About the Culpeper County Jail
This local county jail has a focus on treating each offender with respect and humanity, to ensure they can have an experience that works towards their rehabilitation and lower recidivism rates. Each of the staff are trained extensively in providing the best care they can and in reducing outbreaks of violence and disturbances be deescalating situations. Part of the rehabilitation is rebuilding and maintaining relationships with friends and family who are outside of the facility. Medical staff is fully trained and prepared to manage both ongoing health care needs and respond to any emergencies, as well as mental health support for overcoming addiction and other mental health concerns. As another method of supporting the mental health of inmates they are encouraged to continue connections with their support system outside of the jail, both friends and family. This also has the advantage of easing their reintegration to society after their sentence has been completed, and helping them to remain a part of their community throughout incarceration. Some items are also permitted to be dropped off for the inmate including prescriptions of any kind, photographs, addresses and telephone numbers, writing materials, books and magazines, wedding ring with no stone and a medical alert bracelet, shoes, and a radio and earbuds that are clear in colour. To provide funds to an inmate for their commissary purchases an account is created at jailatm.com and funds can be added there, or there is a kiosk accessible in the lobby of the jail. Telephones are provided in each of the housing units and they can be funded at paytel.com to allow inmates to call their loved ones. The phones are turned on from 9am and 11pm, while those who are on restriction will have access to the phones from 7am until 7:15am on weekdays. Professionals can visit inmates between the hours of 7:30am and 11pm, but all friends and family must call the facility and be approved for the visits before they can schedule a visit, and no public visiting hours are published.

How Much does Homewav Cost?

Culpeper County Jail charges $0.50 cents per minute for video visitation and $1.00 for each video message.  

There is NO minimum talk time. Each ‘call’ can be as short as one minute.

In addition, there is a $1.00 fee for any purchase. All “Talk to me Funds” can only be used between the inmate and the visitor who owns the account.

How does HomeWAV video visitation work?

1.  Sign Up Here.
2. Complete both steps of the registration process
3. Add ‘Talk to me Funds’ to your account using your credit or debit card.
4. Then you just wait for the inmate to call

How Do I add Funds to my account?

1. Once you are logged in, click “Add Talk to Me Funds
2. Type in the amount of dollars you want to add to your account.
3. Click “Update” 
4. Choose a way to pay (Credit, debit, or prepaid card.)

Can I use HomeWAV on my smartphone or tablet?

Yes, however your HomeWAV account must be first set up online from a computer. 

Once you have added funds to your account, you will need to install the Homewav app onto your phone or tablet.

To receive calls you must log in through the app and wait for the inmate to initiate the call. 

You cannot add funds or make any changes to your account information through the app. These options are only available through the website. 

The app should be solely used for video visitation.

What are the minimum PC requirements?

1. A computer with Windows Operating System. (Note: HomeWAV works best with Chrome.)
2. Speakers or Headphones
3. Camera and microphone

Can I use HomeWAV from the jail lobby if I don’t have a computer?

Yes, Culpeper County Jail has a HomeWAV kiosk in their lobby for you to use if you don’t have a computer or smartphone, however due to COVID issues you may be temporarily prohibited entrance into their lobby. 

How does the Inmate Know I am Logged in and Ready to Visit?

1.    Make sure there are funds in your account and that you are marked as “appear online”.
2.    The moment you log in, the HomeWAV screen at the facility will light up green and display the inmates name. This informs the inmate that they have a visitor that is now logged on. 
3.    Once the inmate sees the notification, he or she will initiate the call.
4.    When the inmate initiates the call, a ringing sound will take place and a pop-up box will appear, asking you if you want to accept the call.

Can I transfer funds from one inmate to another?

If you have multiple inmates and would like to transfer your funds to a different inmate, please call HomeWAV at 314-764-2872 or email [email protected] and include the following information:
1.    Homewav account holder’s name.
2.    The number of minutes to be transferred.
3.    Facility Name.
4.    From which inmate to who do you want to transfer funds.

How do I get a refund on leftover funds?

Email HomeWAV at [email protected] with your refund request. 
REFUNDS are subject to a $7.50 processing fee.  *Note* refund requests must be sent from the email address of the registered visitor.

Remote Video Visitation

Can I Use My Computer or Phone to Have a Remote Video Visit with an Inmate in the Culpeper County Jail?

Culpeper County Jail Inmate Visitation Schedule

 

  • Inmates are allowed to get a 30 minute visit, one time per week.
  • Any inmate that has a person on their visitation list who is out of state, will get a 45 minute visit one time a week.
  • Visitors must bring a photo I.D. such as a driver’s license to verify their identity and state of residency. If the visitor does not have proper identification, their visit will be denied and logged.
  • Inmates will fill out a visitation form when they are initially booked in.
  • The inmate will be able to put down three people over the age of 18 and one clergy. Inmates do not have to put down children on their visitation list under the age of 18. Children must be accompanied by an adult on the list.
  • Only one person in the visitation room at a time (does not apply to children). If an inmate is seen by the jail staff having more than one adult in the visitation room, their visit will be stopped.
  • The visitor will be able to try and see the inmate again the following visitation time. If this happens again, the visitor(s) involved will be banned from seeing the inmate.
  • Inmates may change their visitation list every 180 days.

How Do You Deposit Money for an Inmate in the Culpeper County Jail?

There are FOUR options for putting money on an inmate's books:

Option 1 - Dropping Money at the Jail
Bring money to the jail in person. 
Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online
Culpeper County Jail uses Jail ATM to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union. Call the Culpeper County Jail first as they may want you to do this online or at the jail kiosk instead.
Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.
