Harrison County Inmate Search: Tracking Someone Through the Franklin Street Jail

Adults arrested anywhere from Waskom to Hallsville are booked into the Harrison County Jail. Intake for men and women is the Courthouse Main Jail, 110 South Franklin Street, Marshall, TX 75670, which connects to a 52-bed jail on the Courthouse's fourth floor. Overflow men sleep at the Travis Street Jail Annex, 2200 East Travis Street, Marshall, TX 75672. Below: lookups, visits, deposits, mail, warrants, transfers and arresting agencies.

The Sheriff's jail records lookup is the official place to check. Search by name and open the matching booking. A booking from the last hour or so may lag behind.

If nothing comes up, ring the Main Jail at 903-923-4003. Ask three things: are they booked, on which charges, and has a magistrate set bail? Release money and bond types: see our bail page.

Search for an Inmate or Active Arrest Warrant in Harrison County

1. Odyssey jail lookup from the Sheriff: what are the steps?

  1. Open the Sheriff's jail records lookup.
  2. Type the name. A common surname works better with a first name added.
  3. Scan the matches. Where two share a name, compare birth dates.
  4. Open the booking and jot down the charges and any bond shown.
  5. No luck? Retry with alternate spellings, a former surname, or only one piece of a double surname.

Court files live in that same county portal. If a Franklin Street record seems off, the jail's line is 903-923-4003.

2. Searched and found nothing: where else could they be?

Usually it's timing, spelling or a different agency. Go down this list:

  • Still at booking. Processing takes a while. Retry in a few hours, or phone the Main Jail, 903-923-4003.
  • Bonded out. A released person may vanish from the current list. The Bonds and Fines desk, 903-923-4004, can confirm a posted bond.
  • With city police. Officers may still be writing reports. Marshall Police: 903-935-4575.
  • Next door. An arrest in Gregg or Panola, or over the Louisiana line, means that county or parish has them.
  • Federal or immigration hold. Questions 17 and 18 cover those.

Still stuck? The Sheriff's non-emergency number, 903-923-4000, can say who's holding them.

3. Main Jail, fourth-floor cells or Travis Street annex: where is a Harrison County prisoner housed?

All adult beds belong to the Sheriff's Office:

  • Courthouse Main Jail, 110 South Franklin Street, Marshall, TX 75670, 903-923-4003. Opened in 1993 with 96 beds, it does intake and processing for men and women.
  • Fourth-floor Courthouse jail, 52 beds, tied into the Main Jail. Use the Main Jail number.
  • Travis Street Jail Annex, 2200 East Travis Street, Marshall, TX 75672, 903-923-4008. A 200-bed men-only overflow unit, opened 2011.

JailExchange covers both adult sites on one Franklin Street jail page. Detained youths go to Willoughby instead.

4. Mugshots from a Harrison County booking: can I see one?

Mugshots aren't something to count on in the online lookup. Put the request in writing to the Sheriff under the Public Information Act instead. Texas treats basic arrest information as public and due promptly (Gov. Code 552.108). If Houston Street needs over 10 business days, it must say when you'll get it. Ask how to submit at 903-923-4000.

Commercial mugshot websites have limits in Texas. Those asking $150 or more for removal owe a free correction or takedown of a wrong or incomplete record. Sealed records, whether expunged or under nondisclosure, can't go up on their sites (Bus. & Com. Code ch. 109). Houston Street remains the official source.

A photo taken by immigration agents requires an ICE FOIA filing. Federal booking photos usually stay private, apart from the Marshals publishing one when hunting a fugitive.

5. IVSS-Counties alerts: can I hear the moment they leave Franklin Street?

Yes. Register with Texas IVSS-Counties, which the Sheriff links on its page.

  • Notices cover booking, release, a move to TDCJ, escape and court date changes.
  • Find the person with all or part of their name. Signing up for an account is your choice.
  • Alerts arrive in English or Spanish.
  • Help by phone, day or night: 866-268-8959.
  • No charge, and your registration stays confidential.

6. Getting someone out of the Franklin Street jail: how does bail go?

Inside 48 hours, a magistrate covers the rights and sets bail (CCP 15.17). Three doors out: put up cash, hire a bondsman, or win a signature-only personal bond. In this county, only bondsmen licensed by the Bail Bond Board may write bonds.

Phone Bonds and Fines, 903-923-4004, for the amount on each charge and accepted payment. Holds can slow things, such as an immigration detainer or the four-hour wait on family violence cases. Bond types, the board and refunds are on our bail page.

↑ Back to the question list

7. Jail screen or court file: which shows the real charges?

  • Booking charges appear in the Sheriff's jail records lookup.
  • Filed cases appear in the county's Odyssey records search, by name or cause number.
  • Felony questions: District Clerk, Courthouse Suite 234, 200 West Houston Street, Marshall, TX 75670, 903-935-8409.
  • Class A or B questions: the County Clerk's second-floor office, 903-935-8403.

The Criminal District Attorney decides what actually gets filed, so booking charges can shift. Trust the court file over the jail screen.

8. No money for a defense attorney: how is one assigned in Harrison County?

It begins in front of the magistrate, who explains the right and must help with the sworn money form. Judges here then appoint a private attorney off a rotation, following the county's written plan. In a Harrison-sized county, the window is three working days from the judge's receipt (CCP 1.051).

The defendant has to ask personally; family can only nudge. Deadline gone by? On a felony, phone the 71st's judge's office, 903-935-8407. On Class A or B, phone the County Court at Law, 903-935-8406.

9. Video visits and the lobby: how does seeing a Harrison County inmate work?

Video sessions go through the provider linked on the Sheriff's Office page. Create an account there and pick a slot. Hours, session length and on-site rules are the jail's call, so check with Franklin Street at 903-923-4003 before making the trip.

The state floor for every county jail: two noncontact visits per inmate per week, none shorter than 20 minutes, with at least one slot outside weekday daytime hours. Scheduling tips are on our visitation page.

10. JailATM deposits: how does money reach their account?

The Sheriff's page sends families to JailATM for web deposits and care packages. Have the inmate's full name ready and pick the Harrison jail. JailATM sets the fees and caps, so read them before you pay.

Account money buys snacks, hygiene items and stationery from commissary. More help: our commissary page and money page. A deposit that never posted? Franklin Street, 903-923-4003.

11. Phones and messaging from the Harrison jail: who pays, and how?

Inmates place the calls; outsiders can't ring in. Prepaid calling runs through the phone and video company on the Sheriff's page, so open an account there to let calls reach your number.

New arrivals get a booking-area phone, which Texas jail design rules require. Options and prices: our phone page and messaging page.

12. Letters to Franklin Street: what address and format?

Before mailing anything, confirm the current address and format with the Main Jail, 903-923-4003. Put their complete legal name on it, plus a return address.

There's no cap on letters either way under Texas jail standards. Attorney letters are opened only with the inmate present, and the search is limited to contraband. Our mail page has the general rules.

↑ Back to the question list

13. Clothes, phone, wallet: how are belongings released?

Booking staff inventory and store personal property. Leftover account funds go back to the person at release.

Whether a relative can claim items, when, and with what signed paperwork is a question for the Main Jail, 903-923-4003. Anything seized as evidence stays with whichever agency made the arrest.

↑ Back to the question list

14. A health problem or a needed prescription on Franklin Street: whom do I tell?

Phone the Main Jail without delay, 903-923-4003. Give the diagnosis, each medicine and who prescribed it. Staff may say little in return because of privacy, but the jail's medical side can get the details.

The inmate should also put in a sick call. A written complaint process is required too, printed in the jail handbook and posted inside. If that doesn't fix it, turn to the state jail commission: the TCJS jail complaints page, or call 512-463-5505.

↑ Back to the question list

15. Is there a Harrison County warrant out? How do I check and resolve it?

Most go through the Sheriff's Transport and Warrants unit, 903-923-4002. Constables carry warrants too: Precinct 1 903-923-6048, Precinct 2 903-923-4015, Precinct 3 903-668-3611, Precinct 4 903-923-4013. City officers serve city warrants.

Ask by phone at that unit, or at whatever court is on the notice. The DPS 10 Most Wanted fugitive list is linked from the Sheriff's page.

Resolving one: with a lawyer, surrender to the judge who issued it, or phone that courtroom's staff about posting a warrant bond. For a felony court, ask the District Clerk, Suite 234, 200 West Houston Street, Marshall, TX 75670, 903-935-8409.

16. Hearing dates: Odyssey, the docket PDF or a clerk?

Pull up the case in the county records portal. Misdemeanor arraignments are also on the County Court at Law's arraignment docket.

By phone, felonies: District Clerk 903-935-8409. Misdemeanors: County Clerk 903-935-8403. An IVSS-Counties sign-up also flags court event changes. How each stage works is on our court page.

17. A federal case out of the Houston Street courthouse: how do I track the defendant?

Harrison's federal cases go to the Eastern District's Marshall Division, 100 East Houston Street, Room 125, Marshall, TX 75670, clerk 903-935-2912. A U.S. magistrate judge sorts out release versus detention at a hearing (18 U.S.C. 3142).

Until trial, the Marshals Service controls custody and may use county beds. A TCJS count in June 2022 found 25 federal prisoners in Harrison's jail. Post-sentence, try the BOP inmate locator. Marshals, local office: 903-935-5737.

↑ Back to the question list

18. Now with ICE: which steps lead to them?

  1. ICE's Form I-247A detainer reaches Franklin Street.
  2. That form asks for custody up to 48 hours after they would otherwise be released (8 CFR 287.7(d)).
  3. Texas jails must comply and inform the inmate, though papers showing citizenship or lawful status cancel it under CCP 2A.060.
  4. Once ICE collects them, they can be sent to an immigration facility a long way from East Texas.
  5. Then try the ICE Online Detainee Locator. Enter the A-number if known. Otherwise use the name and the birth country.

S.B. 8 (2025) directs Texas jail counties to pursue 287(g) deals. Ask the Sheriff's Office where Harrison stands: 903-923-4000.

↑ Back to the question list

19. Sentenced to TDCJ: where do they go next?

A state jail felon serves at a state jail. Higher felonies head to TDCJ: first an intake unit for testing and classification, then a unit that suits them. Until the transfer, they stay on Franklin Street.

Look them up in TDCJ's inmate search using a TDCJ number, the SID or a last name and initial. Allow a day for new entries. We profile the units on a Texas state prisons page.

↑ Back to the question list

20. Willoughby or the adult jail: where does a teenager end up?

Juvenile court takes a youth who was no younger than 10 and not yet 17 on the offense date. Once 17, Texas books them as an adult (Fam. Code 51.02).

Held youths go to Willoughby Juvenile Center, 1401 Warren Drive, Marshall, TX 75670, 903-935-4871. The county's Juvenile Services department runs it and supervises juvenile probation. Police must call a parent promptly (Fam. Code 52.02). A judge reviews the detention in two working days at most, under Fam. Code 54.01.

  • Marshall Police Department, 2101 East End Boulevard North, Marshall, TX 75670, 903-935-4575.

  • Hallsville, Waskom, Scottsville, Uncertain and the Harrison part of Longview: call the Sheriff's line above. Deputies there can say which agency arrested someone in those towns.
  • DPS troopers patrol state highways in the county too. That same Sheriff's number can confirm a trooper arrest.
