About the Tygart Valley Regional Jail & Correctional Facility
The Tygart Valley Regional Jail and Correctional Facility is located outside of Elkins, West Virginia, and is the main housing facility for female inmates who are awaiting transfer to a local prison. It serves a large area of several counties including Taylor, Tucker, Upshur, Pocahontas, Preston, Randolph, and Barbour. Since opening in 2005 the jail has been in constant operation and is operated around the clock throughout the year. As many of the inmates are waiting to be transferred, there are limited services and programs but visitation is provided regularly. Inmate Phones: Inmates may place collect calls to their friends and family during their free hours during the day. Inmate Mail: Mail is not received at this location due to the temporary nature of the housing. Visitation: A visitation request form must be filled out for each visit and filed early in the week. Visits are 30 minutes long each, with no direct contact, and only 2 people are permitted at each visit. Visitinghours are Tuesday 3pm-8pm, Saturday 8am-1pm, and Sunday 1pm-6pm.

What happens during booking in Barbour County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Barbour County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Tygart Valley Regional Jail & Correctional Facility?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Barbour County and other West Virginia and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Tygart Valley Regional Jail & Correctional Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Tygart Valley Regional Jail & Correctional Facility Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

The Barbour County Sheriff recommends that you use a bail bond agent licensed to do business in Barbour County.

  • You can pay a cash bond yourself, or use your home in Barbour County, or in some cases the state of West Virginia, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Barbour County, and if they don't, then they take the financial responsibility.
  • The typical fee for a bond will be between 10-20% of the bail amount; usually 15%.  So if an offender has a bail of $10,000.00, their bond will be $1500.00.

Remote Video Visitation

Can I Use My Computer or Phone to Have a Remote Video Visit with an Inmate in the Tygart Valley Regional Jail & Correctional Facility?

Tygart Valley Regional Jail & Correctional Facility INMATE VISITATION SCHEDULE

  • All visits will be scheduled via inmate filling out (TVRJ Form 5-0029 “Request for Scheduled Visitation”) to the Visitation OA between 8am Monday and noon Thursday of the week prior they wish to have the visit. 
  • Each visit is limited to one (1) adult and two (2) minor children or two (2) adults.​
  • Each inmate, unless they have classification or security restrictions, will be allotted one (1) visit per month. 
  • Visits are one half hour (30) minutes in length, non-contact, and mu​st be scheduled in advance of the visitation day. Any visits exceeding this time frame must have prior approval [twenty-four (24) hours prior] from the Superintendent or Chief Correctional Officer. ​​
  • ​Contact the facility for scheduling visits and hours of visitations during holidays as these days may have changes.

How Do You Deposit Money for an Inmate in the Tygart Valley Regional Jail & Correctional Facility?

There are FOUR options for putting money on an inmate's books:

Option 1 - Dropping Money at the Jail
Bring money to the jail in person. 
Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online
Tygart Valley Regional Jail & Correctional Facility uses Jail ATM to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.

Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union. Call the Tygart Valley Regional Jail & Correctional Facility first as they may want you to do this online or at the jail kiosk instead.

Tygart Valley Regional Jail & Correctional Facility allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at Tygart Valley Regional Jail & Correctional Facility, such as:
