15. Picked up by federal agents? Here is the path

A federal case often starts when groups such as the U.S. Marshals, the Secret Service, or Homeland Security Investigations carry out the arrest. Federal cases from this county belong to the Texarkana Division in the Western District of Arkansas: 500 North State Line Avenue, Room 302, Texarkana, AR 71854. Nobody staffs the clerk's desk in Texarkana, so reach the clerk's office at 833-853-0345 with questions. Plan on an initial appearance with a magistrate judge soon after booking. Federal court uses no bail table. The magistrate settles release or detention at a release hearing guided by the 1984 Bail Reform Act. The pretrial write-up helps the judge and looks at risk of flight and danger.

Start with the jail's inmate list first. You can also call the Marshals office for the Western District in Fort Smith at 479-289-7470 or 479-424-5000 (call either), (30 South 6th Street, Room 243, Fort Smith, AR 72901). Some federal prisoners sit in the De Queen jail rented by the Marshals. After sentencing to prison, they transfer into BOP custody. Track them with the federal inmate locator by name.

16. Someone has an ICE hold. What happens next?

  • During booking, fingerprints go to federal databases. ICE may then send a detainer with the sheriff.
  • Through the I-247A, ICE asks the jailers to push back the release by at most two days. Weekend days add no extra time; the window remains 48 hours.
  • Even with bond paid, this hold remains on file.
  • Within the hold, ICE may send officers to pick them up. If ICE misses the deadline, staff has to release them.
  • The next stop depends on ICE.
  • Calls about holds placed in Arkansas are taken by the St. Rose office near New Orleans, at 504-318-2360; the office sits at 181 James Drive W, St. Rose, LA 70087.
  • The ICE locator finds people with the A-number plus birth country. Anyone without the A-number can use the name as spelled on ID, birth country and DOB.

17. From the De Queen jail to state prison: how it works

State prison terms are served by the ADC. The person usually waits in the De Queen jail until the state has a bed, which may take weeks. Reception comes first: forms, photos and medical checks happen there. At intake, the ADC weighs custody level, gang ties, and physical and mental health. Finally, they move to a unit that fits them.

Families can find them by name on the state inmate lookup. The state prison page explains each unit.

18. Are there Sevier County mugshots I can look up?

Yes. Sevier County mugshots appear in the Sevier County inmate search, next to each name. Old Sevier bookings may not stay posted.

For a photo snapped after ICE booked them, families and media use ICE's FOIA form, and a release isn't promised. When a booking picture hasn't been posted, newsroom questions go to the sheriff's office at 870-642-2125. U.S. mugshots aren't shared to the public or the media. It takes a special reason. The Marshals publish one only for someone who escaped, for immediate public safety or to help the search or alert people.
