The Phillips County Jail may be licensed for 60 inmates, but it is often forced to hold many more, especially on weekends. Most city and county jails in Arkansas turn over at least 40% of their inmates every month, another 30% every 90 days, and another 20% every six months, and roughly 8-9% stay six to twelve months. When someone is held longer than twelve months, they are usually facing a serious charge such as rape or murder. Those cases take longer to prepare for trial, so offenders arrested in Phillips County remain in one of the Phillips County facilities much longer.
Arkansas’s constitution protects the right to bail before trial for every charge except capital offenses where the proof is evident or the presumption is great. Judges in Phillips County weigh factors like the seriousness of the charge and the person’s ties to the community when deciding whether to set bail or release someone on their own recognizance.

The 60-bed Phillips County Jail is responsible for the housing and care of those who are accused or convicted of committing a misdemeanor or felony in Phillips County as they wait for their trial or as they serve their sentence, usually less than one year.
It serves many law enforcement organizations including the Sheriff’s Department, local police, Immigration, and other surrounding counties as needed.
Families should know up front that Phillips County no longer keeps most of its detainees in Helena-West Helena. In 2024 the county leased its jail building to the state for 40 years, and since early 2025 the Arkansas Department of Corrections has run it as a state facility. According to the Phillips County Sheriff’s Office, people arrested in Phillips County are now housed in jails in other counties. The facilities named by the Sheriff’s Office include the Cross, Monroe, St. Francis, Lee, Woodruff, Ashley, Pulaski, Jefferson, Greene, White and Poinsett county jails.
Arrests still run through the Phillips County Sheriff’s Office, led by Sheriff Neal Byrd, at 1804 Martin Luther King Drive, Helena, AR 72342. The phone, (870) 338-5555, is answered 24 hours a day. No matter where someone is housed, the person must see a judge without unnecessary delay, generally within 48 hours of arrest (Arkansas Rule of Criminal Procedure 8.1).
