About the Orleans Temporary Detention Center

 

In 2019, due to an impending housing crisis for inmates with mental health issues, a warehouse was renovated to provide specialized accommodation away from the general population. The retrofitted warehouse was designed to cater to the specific needs of mentally ill inmates.

For information on current inmates, you can visit the website: https://www.opso.us/inmate/inmate.php. If you have medical concerns about an inmate, you can contact the Medical Inmate Advocate at 504-202-9451. The Medical Inmate Advocate, an experienced OPSO nurse, will investigate your concern and address your medical inquiries while maintaining confidentiality.

Attorney-client visitation has resumed at OJC. Visits through a glass partition can be conducted on the first floor of OJC in the release lobby at 2800B Perdido Street. Contact visitation is available on the second floor of OJC after the completion of Zoom court proceedings for the day. Video visitation remains an option.

To register as a visitor, you must read and accept the visitation rules listed on the visitor registration form, which can be found at https://www.opso.us/index.php?option=com_fabrik&view=form&fabrik=5&random=0&Itemid=808.

The dress code for visitors includes restrictions on clothing that is revealing, concealing, or otherwise inappropriate. Metal detectors are used to screen visitors and their belongings for contraband. Visitors are required to follow the guidelines set by OPSO staff to ensure the safety and orderly operation of the facility.

The Orleans Parish Sheriff's Office has implemented a new Interactive Voice Response System, which allows the public quick access to up-to-date inmate information. By calling (504) 827-6777, you can gain pertinent inmate information in English or Spanish. The system also provides options to transfer to an operator if needed. The OPSO Interactive Voice Response System allows you to search for an inmate by entering their last name and first name digits.

For a long time, the Orleans Parish Prison has faced significant problems, including violence, understaffing, and poor conditions. Despite a class-action lawsuit filed by inmates in 1969, many issues remained unaddressed. The prison was widely considered one of the worst in the country, with overcrowding and inadequate security measures. Inmates lived in fear of violence, and there were instances of drug and weapon access. The aftermath of Hurricane Katrina in 2005 further highlighted the challenges, with hundreds of inmates left without proper care and many labeled as "unaccounted for."

How do I find out if someone has been arrested and booked into the Orleans Temporary Detention Center?

To find out if someone you know has been recently arrested and booked into the Orleans Temporary Detention Center, call the jail’s booking line at 504-202-9339.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Orleans Parish?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Orleans Parish for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Orleans Temporary Detention Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Orleans Parish and other Louisiana and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Orleans Temporary Detention Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Orleans Temporary Detention Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Inmate Bail and Bonding

The Orleans Parish Sheriff recommends that you use a bail bond agent licensed to do business in Orleans Parish.

  • You can pay a cash bond yourself, or use your home in Orleans Parish, or in some cases the state of Louisiana, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Orleans Parish, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Orleans Parish Bail Bond Information

Because Orleans Parish and Louisiana can change their bail bond procedures, it is always best to call either the Orleans Temporary Detention Center at 504-202-9339, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Orleans Temporary Detention Center or the Orleans Parish Court Clerk these specific questions:

  1. Is the defendant eligible for bail or a bond?
  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?
  5. What types of payment are allowed? Cash? Money order? Credit card? What types of credit cards? Property or other collateral? Surety bonds?
  6. Do I have to use a bail or bond agent?

If you feel the bail is too high and you wish to get it reduced, contact a lawyer or the defendant's public defender and get them to look into what they can do to get a bail reduction. The sooner you get working on this the quicker you will get your loved one released.

  • First, you must register online to be an approved visitor.
  • If you register using the printable form, you will need to know your inmate's folder number.
  • Inmates are allowed up to three visitors with active status on their visitation list.
  • You must have a valid State driver's license or picture ID.
  • When you visit you must bring your State ID, your blue card, and a piece of mail that you have received at this temporary address.

  • No caps of any kind

Attorney Visitation

  • Attorney/inmate consultations are allowed seven days per week ONLY during the hours listed below.
  • Attorneys should notify the facility at least 1 hour in advance of arrival time, to assist the facility to provide better service.
  • If an attorney does not contact the facility at least one hour prior to the scheduled consultation time, wait times may be longer.
  • An attorney may request to meet with no more than 3 inmates per visit.
  • Attorneys are permitted to meet with an inmate for an unlimited duration during visitation hours.
  • An attorney must present his/her photo identification and a valid Louisiana Bar Association card to gain admittance for an attorney visit.

How Do You Deposit Money for an Inmate in the Orleans Temporary Detention Center?

There are three choices for putting money on an inmate's books:

Choice 1 - Dropping Money at the Jail

Bring money to the jail in person. 

Jail personnel will process the Inmate Account payment.

Orleans Temporary Detention Center has a Tiger Kiosk in the Lobby that accepts cash, debit or credit cards.

Choice 2 - Deposit Inmate Money Online

Orleans Temporary Detention Center and others often use a private company to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Go to the online site for depositing funds. You will need to register an account, which is free to do and use a debit/credit card for the deposits.

Choice 3 - Mail the Inmate Deposit to the Jail

Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.

Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.

Call Orleans Temporary Detention Center at 504-202-9339 to confirm the address to send the money order to and how they want it made out.

Failure to do this properly will delay your inmate getting his account credited and may require you to have to resubmit a second money order.

Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Orleans Temporary Detention Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Orleans Temporary Detention Center standards will be disposed of.
