Cochise County bail and bond: three buildings, six justice courts, one sheriff

Cochise County stretches from Douglas to Benson, so the first job is finding which building holds your family member. The Cochise County jails are the main jail at 203 North Judd Drive, Bisbee, AZ 85603, plus two smaller holding facilities in Sierra Vista and Willcox. The sheriff's office (205 North Judd Drive, Bisbee, AZ 85603, 520-432-9500) runs them. Start with the Bisbee number, 520-432-7540. The county is also planning a larger jail to replace the crowded one. To check custody, use Cochise County Inmate Search. Questions about bail and bond go to the jail, the clerk (100 Quality Hill Road, Bisbee, AZ 85603, 520-432-8600), or the judge.

1. Which building is my person in?

The county lists the main jail (203 North Judd Drive, Bisbee, AZ 85603), 520-432-7540, and two spots it calls temporary holding facilities: Sierra Vista, 520-803-3858 (100 Colonia de Salud, Sierra Vista, AZ 85635), and Willcox, 520-384-7070. The county calls Bisbee its main jail. Look up the name through Cochise County Inmate Search, then phone Bisbee first. Staff there can say where the person is and who has them.

2. Is a new jail coming, and does it change anything now?

Voters approved a half-cent sales tax in November 2025, and county leaders aimed in early 2026 for a move-in around late 2028 or early 2029. Until then the old buildings keep operating. The project coordinator has described the current jail as overcrowded. For you, that means calls can be busy and moves between buildings can happen. Check where the person sleeps before you drive.

3. Within how many hours must a Cochise judge see my person?

Arizona Rule of Criminal Procedure 4.1 requires a first appearance before a magistrate within 24 hours of arrest, or release. In Cochise County, justices of the peace run initial appearances. The judge decides if bail is allowed and what conditions apply (Rule 7.4). A person held on a misdemeanor bond must have the terms re-checked within 10 days of that first hearing.

4. Where do I pay a bond in Cochise County?

The county pages do not say where a bond is accepted, so the answer depends on the case. Ask the Bisbee jail (203 North Judd Drive, Bisbee, AZ 85603) at 520-432-7540 whether to pay at the jail, the clerk, or the court that set it. The clerk of the superior court (100 Quality Hill Road, Bisbee, AZ 85603) has offices in Bisbee, 520-432-8600, and Sierra Vista, 520-803-3060, both open 8 a.m. to 5 p.m. on weekdays.

↑ Back to the questions

5. Who is the clerk, and what do they handle?

Amy J. Hunley is the elected clerk of the superior court. Her Bisbee office is at 100 Quality Hill Road, Bisbee, AZ 85603 and her Sierra Vista office at 100 Colonia de Salud, Suite 200. The clerk keeps felony case files and collects court money. A first hearing can be in a justice court, so you may need to phone both places to follow one arrest.

6. Which justice court covers my relative?

There are six: Bisbee 520-432-9540 (207 N. Judd Drive, Bisbee, AZ 85603), Douglas 520-805-5640 (1012 N G Avenue, Suite 237, Douglas, AZ 85607), Benson 520-586-8100 (126 W. 5th St., Suite #1, Benson, AZ 85602), Willcox 520-384-7000 (450 S Haskell Avenue, Willcox, AZ 85643), Sierra Vista 520-803-3800 (100 Colonia de Salud, Sierra Vista, AZ 85635), and Bowie 520-847-2303 (201 N Central Ave, Bowie, AZ 85605). Tombstone and Huachuca City also run city courts, at 520-457-2202 and 520-456-1354. The county's precinct map shows which court covers which address, so ask the jail (203 North Judd Drive, Bisbee, AZ 85603, 520-432-7540) which court set the bond.

↑ Back to the questions

7. Besides cash, how can a Bisbee judge release someone?

Arizona law (A.R.S. 13-3967) lets a judge free someone on their signature or set a cash figure, and extra rules may come with it: living with a named adult, travel limits, reporting, or no weapons or alcohol. The judge weighs the charge, the proof, past court record, work, family, and what the victim says. For felonies, good behavior is always required.

↑ Back to the questions

8. Should I hire a bail bond agent?

Yes, as long as the agent has a current Arizona license; look it up on the state insurance department. Under A.A.C. R20-6-601, an agent may charge only the rate already on file with the state. Ask to see them. The agent must also keep your collateral separate and return it when the bond ends. Take a receipt that describes whatever you hand over.

↑ Back to the questions

9. Will the court take a deed instead of cash?

Sometimes. Rules for real estate are set by the court that ordered the bail, and the county pages give none. Ask the clerk (100 Quality Hill Road, Bisbee, AZ 85603), 520-432-8600, whether the land has to be in Cochise County, how much of the home must be paid off, and if all owners have to sign.

↑ Back to the questions

10. Why does the jail screen say there is no bond?

Three things can cause it. The first appearance may not have happened yet. A hold from another agency may be on the file. Or the charge may be one the Arizona Constitution (art. 2, sec. 22) and A.R.S. 13-3961 treat as non-bailable when proof is strong, such as capital murder or a new felony committed while on bail. Call the Bisbee jail (203 North Judd Drive, Bisbee, AZ 85603, 520-432-7540) and ask which of the three applies.

↑ Back to the questions

11. Who do I ask about cheaper bail or a free lawyer?

At the opening hearing, say the family lacks the funds for counsel; the judge may then assign one. The Cochise County Public Defender's Bisbee office is at 4 Ledge Avenue, third floor, Bisbee, AZ 85603, 520-432-8440. Later, that lawyer may file to loosen the release terms, which the court may do once both sides respond (Rule 7.4(c)). Work records, a rental lease and family letters make that request stronger.

12. Where are Cochise County teens detained?

Not in Cochise County anymore. The county says its juvenile detention center became a screening and transport unit in 2021, and youth are taken to the Pinal County Youth Justice Center, 1410 East Diversion Dam Road, Florence, AZ 85132, 520-866-4000. For hearings and probation, call the county offices: Bisbee 520-432-8800, Sierra Vista 520-803-3200, or Douglas 520-805-5570.

13. What if my relative was arrested in Sierra Vista, Douglas, or Bisbee?

Town police hand adults over to the county jail (203 North Judd Drive, Bisbee, AZ 85603, 520-432-7540), and the file normally goes to the local justice court (126 W. 5th St., Suite #1, Benson, AZ 85602, 520-586-8100; in Bisbee at 207 N. Judd Drive, Bisbee, AZ 85603, 520-432-9540; in Bowie at 201 N Central Ave, Bowie, AZ 85605, 520-847-2303; in Douglas at 1012 N G Avenue, Suite 237, Douglas, AZ 85607, 520-805-5640; in Sierra Vista at 100 Colonia de Salud, Sierra Vista, AZ 85635, 520-803-3800; in Willcox at 450 S Haskell Avenue, Willcox, AZ 85643, 520-384-7000). The sheriff's main office, 520-432-9500 (205 North Judd Drive, Bisbee, AZ 85603), can point you to the arresting agency. The booking desk at 520-432-7554 will show which department took the person in.

↑ Back to the questions

14. My person skipped a hearing. Now what?

Most likely a warrant goes out. State law requires the court to notify the bail agent and the surety by email, or mail if no email was given (A.R.S. 13-3973). The bonding company may return the person to the sheriff to end its risk (A.R.S. 13-3974). Call the justice court (126 W. 5th St., Suite #1, Benson, AZ 85602, 520-586-8100; in Bisbee at 207 N. Judd Drive, Bisbee, AZ 85603, 520-432-9540; in Bowie at 201 N Central Ave, Bowie, AZ 85605, 520-847-2303; in Douglas at 1012 N G Avenue, Suite 237, Douglas, AZ 85607, 520-805-5640; in Sierra Vista at 100 Colonia de Salud, Sierra Vista, AZ 85635, 520-803-3800; in Willcox at 450 S Haskell Avenue, Willcox, AZ 85643, 520-384-7000) or the clerk (100 Quality Hill Road, Bisbee, AZ 85603, 520-432-8600) right away, then a lawyer.

↑ Back to the questions

15. Do commissary or phone deposits count toward release?

They do not; those payments feed the person's jail account and stay separate from any bond. Be wary of any voice or text saying a bond must be sent by gift card. Dial the jail (203 North Judd Drive, Bisbee, AZ 85603) yourself at 520-432-7540 to check.

16. Border Patrol made the arrest in Cochise County. Does the Bisbee jail set bail?

A Border Patrol or other federal arrest goes to the U.S. District Court for the District of Arizona, not to Bisbee's courts, so county bail amounts and bondsmen don't apply. The Tucson division handles most Cochise cases:

  • A magistrate judge sees the person at Tucson federal courthouse, 405 West Congress Street, Tucson, AZ 85701 (clerk 520-205-4200), usually within a day or two.
  • Pretrial services checks ties to the community and any record.
  • Prosecutors may ask for detention, and then a hearing is held a few days later.
  • If release is allowed, the paperwork and any bond are done in federal court.

Federal detainees are housed by the Marshals, sometimes far from the border. Reach them at U.S. Marshals Service, 405 West Congress Street, Suite 2300, Tucson, AZ 85701, 520-879-6900.

Questions about this step can go to the Cochise County Jail, 203 North Judd Drive, Bisbee, AZ 85603, at 520-432-7540.

17. How does an ICE detainer change release from the Bisbee jail?

The county bond still pays off the state charge, but a detainer can delay the walk out the door. Under 8 CFR 287.7, ICE may ask the jail (203 North Judd Drive, Bisbee, AZ 85603, 520-432-7540) to hold someone up to 48 hours after they would otherwise be released. Cochise County has a 287(g) warrant service agreement, which lets trained deputies serve ICE warrants on people already in the jail. On top of that, A.R.S. 11-1051 keeps any Arizona county from putting limits on immigration work.

Even if ICE takes custody, the Cochise case remains open, and the person must still appear. Cases here go through the ICE office in Tucson (part of the Phoenix Field Office), 6431 South Country Club Road, Tucson, AZ 85706, 520-295-4100. Common detention sites:

  • Eloy Detention Center: 1705 East Hanna Road, Eloy, AZ 85131 · 520-464-3000
  • Florence Service Processing Center: 3250 North Pinal Parkway, Florence, AZ 85132 · 520-868-5862
  • Central Arizona Florence Correctional Center: 1155 North Pinal Parkway, Florence, AZ 85132 · 520-868-9095

18. Where can I look up my relative in every kind of custody?

Cochise arrests can end up in five systems. Check each:
