About the Ellis County Jail

The Wayne McCollum Detention Center, named after a Sheriff of Ellis County for 20 years., built in three different phases over a twenty year period; 1990 and 2002, both podular designs, and in 2010, a direct supervion design. The facility is located at 300 S. Jackson Street in Waxahachie, TX and can be reached 24 hours a day by calling 972-825-4931. The inmate search tool provides their official mugshot, home address, age, S.O. Number, arresting agency, bond amount, and their criminal charges. 

The Ellis County Jail has a maximum population capacity of 856 prisoners.

Like most modern jails, the Facility operates under the 'Direct Supervision Philosophy', which means a detention officer is present inside the housing unit at all times. Everything from eating meals, sleeping, recreation and entertainment are in the same space. Each unit throughout the Ellis County Jail ensures security through 24-hour monitoring conducted from a master control station. Fire and smoke detection and mechanical and emergency power systems are all monitored from a central location.

When an offender is first arrested they are brought into the jail's booking center. Inmates remain in an open waiting area, instead of being held in secured cells, until the booking process is completed. The processing area includes property, bond, and release areas accessible to the public for posting bonds, paying fines, or retrieving personal property. Classification of inmates is crucial for proper housing unit assignment, considering factors like criminal history, gang affiliation, physical and mental conditions and behavior.

Medical care, clinical services, and dental services, laundry and commissary are also provided for inmates. Meals are prepared on-site by inmate workers and then delivered to the housing units.

Although in some ways the jail can only retain staff if inmates keep coming back, the Ellis County Jail gives a lot of effort to helping inmates getting re-arrested. Volunteers conduct various activities, including courses, drug rehabilitation and counseling, religious and library services, visitation, and recreation. The Sheriff's alternative prisoner program (SAPP) utilizes inmate workers for supervised maintenance tasks.

How do I find out if someone has been arrested and booked into the Ellis County Jail?

To find out if someone you know has been recently arrested and booked into the Ellis County Jail, call the jail’s booking line at 972-825-4931.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Ellis County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Ellis County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Ellis County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Ellis County and other Texas and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Ellis County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Ellis County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Inmate Bail and Bonding

The Ellis County Sheriff recommends that you use a bail bond agent licensed to do business in Ellis County.

  • You can pay a cash bond yourself, or use your home in Ellis County, or in some cases the state of Texas, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Ellis County, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Because Ellis County and Texas can change their bail bond procedures, it is always best to call either the Ellis County Jail at 972-825-4931, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Ellis County Jail or the Ellis County Court Clerk these specific questions:

  1. Is the defendant eligible for bail or a bond?
  2. How much will the bail or bond be, and what are the additional fees?
  3. Where do I go to pay it?
  4. Are there any days or times of the day or night when I cannot post bail?

Ellis County Jail uses the services of NCIC for remote video visitation.

In other words, you can visit your inmate in jail by using your home computer, as long as it is equipped with a microphone and camera that supports video.

When available, the jail also provides use of ‘video visit kiosks’ in the jail lobby if you do not have a computer at home. These ’on-site’ video visits are FREE.

How Do You Deposit Money for an Inmate in the Ellis County Jail?

How Do I put Money on an Inmate's Commissary Account in the Ellis County Jail to Purchase Phone Cards?

There are FOUR options for putting money on an inmate's books:

Option 1 - Dropping Money at the Ellis County Jail
Bring money to the jail in person. 
Either the jail personnel will process the Inmate Account payment or you will use the NCIC self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online
Ellis County Jail uses NCIC to process all online deposits to an inmate's account. NCIC charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.



Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.
Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.  Mail it to the Ellis County Jail address on this page, or to the address below if it is different than the facility address.

How do I Mail an Inmate in the Ellis County Jail, and what can I send them?

Postcards
The Ellis County Jail allows inmates to receive white, pre-metered postcards like the type purchased from the post office. It is best to only use blue or black ink. Always include your name and return address. Only one side will be scanned and forwarded, so much sure your return address is on the side with your correspondence.

Digital Messages
Sign up with NCIC and send secure online messages and photos to your inmate.

  • Messages are only $0.25 per messages and Picture Messages / Documents are only $0.35 each.  
  • There are no limits on how many messages and photos that can be sent to inmates.


Envelopes
The Ellis County Jail also allows envelopes to be mailed to inmates.

  • It is best to only use blue or black ink.
  • Postcards and envelopes MUST HAVE the sender's full name and return address on the envelope. 
  • All mail is scanned in and digitized, then sent to the inmates to view on tablets. All originals, including photos, will be destroyed.
  • Only mail that is within 8.5 inches wide x 11 inches tall will be accepted. If larger, it will NOT be delivered.
  • No more than 5 pages per envelope. Front side of paper ONLY. If not both of these, it will NOT be delivered.
  • One photo maximum per envelope. If more, the entire letter will be returned to you.
  • NO legal mail, medical mail, magazines, newspapers, bulk mail or books will be accepted at this address.

Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher. Subscriptions are limited to a total of no more than (2) at a time. Due to fire hazards, inmate must turn in a newspaper or magazine in order to receive a new newspaper or magazine. Also, no more than one (1) newspaper and three (3) magazines will be allowed to be kept in an inmate's cell at one time. Any items received with staples will be returned to sender. The staples could be removed and use for tattooing or other prohibited purposes.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. Subscriptions are limited to a total of no more than (2) at a time. Due to fire hazards, inmate must turn in a newspaper or magazine in order to receive a new newspaper or magazine. Also, no more than one (1) newspaper and three (3) magazines will be allowed to be kept in an inmate's cell at one time. Any items received with staples will be returned to sender. The staples could be removed and use for tattooing or other prohibited purposes.

Books

  • The Ellis County Jail allows books to be mailed directly to the jail ONLY from the publisher.  
  • They CANNOT be sent in from a retail vendor such as Amazon, or Barnes and Noble.

You can order them directly from your computer and have them shipped to the inmate at the address below.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Ellis County Jail standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
