Rockwall County Inmate Search: Locating Someone at the T.L. Townsend Jail

People booked after an arrest anywhere in this county go to the Rockwall County Detention Center, 950 T.L. Townsend Drive, Rockwall, TX 75087. The Sheriff runs it as a single building split into wings and pods, with room for 444 men and women. Read on to confirm a booking, ask for mugshots, visit, add money, write, check warrants and trace a move to federal, ICE or state custody.

Begin with the county's inmate lookup. Key in a surname, trim the results with a first name, and open the record that fits. Bond amounts are added online once a magistrate sets them. The jail's recorded information line gets fresh bond details every 15 minutes.

To act today, phone the Admissions and Release Desk at 972-204-7108, staffed 24 hours. Tell the officer who answers the exact legal name and the birthday. The desk can then confirm the booking, read you the charge and tell you the bond. Next, our bail and release page compares the ways to post bond here.

Search for an Inmate or Active Arrest Warrant in Rockwall County

1. Searching the Rockwall County inmate lookup, step by step

The lookup runs in a web browser, so a phone works fine:

  1. Go to the county's inmate lookup.
  2. Start with a surname. Common ones like Smith or Garcia fill the screen, so add a first name.
  3. Pick the record whose name and age match your person. Try a middle name or a former married name too.
  4. Jot down the booking number and any bond shown. Staff pull up a record faster with that number.
  5. For a quick update by phone, dial the Jail Information Line at 972-204-7100. Its bond details are refreshed every 15 minutes.

The county also keeps weekly booking and release reports in its jail report archive. They help when you need to know if someone came through last week.

2. Nothing came up in the search. Now what?

When the lookup shows nothing, think about these causes:

  • Still at intake. The record waits until fingerprinting and the booking photo are done.
  • Bonded out. Once a bond is checked and approved, walking out can take up to 4 hours.
  • Another agency's jail. Eight police agencies book into T.L. Townsend, but an arrest across a county line may go to that county's jail instead.
  • Moved on. A state prison, federal or immigration transfer takes the person off the county list.
  • Under 17. Children go to juvenile detention, never the adult lockup.

Staff at the Admissions and Release Desk, 972-204-7108, can check by name and birth date any hour of the day.

3. Which jail in or near Rockwall County holds them?

Adults arrested here all land in one jail, run by the Sheriff's Detention Division for men and women alike:

  • Rockwall County Detention Center, 950 T.L. Townsend Drive, Rockwall, TX 75087, 972-204-7100. Men live in the North East, North, West and Medical wings, in B-Pod (direct supervision, minimum classification) or in controlled status housing. Women are housed apart from the men; call to learn which unit.

The Sheriff's Office stands in a separate building at 972 T L Townsend Drive, Rockwall, TX 75087, 972-204-7001. It does not hold inmates.

Someone picked up on the edge of the county, or by another county's officers, might sit in one of these instead:

4. Getting Rockwall County mugshots and booking photos

Use the online lookup to confirm custody. To get mugshots or a booking photo for sure, put your ask in writing. Texas handles these through the Public Information Act (Gov't Code 552.108(c)). Send it to the Sheriff's Office, 972 T L Townsend Drive, Rockwall, TX 75087. Questions go to 972-204-7001.

  • Photos taken by ICE need a FOIA request to ICE.
  • Federal agencies keep most booking pictures private. Still, the U.S. Marshals may hand out a fugitive's photo when they want help finding the person.
  • Chapter 109 of the Texas Business and Commerce Code covers mugshot websites. When a site wants $150 or more for removal, it has to fix or pull an inaccurate or partial entry without charging. Expunged and nondisclosed records are off limits to it. Not every removal fee is outlawed, though.

5. Signing up for release and transfer notices

Texas sends custody notices through IVSS-Counties, which replaced the old VINE service. Register the person's name, and the system tells you about a release, a transfer or a new booking. It's free and confidential. Staff take calls day or night, in English or Spanish. Help is at 866-268-8959.

A notice can come late or not at all, so call the jail at 972-204-7100 before you drive anywhere.

6. Posting bond at the T.L. Townsend jail

Each new arrestee sees a magistrate judge within 48 hours. Those hearings happen daily, and the time varies. Relatives can request a video seat through the county's remote magistration viewing form. After the judge names a bond amount, here are the choices:

  • Hire a bail bond agency approved to work in this county, or use the jail's on-site bail bond option.
  • The inmate may pay with their own money, or take money from family or friends.
  • The county's bail payments sheet points to Access Corrections for paying bail with no bondsman. It lists the company's website, free app, more than 800 kiosks and a phone line with live help in English and Spanish, 866-345-1884. The line is for bail only, not fines.

Get the bond amount from 972-204-7100. After the bond is checked, plan on up to 4 hours before the door opens. Holds from other agencies can keep the person longer. Our bail page goes deeper.

7. Learning the booking charges and the filed case

Jail staff know the booking charges. Reach them on the Jail Information Line, 972-204-7100. After prosecutors file, the case appears in the county's Judicial Case Search. Both clerks work out of the courthouse at 1111 East Yellowjacket Lane, Rockwall, TX 75087:

  • Felonies: the District Clerk upstairs on the second floor, 972-204-6500
  • Jailable misdemeanors: the County Clerk in Suite 100, 972-204-6300

A charge at booking can shift. Prosecutors may file a different one once they review the case.

↑ Back to the question list

8. Asking for a free lawyer after booking

The magistrate asks each new arrestee if they want a court-appointed attorney. Saying yes starts a short form about income. Judges then have three working days after getting the form to name a lawyer. For misdemeanor cases, the County Clerk's office says to ask the Court Coordinator in the courtroom at the first setting.

A family can hire a private defense lawyer at any time. State rules for appointed counsel are explained by the Texas Indigent Defense Commission, 209 West 14th Street, Room 202, Austin, TX 78701, 512-936-6994. Each county's plan is in the TIDC plan library.

9. Rockwall County jail visiting days and dress code

In-person visits run 1:00 to 4:30 PM and 8:00 to 9:30 PM on the day set for each housing area:

  • Sunday: B-Pod men
  • Monday: every woman held
  • Wednesday: men in the North East, North, West and Medical wings
  • Saturday: controlled status men. Call first to make sure the person is in that group.

Each visitor gets one 20-minute visit every 7 days. No list is kept, so it's first come, first served. An inmate can see two adults per visit day and three people at once at most. Kids 17 and under must stay with an adult. Leave phones and bags in the car. Clothes must cover shoulders, back and belly, and shorts or skirts must reach the upper knee. Anyone released from a jail within the past 30 days can't visit.

Video visits from home go through the jail's vendor. If scheduling breaks, call 972-204-7125. Lawyers, clergy and bondsmen may come outside normal hours with job ID. More on our visiting page.

10. Adding money to an inmate account and ordering commissary

Funds reach an inmate's account four ways: online, by phone at 866-345-1884, through the vendor's app, or with cash at a retail store in the vendor's network. To find a nearby store, call 844-340-2274. Please don't mail cash, money orders or cashier's checks. The jail's mail rules turn them away.

Commissary orders go in Mondays, Wednesdays and Fridays. Family can also buy a care package online, picking from more than 190 items, as long as the account holds at least $2. For details, open our deposits page or the commissary rundown.

11. Calls home and eMessages from T.L. Townsend

Outgoing calls are paid from an account with the jail's phone vendor. Set one up at 866-558-2323, on the vendor's website or in its app. Read more on our jail phone page.

For eMessages, buy credits from that vendor. They pay for notes and photos, which staff review, often within 48 hours. Never use eMessages for anything sent to or from a lawyer. Our inmate email page has more.

12. Mailing address and banned items

Personal letters and legal papers use the same address. Write the person's whole legal name first:

[Inmate's full name]
Rockwall County Detention Center
950 T.L. Townsend Dr.
Rockwall, TX 75087

Staff open, inspect and scan everything, then hand it out Monday through Friday, except federal holidays. Mail that arrives after release or transfer goes back to the sender. Banned items include:

  • more than 6 photos, any photo over 5x7, or pictures with nudity, gangs, weapons or drugs
  • cards with glitter, ribbon, string, beads or sound
  • cash, money orders, cashier's checks, and credit, phone or ID cards
  • birth certificates, Social Security cards and other originals
  • maps, calendars, catalogs, journals, posters, pages torn from books, and art or writing supplies

Books: up to 3 paperbacks with glued spines, shipped straight from a publisher or established bookstore with the inmate's name on the label. Family, Amazon and other third-party sellers can't ship them. The inmate first gets a Detention Sergeant's approval on a request form. See our jail mail page.

13. Picking up keys, a wallet or a phone

During custody, staff hand over only the sealed property bag. It holds items like keys, a wallet, jewelry, IDs and a cell phone, and the inmate must agree first. Clothes and other things stay put until release. If the person leaves something behind, only the one they named can collect it. Call the Admissions and Release Desk, 972-204-7108, before you come.

The Sheriff's Office also has a Mental Health Unit and a crisis resources page.

If a care problem stays unsolved after you raise it with the jail, you may file a complaint with the state's jail standards commission (TCJS), 512-463-5505.
