Lincoln County Detention Center Inmate Search

Licensed for 50 inmates, the Lincoln County Detention Center often has to make room for many more offenders, especially on weekends. A typical city or county jail turns over at least 40% of its population every month, another 30% every 90 days, and another 20% every six months, with approximately 8-9% staying between six and twelve months. Inmates who stay longer than a year are usually facing serious charges like rape or murder. Because it takes longer to prepare those cases for trial, offenders arrested in Lincoln County remain in custody at one of the Lincoln County facilities much longer.
Bail can be denied in Arkansas only for capital offenses when the proof is evident or the presumption is great. Everyone else charged with a crime has a constitutional right to bail, and judges in Lincoln County may release them on their own recognizance, set conditions, or require a bail amount.
Every year, approximately 1,000 offenders are arrested and detained by Lincoln County law enforcement agencies.
The new 50-bed Lincoln County Detention Center, with 20 beds for males, 20 for females, and another 10 that can house either gender, was completed after a six year funding and construction period. It is responsible for the housing and care of males and females who are accused or convicted of committing a misdemeanor or felony in Lincoln County as they wait for their trial or as they serve their sentence, usually less than one year.
The Lincoln County Detention Center serves the Sheriff’s Department, police departments in Star City, Grady and Gould, and some waiting to be placed in a state prison, Immigration, and even other surrounding counties as needed.
The old jail held only 20 inmates, and only men. So if any women were arrested, they had to be transported to a jail as far away as 250 miles in come cases.
The Lincoln County Detention Center is the county jail for Lincoln County in southeast Arkansas. The Lincoln County Sheriff’s Office, led by Sheriff Steve Young, operates it at 30270 State Highway 11 South, Star City, AR 71667. The main number is (870) 628-4271. It is a small jail. People held here are mostly awaiting trial, though some are serving county sentences or waiting to be transferred to the Arkansas Division of Correction. Lincoln County is also home to the state’s Cummins and Varner units, but those are state prisons with their own search tools; the detention center is the place for local arrests.
Following an arrest, the person is booked and should appear before a judge without unnecessary delay, generally within 48 hours, under Arkansas Rule of Criminal Procedure 8.1. Lincoln County shares the Eleventh Judicial Circuit–West with Jefferson County. Arkansas’ Constitution (Article 2, Section 8) guarantees bail before conviction for all but capital offenses where the proof is evident or the presumption great. Under Rules 9.1 and 9.2, judges start with release on recognizance or with conditions, and set money bail only when those will not reasonably ensure a court appearance. A licensed bondsman charges the premium set by Arkansas Code §17-19-301: 10% of the bond, rounded up to the nearest $5, paid in full before release, plus small nonrefundable state fees. Call the detention center to ask about posting a bond.
To find out whether someone is being held, call the detention center. Court information is on Search ARCourts at caseinfo.arcourts.gov/opad, and anyone worried about an outstanding warrant should call the sheriff’s office or a lawyer before walking in.
Visits are by video and run through NCIC. On-site video visits at the jail are free and take place on weekday mornings; remote visits from a phone or computer are available daily for a fee. Both must be booked at least 24 hours ahead through an NCIC account at ncic.com. Schedules can shift, so call (870) 628-4271 to confirm current visiting times. NCIC also handles prepaid phone accounts.
Mail should be addressed to the person’s full name and inmate ID number, Lincoln County Detention Center, 30270 State Hwy 11 South, Star City, AR 71667. Paperback books and magazines must come from the publisher or a reputable vendor; hardcovers are not accepted. Commissary money goes through Tiger Commissary, online or at the lobby kiosk, or by mailed money order—never cash.
No public bus serves Star City; most visitors drive. Circle N 58 (101 N. Lincoln Ave.) and Circle K (100 N. Lincoln Ave.) sell gas in town, and Sonic Drive-In (303 N. Lincoln Ave.) and McDonald’s (100 N. Lincoln Ave.) are close for a quick meal.

How do you pay bail for someone who has been arrested in Lincoln County?
When an offender is arrested and brought to the Lincoln County Detention Center in Star City for booking, there are several outcomes after being processed.
1. The offender will be released with no bail, promising to return on a specific date to appear before a judge in either Municipal or Lincoln County Court.
2. The offender is ordered to remain in jail until their court date.
3. The offender is allowed to be released after paying a specified bond or bail. Call 870-628-4271 to get the exact amount.
The payment of an offender's bail or bond can take many shapes.
- A cash bond is paid in full at the jail's bonding window or the clerk of court, usually by cash, cashier's check or money order, and many jails also take debit or credit cards through a lobby kiosk or an online bond vendor for an added fee; bring the inmate's full name and booking number, and the jail's number is 870-628-4271.
- It can be paid using a bail company, licensed to do business in Lincoln County.
- Many courts accept land or a home as bond collateral; the owner shows clear title and equity of at least the bond amount, often double, using a deed and a recent tax or appraisal value, and the court that set bail approves the property.

There are three choices for putting money on an inmate's books:
Choice 1 - Dropping Money at the Jail
Ask the jail whether it takes deposits in person before you go.
Call Lincoln County Detention Center to ask whether it has a Tiger kiosk for cash or card deposits, and where it is.

If you can't get your questions answered online call the Lincoln County Detention Center at 870-628-4271.
Choice 2 - Deposit Inmate Money Online
Tiger Commissary's online site lists the services set up for each jail, such as commissary orders or deposits.
Go to Tiger's online site, pick the state and the jail, and see which services it offers there.
Choice 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.
Call Lincoln County Detention Center at 870-628-4271 to confirm the address to send the money order to and how they want it made out.
Failure to do this properly will delay your inmate getting his account credited and may require you to have to resubmit a second money order.
Call 870-628-4271 to ask facility personnel who to make the money order out to, and where to send it.
