Clay County is in Arkansas’s 2nd Judicial Circuit, and its cases appear on Search ARCourts. Except for capital offenses where the proof is evident or the presumption great, every person is bailable before conviction (Ark. Const. Art. 2, §8). Judges look first at release on recognizance or with conditions and set money bail only when needed to make sure the person returns to court (Rules 9.1–9.2). Bondsmen charge a premium of 10% of the bond, rounded up to the nearest $5, paid before release, plus small state-required fees (Ark. Code §17-19-301).
