Under the Arkansas Constitution, bail is available before trial for every offense except capital crimes where the proof is evident or the presumption is great. All visiting here is by video through NCIC, and you must schedule at least 24 hours ahead. Visits from the jail’s own video stations are free, Monday through Friday from 9 a.m. to noon, 15 minutes each, with up to two adults and one child age 6 or younger. Remote visits from home run every day from 9 a.m. to 8:30 p.m. and cost about $7.50 for 30 minutes plus a $2.00 connection fee. Register at ncic.com or call NCIC at (800) 943-2189. Visitors must be on the approved list and bring a government-issued photo ID, and children need a parent or legal guardian with them. NCIC also runs the jail’s phone service. No public bus serves the jail; most visitors drive.
Following an arrest, Arkansas Rule of Criminal Procedure 8.1 requires a first appearance before a judge without unnecessary delay, generally within 48 hours. Everyone is bailable before conviction except for capital offenses when the proof is evident or the presumption great (Ark. Const. art. 2, §8). Judges consider release on recognizance or with conditions first and set money bail only if those won’t reasonably ensure the person returns to court (Rules 9.1–9.2). A licensed bondsman charges a premium of 10% of the bond, rounded up to the nearest $5, which must be paid in full before release, plus small nonrefundable state fees (Ark. Code §17-19-301). Most of Clarksville’s stops are along Rogers Street. The Shell at 1238 S. Rogers Street is open 24 hours, and Murphy USA is at 1228 Market Street by Walmart. For food, Whataburger at 1207 S. Rogers Street is open around the clock, and Wendy’s is at 1308 S. Rogers Street.
Commissary money goes through Access Corrections. You can deposit online, through its app, by phone at (866) 345-1884, at the kiosk in the jail lobby, or by mailing a money order to Access Corrections, P.O. Box 12486, St. Louis, MO 63132. Mail must be in postcards or envelopes written in blue or black ink, and hardcover books aren’t accepted.
