In 2019 the detention completed an expansion of the number of inmate beds in the facility, increasing the jail from a rated capacity of 500 beds to 600. It was part of $25 million dollar construction project the new courthouse which is now located across the street from the jail. Rankin County has a population of 149,645 people in an area of 776 square miles and the Rankin County Sheriff's Department is the primary law enforcement agency.
The Rankin County Detention Center, unlike most jails, sees itself as more than just a place to punish inmates. Under the sheriff they have instituted a number of programs for inmates, gearing things more towards rehabilitation. Some of the programs include a work release program that let's offenders work and live outside the jail in their final part of their sentence, working for either a private or government employer. Inmates that take part in this are required to set up their own bank accounts and pay their fines. It gives them a sense of accomplishment and the working instills in them an ethic that can carry on after their release.
Another successful rehabilitation program that Rankin County Sheriff Bryan Bailey has started is called the Celebrate Recovery program. It is for drug rehab, which is the underlying symptom that got most inmates arrested in the first place. It's not mandatory, but it's available to everyone. Celebrate Recovery is a Christian-based rehab program that’s not only about drug and alcohol recovery but also about treating traumatic or psychological issues, and apparently has about a 50 percent success rate for inmates who graduate and are then released.
The trustee program at the Rankin County Detention Center is much more structured than most jails as well. The levels of the trustee program are defined by colored jumpsuits. Those who are admitted into the program begin with an entry-level position, an orange jumpsuit, picking up trash or washing dishes in the kitchen. The orange suits are constantly supervised by an officer. From orange, inmates advance to red suits. The red suits require less supervision and are given a more responsible job. From that, an inmate has the opportunity to advance to a blue jumpsuit, which allows them to go anywhere in the facility and on the grounds. Once they get a blue suit status ir gives them a lot of freedom and they are even granted an eight-hour pass each Saturday to leave the jail and visit family. They both work during the day and take classes at night. There's no time for trouble, and it prepares them for good habits once they are released.
For the general population, mail can be received every day and is processed and passed to the inmates quickly. Friends and family of inmates in the Rankin County Detention Center can arrange to visit inmates by video, both at the jail and remotely from home. Rankin County Detention Center Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Rankin County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Rankin County and other Mississippi and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
If the offender remains in jail for any length of time, the Rankin County Detention Center will allow a friend or family member to pick up the inmate's property if the offender gives written authorization for a named person to do so.

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Rankin County Detention Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
