The Wayne McCollum Detention Center, named after a Sheriff of Ellis County for 20 years., built in three different phases over a twenty year period; 1990 and 2002, both podular designs, and in 2010, a direct supervion design. The facility is located at 300 S. Jackson Street in Waxahachie, TX and can be reached 24 hours a day by calling 972-825-4931. The Ellis County Jail has a maximum population capacity of 856 prisoners.
Like most modern jails, the Facility operates under the 'Direct Supervision Philosophy', which means a detention officer is present inside the housing unit at all times. Everything from eating meals, sleeping, recreation and entertainment are in the same space. Each unit throughout the Ellis County Jail ensures security through 24-hour monitoring conducted from a master control station. Fire and smoke detection and mechanical and emergency power systems are all monitored from a central location.
When an offender is first arrested they are brought into the jail's booking center. Inmates remain in an open waiting area, instead of being held in secured cells, until the booking process is completed. The processing area includes property, bond, and release areas accessible to the public for posting bonds, paying fines, or retrieving personal property. Classification of inmates is crucial for proper housing unit assignment, considering factors like criminal history, gang affiliation, physical and mental conditions and behavior.
Medical care, clinical services, and dental services, laundry and commissary are also provided for inmates. Meals are prepared on-site by inmate workers and then delivered to the housing units.
Although in some ways the jail can only retain staff if inmates keep coming back, the Ellis County Jail gives a lot of effort to helping inmates getting re-arrested. Volunteers conduct various activities, including courses, drug rehabilitation and counseling, religious and library services, visitation, and recreation. The Sheriff's alternative prisoner program (SAPP) utilizes inmate workers for supervised maintenance tasks.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.
Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

Ellis County Jail Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Ellis County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Ellis County and other Texas and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Ellis County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Because Ellis County and Texas can change their bail bond procedures, it is always best to call either the Ellis County Jail at 972-825-4931, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked.

In other words, you can visit your inmate in jail by using your home computer, as long as it is equipped with a microphone and camera that supports video.
When available, the jail also provides use of ‘video visit kiosks’ in the jail lobby if you do not have a computer at home. These ’on-site’ video visits are FREE.
Costs
NCIC Video Visitation fees are subject to change, but the cost to you is roughly $7.50 ($0.25 per minute) for a 30-minute visit + an additional fee of $2.00 for the connection.

There are FOUR options for putting money on an inmate's books:
Option 1 - Dropping Money at the Ellis County Jail
Bring money to the jail in person.
Either the jail personnel will process the Inmate Account payment or you will use the NCIC self-serve kiosk in the lobbies that accepts cash, debit or credit cards.
Option 2 - Deposit Inmate Money Online
Ellis County Jail uses NCIC to process all online deposits to an inmate's account. NCIC charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.
Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.
Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order. Mail it to the Ellis County Jail address on this page, or to the address below if it is different than the facility address.

Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher. Subscriptions are limited to a total of no more than (2) at a time. Due to fire hazards, inmate must turn in a newspaper or magazine in order to receive a new newspaper or magazine. Also, no more than one (1) newspaper and three (3) magazines will be allowed to be kept in an inmate's cell at one time. Any items received with staples will be returned to sender. The staples could be removed and use for tattooing or other prohibited purposes.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Ellis County Jail standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
