land becomes a lien for the bond amount if the person fails to appear.
↑ Back to the question list10. What happens to pledged land if the person skips court?
The trustee can sell the land at public auction after at least three newspaper notices, the first at least 20 days before the sale. The sale usually takes place at the Justice Center door in Blountville. If the person appears as required, the deed becomes void.
↑ Back to the question list11. Can someone go home without paying anything?
Sometimes. Tennessee courts must first consider a promise to appear or an unsecured bond, based on ties to the community, work, and record. Money comes only if lighter conditions will not secure the person's return. Ask your lawyer to raise this at the first appearance.
↑ Back to the question list12. What does it mean when the screen says no bond?
The state constitution withholds bail only for capital offenses. A no-bond entry may also reflect a hold from another court, a probation problem, or a bond not yet set. Ask the clerk at the court center that has the case, and then talk with a lawyer about a hearing.
↑ Back to the question list13. How long can a domestic violence hold last?
Tennessee law requires a 12-hour hold for stalking, child abuse, elder abuse, and some domestic offenses unless an official finds no threat to the victim. If an aggravated assault involved strangulation or a weapon, the hold can last up to 24 hours. Release then carries no-contact orders and sometimes GPS monitoring.
↑ Back to the question list14. What will the magistrate do at the first appearance?
A magistrate sees the person without unnecessary delay and explains the charge, the right to a lawyer, and the right to remain silent. A felony defendant has a right to a preliminary hearing within 14 days if held and within 30 days if released.
↑ Back to the question list15. How do I ask for a smaller bond in Sullivan County?
The 2nd Judicial District Public Defender serves Sullivan County at 423-323-1220. Ask the judge for appointed counsel at the first court date if you cannot pay. A lawyer can bring proof of work, family, and a local address to ask for a smaller bond.
↑ Back to the question list16. Which juvenile court handles a young person arrested in Sullivan County?
Bristol Juvenile Court is at 423-764-2163 and Kingsport Juvenile Court is at 423-224-1730. Call the one in the city where the case began to learn where the young person is held and when the hearing is. Juvenile files are private, so Sullivan County Inmate Search may not list a minor.
↑ Back to the question list17. What if the defendant fails to appear in Blountville, Bristol, or Kingsport?
Missing court can lead to a forfeited bond and a new arrest. A surety owes fines and costs only when the bond says so and the surety consented. Call the clerk the same day, then call a lawyer.
↑ Back to the question list18. How do I avoid a bail scam in Sullivan County?
Nobody from a court or jail takes gift cards. A deposit on a jail account does not release anyone. If someone pushes you to wire money, hang up and call the Sheriff's Office yourself at 423-279-7500.
