The Belmont County Jail maintains an average of 144 offenders in custody on any given day. The Belmont County Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Belmont County law enforcement agencies arrest and detain approximately 3,360 offenders.

Inmates are offenders arrested in Belmont County that have recently been arrested for a felony or misdemeanor, are awaiting trial, or have been found guilty for their crime(s) and have been sentenced to one year or less. Inmates may be awaiting their trial, awaiting their sentencing, being transferred to other locations, or who are having either parole or probation revoked.
Care of inmates includes their meals, laundry services, access to hygiene facilities and supplies, access to recreational activities and social interactions, full medical care, counseling and other mental health services.
Both weekend sentences and work release are accommodated at Belmont County Jail. Weekend inmates will check in on Friday and remain until Sunday when they will return home to their regular jobs or school, while work release inmates will be permitted to leave the property to go to their regular job or one that has been given to them and continue to serve their sentence at all other hours.
To help maintain the mental health and outlook of the inmates, and therefore a safer environment for both residents and staff, there are also programs for interactions with friends and family who are not incarcerated.
Those who are outside of the location can support a resident by funding their commissary account and other financial needs, or by providing bail when possible.
While inmates cannot receive phone calls, they are able to make outgoing calls during daytime hours, which can be funded through a prepaid account.
Visits are video based, booked, funded, and joined online, with visits occurring each day Sunday through Saturday 7am to 10:30am, 1pm-3:30pm, 5pm-8:30pm, and 10pm-10:30pm and inmates who are in disciplinary will have a visit at either 11pm or 1:30pm.
Once arrested, the person is taken to Belmont County Jail for booking, a process that confirms identity, assesses charges, and determines if they will be released on their own recognizance, posted for bail, or held until court.

• All visits must be scheduled 6 hours prior to the appointment or up to 13 days in advance.
• You must check-in 15 minutes prior to the scheduled visit.
• Valid picture identification (e.g., driver's license, State I.D., or Military I.D. with picture) is required of all visitors, with the exception of children under the age of 17.
• Visitors under the age of 17 must be accompanied and supervised by an authorized adult visitor.
• Visitors who 'arrive' after the scheduled start time may not be allowed to visit.
• Clothing must cover all private/sensitive body areas.
• The visitation schedule may be canceled or altered on holidays or for safety/security reasons.
• Belmont County Jail can disconnect, deny, change, or cancel a visit at any time.
• Internet connectivity issues during offsite visits will NOT be refunded.
• Each visitation session will show a timer to display elapsed time.
• After your visit has ended your connection will be terminated automatically.

Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The Belmont County Jail allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address below.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Belmont County Jail standards will be disposed of. No more than three books may be shipped at any one time.
