Phillips County bail and bond: Holyoke, Haxtun and the Sterling housing jail

A Phillips County arrest starts at the Phillips County Jail, 221 South Interocean Avenue in Holyoke. Anyone who stays in custody is housed at the Logan County jail in Sterling under a contract. Start with Phillips County Inmate Search.

It lists Phillips bookings, the holding building and the bail. For gaps, phone the Holyoke jail at 970-854-3644. Jail status: Phillips County no longer houses its prisoners. The Holyoke jail is used only to book new arrests and for short stays around court.

Everyone else is housed at the Logan County Detention Center, 110 N. Riverview Road, Sterling, 970-522-2578. The Phillips County Sheriff's Office answers at 970-854-3644. The Holyoke jail books new arrests and holds people briefly around court days; it is not used for longer housing.

1. Is he held on Interocean Avenue or in Sterling?

2. Can I post bail at the Holyoke jail?

Cash only. The county's jail page says inmates can be bonded at the Holyoke jail at the time of arrest and that only cash payments are taken there. Every other kind of bonding goes through the Logan County jail in Sterling. The county page lists no front-desk hours, so call 970-854-3644 before you drive over with money.

3. How fast must the jail let my person out after I pay?

For a cash bond, the jail has six hours from the time the bond is set, the person is at the jail, and you say you are ready to pay. The Phillips County Sheriff's bonding policy sets the same six-hour goal for cash, personal recognizance, property, and bondsman bonds. Paying bond won't free someone who also carries another county's hold.

4. My son was stopped by Holyoke or Haxtun police. Where did they take him?

Town officers bring adult arrests to the county jail. For Holyoke or Haxtun arrests, ask the Sheriff's Office at 970-854-3644 where the person was taken. With the officer's report number in hand, check Phillips County Inmate Search.

5. What happens if the person is under 18?

Young people held by order of a court are sent to the Platte Valley Youth Services Center, 2200 O Street, Greeley, CO 80631, a state Division of Youth Services center that serves Phillips County. Juvenile bookings stay off the adult roster. A parent can ask the Holyoke clerk when the youth's first hearing is set and whether a lawyer has been named. Phillips teens facing a charge that could lead to detention get a public defender from the Sterling office, 124 North 2nd Street, at 970-522-5032, unless that office has a conflict. Bring school records, a work schedule and the names of adults who can supervise the youth at home, since the judge weighs who will watch him before deciding on release. Call the Phillips Combined Court clerk at 970-762-7010 for the detention hearing date and place.

7. Which bond rights apply to a person booked in Holyoke?

Ten points:

  • Clock: a bond order within 48 hours of reaching Interocean Avenue.
  • PR bond: release on a written promise, nothing paid.
  • Cosigner: a second adult signs and owes the amount on a no-show.
  • Cash: the full sum, returned when the case wraps up.
  • Surety cap: an agent may take 15 percent or $50, the higher figure, and no more.
  • Real estate: Colorado land holding equity of 1.5 times the bond.
  • Small charges: petty and traffic counts block a cash-bond demand.
  • Later fees: the $10 bond fee and 3.5 percent card charge can't hold up release.
  • Online card: HB25-1015 lets Phillips relatives pay cash bond online with a credit card.
  • Denial: Amendment I (2024) permits it in first-degree murder with evident proof.

The statute is Colorado bail law, C.R.S. Title 16, Article 4 (https://content.leg.colorado.gov/sites/default/files/images/olls/crs2024-title-16.pdf); bond kinds are listed at Colorado Judicial Branch guide to bond types (https://www.coloradojudicial.gov/self-help/types-bonds).

C.R.S. 24-76.6-102 (https://content.leg.colorado.gov/sites/default/files/images/olls/crs2024-title-24.pdf) says a civil ICE detainer alone gives Phillips deputies no power to hold him. When the state case allows release, he leaves Holyoke; ICE acts under separate federal power.

The northeast plains fall under the ICE Denver Field Office, 12445 East Caley Avenue, Centennial, CO 80111, 720-873-2899. The ICE Online Detainee Locator System (https://locator.ice.gov/odls/) needs an A-number and birth country.
