Morgan County Inmate Search

Two jails can hold a Morgan County arrestee, so the roster search may take two steps: the Morgan County Jail in West Liberty (606-743-4937), and the Rowan County Detention Center in Morehead (606-784-8457), which also takes overflow. Search the inmate roster by name and birth date; the county's booking photo practice is explained below, and VINELink and KYeCourts guest portal give alerts and court dates.

Where are Morgan County inmates held?

Most go to the Morgan County Jail, 153 College Street, West Liberty, KY 41472, 606-743-4937. When it is full, people may also be sent to the Rowan County Detention Center, 1075 S. Tolliver Rd., Morehead, KY 40351, 606-784-8457, so families may need to call both. Have the birthday handy along with the name as it appears on an ID, and mention a Morgan arrest so nobody searches the wrong county's list. Deputies at 606-743-3613 can confirm whether anyone was picked up.

Is the West Liberty roster searchable online?

Yes, with the inmate roster. Surname searches pull up lookalikes, so line up the birthday and the agency (West Liberty police, deputies or Post 8) before trusting a hit. New bookings may not appear right away; call 606-743-4937 or 606-784-8457 if there's no result. VINELink sends custody alerts, and KYeCourts guest portal lists court dates.

Can relatives come see someone at either building?

Each building sets its own schedule, so ring 606-743-4937 for College Street or 606-784-8457 for Morehead and ask about sign-up, accepted identification and open slots. Anyone under 18 comes with a parent or legal guardian, metal detection and a clothing standard apply to every guest, and arriving a bit early helps keep the slot. Our visitation guide covers general rules.

How do I post bond for a Morgan inmate?

Ask the booking jail for the amount, then carry cash plus identification to the circuit clerk (606-743-3763) inside the Court Street Judicial Center. Plenty of Morgan arrestees never need a dime, because the pretrial officer's report persuades the judge to release them on their word. Read our bail guide and money guide.

↑ Back to the question list

How do relatives put dollars on a commissary balance?

Whichever building holds the person, 606-743-4937 in West Liberty or 606-784-8457 in Morehead, will explain how deposits get made and what each one costs. Spell the name exactly as the booking sheet does, or the dollars may land on a stranger's account. That balance pays for snacks, soap and calls, and leftover money walks out with the inmate. Our money guide and commissary guide explain more.

↑ Back to the question list

Are calls out of College Street allowed?

Yes. Outbound calls are paid ahead of time, and the officers at either building can quote per-minute charges and the way relatives load an account. Assume the county attorney may hear every word, because recordings get turned over; facts about the arrest belong in conversations with counsel alone. Read our phone guide and messaging guide.

↑ Back to the question list

What goes on the envelope?

Address mail to the inmate's booked legal name at whichever jail holds them, College Street in West Liberty or South Tolliver Road in Morehead, and a return address. Every envelope gets opened and searched unless it's from a lawyer. Our mail guide covers photo rules.

↑ Back to the question list

Who handles a sick prisoner or lost belongings?

Ring 606-743-4937 or 606-784-8457, whichever has the person, and request the sergeant on duty; have the inmate's complete name and date of birth ready. Wallets, phones and keys collected at intake are also that sergeant's department. The Morehead Trial Office of the Department of Public Advocacy (1225 US-60 West, Suite 104, Morehead, KY 40351; 833-514-8981) can raise urgent concerns with the court. See our court page.

↑ Back to the question list

How can I check for a Morgan County warrant?

A skipped hearing sometimes leaves a trace on KYeCourts guest portal, and the sheriff's office at 606-743-3613 can say more. An attorney can arrange a walk-in surrender and address bail at the first hearing.

↑ Back to the question list

What becomes of an arrested teenager?

Neither adult building keeps children. Any Morgan teenager held in custody must see a judge within 48 hours, excluding weekends and holidays (KRS 610.265). The Department of Juvenile Justice (502-573-2738) arranges placement, and Morgan District Court hears the case.

↑ Back to the question list

Can I get a Morgan County mugshot?

Yes. Write the booking jail an open records letter, listing the arrestee and the date, and say plainly that a mugshot is wanted. Reporters and other news media may ask the sheriff. Immigration booking photos go through the ICE FOIA page; the Marshals share federal ones solely when a fugitive is loose.

↑ Back to the question list

What if the charge is federal?

The College Street jail (606-743-4937) holds a federal defendant only if the Marshals place one there. Charges themselves are filed in the U.S. District Court, Eastern District of Kentucky, 1405 Greenup Avenue, Ashland, KY 41101, 606-329-2465. In Ashland, a magistrate's detention hearing settles whether the accused sits in a cell until trial, and for anyone held, the U.S. Marshals choose a contract facility. Sentenced federal inmates appear in the federal inmate locator. West Liberty's nearest Marshals office is Ashland, reachable at 606-329-2587.

↑ Back to the question list

What does an immigration detainer change?

Families should first call whichever jail holds the person, either West Liberty at 606-743-4937 or Morehead at 606-784-8457. ICE's Louisville office is at 502-625-6202. The process goes like this.

  1. ICE sends an I-247A detainer to that jail.
  2. When state custody ends, the jail may hold them up to 48 hours after release was due.
  3. Agents should pick the person up before that clock runs out.
  4. If not, the person is released.
  5. Track transfers on the ICE detainee locator.
↑ Back to the question list

How long after bail until release?

Out-processing begins when bail posts. Belongings and unspent account money come back, less any charges. Ask the booking desk how long it'll be, and if Morehead has the person, line up someone to drive them home to Morgan County.

↑ Back to the question list

Where can I track someone sent off to prison?

Use the Corrections KOOL lookup once a sentence starts; it names the prison or leased jail bed, and our Kentucky prison directory carries the numbers. Moves out of West Liberty can take days to appear, and the state ID number gives the cleanest search.
