Lincoln County Detention Center Inmate Bail & Bonds
Lincoln County bail and bond: Star City jail, courts, and what you will pay
Anyone booked after an arrest in Lincoln County lands at the Lincoln County Detention Center, 30270 Highway 11 South near Star City. The Arkansas Sheriffs' Association lists it as a 22-bed jail that holds men only. The courthouse and clerks are at 300 South Drew Street, a different place. This page covers bond, payment, bondsmen, court dates and refunds.
Check custody first with the Lincoln County jail roster. Our Lincoln County Inmate Search page covers the rest of an arrest: who is in custody, charges, holds, visits and getting a public defender. A judge sets the bond, and the circuit clerk keeps the file.
Your first step is a call to the jail line at 870-628-6084; the sheriff's office answers 870-628-4271. Ask for the booking number, the charges and the bond on each one. The circuit clerk answers at 870-628-3154, and district court for county cases at 870-628-4904. Hearing steps are on our Lincoln County court guide.
1. Is my relative at the Star City jail?
Look over the roster first. Next, dial the jail at 870-628-6084 or the sheriff at 870-628-4271. Ask about every charge and any hold from another county or agency. It may be several hours before a fresh booking shows on the website.
↑ Back to the question list2. My daughter was arrested. Is there a women's side?
The state sheriffs' directory lists the Lincoln County jail as males only, with 22 beds. A woman arrested here may be held in a neighboring county's jail. Ask the jail at 870-628-6084 where she is before you drive or send money.
↑ Back to the question list3. Which judge sets the bond in Lincoln County?
A judge sets it. County misdemeanors go to the district court clerk in Star City, 870-628-4904. Arrests under Star City ordinances use the city clerk at 870-628-4244. Felony cases belong to the Eleventh West Judicial Circuit, where the circuit clerk answers at 870-628-3154.
↑ Back to the question list4. How many days pass before a judge hears from him?
Rule 8.1 keeps the wait from being unreasonable. Plan for a day or two, longer over a weekend. District clerks in Star City, Gould, and Grady keep separate dockets, so ask the one in the town of the arrest: Gould 870-263-4475, Grady 870-479-3904.
↑ Back to the question list5. Which building do I go to?
The detention center is on Highway 11 South, outside Star City, not at the courthouse downtown on South Drew Street. Call before leaving. Find out the full amount, the entrance to use and whether someone there can accept money at that time of day.
↑ Back to the question list6. What payment will the desk accept?
Cash or a money order is the safe plan, and a cashier's check often works too. Any card payment will likely carry a fee. Do not bring a personal check. Get a receipt listing the name, amount, and case.
↑ Back to the question list7. How is a bondsman paid?
The bondsman's charge is set by Ark. Code 17-19-301 at 10% of the face amount, bumped up to a multiple of $5, with a $50 minimum, plus about $45 in state fees. That money is not returned. A $2,500 bond costs $250 plus fees. Look for a current Arkansas license and read the contract.
↑ Back to the question list8. What is the 10 percent court deposit?
A form of bond the judge may order. Under Rule 9.2 the court keeps a tenth of the amount in cash instead of the whole bond, and once the case closes, nine-tenths of the deposit comes back after fines and costs are taken. It must be written on the order.
↑ Back to the question list9. Is real estate accepted to back a Star City bond?
A property-backed secured bond needs the judge's approval. Owners should carry the deed and the assessor's valuation, and each must sign. Ask the circuit clerk, 870-628-3154, whether the court wants it inside Lincoln County.
↑ Back to the question list10. What does "no bond" mean?
Usually it means something else is holding the person: parole or probation, a warrant out of some other county, or an immigration or federal detainer. The jail also holds some people awaiting state prison transfer. Only capital charges with strong proof can be denied bail.
↑ Back to the question list11. Will the sheriff cut the bond?
The sheriff's deputies follow what a judge ordered and cannot change it. A lawyer can request a hearing, and the judge considers work, family, home, record, and the charge.
↑ Back to the question list12. Lincoln County appointed counsel: how is it arranged?
Ask the judge at the first appearance and fill out the financial form. The Arkansas Public Defender Commission assigns a lawyer for the Eleventh West Circuit, which covers Lincoln and Jefferson counties. The circuit clerk, 870-628-3154, knows which public defender got the case and how to contact that office.
↑ Back to the question list13. Star City, Gould, or Grady police arrested him. Then what?
The jail serves all three towns' police along with the sheriff. Star City police, 201 South Drew Street, are at 870-628-4244; call them about reports. For bond, talk to the jail at 870-628-6084.
↑ Back to the question list14. Where is a juvenile taken?
Not to the adult roster. The juvenile division of the circuit court serves Jefferson and Lincoln counties together, holding hearings in Pine Bluff's juvenile justice building. The circuit clerk, 870-628-3154, can say which facility has a detained teen and the date set for the hearing.
↑ Back to the question list15. Do commissary deposits count as bond?
They don't. Money on the inmate account pays for commissary and calls and never reaches the court. Bond goes to the jail or clerk.
↑ Back to the question list16. A missed hearing: what then?
The court will order an arrest and may declare the bond forfeited. Deposited cash is at risk, and the bonding company will look to its co-signer. Phone the clerk that day: 870-628-4904 or 870-628-3154.
↑ Back to the question list17. Posted cash: when is it handed back?
Cash goes back to the payer when the case is finished, after any fines, costs, and restitution are deducted. Bondsman fees stay with the bondsman. Keep all receipts.
↑ Back to the question list18. Someone phoned demanding bond money. Is it real?
Gift cards, wires, and payment apps. Hang up and call 870-628-6084.
↑ Back to the question list19. Which Star City offices handle a Lincoln County bond?
The jail sits south of town on Highway 11, while the clerks and courtrooms are in the courthouse on Drew Street:
- Lincoln County Detention Center: 30270 State Highway 11 South, Star City, AR 71667 · jail 870-628-6084 · sheriff 870-628-4271
- Circuit Court (felonies, juvenile cases, appeals): circuit clerk, Room 103, 300 South Drew Street, Star City, AR 71667 · 870-628-3154

Lincoln County's district court shares its judges with Jefferson County, so some hearing dates follow a Pine Bluff schedule.
↑ Back to the question list20. How is a Lincoln County case handled when the charge is federal?
In a federal case, a federal judge rules on release, so a local bondsman cannot help. Lincoln County belongs to the U.S. District Court for the Eastern District of Arkansas, Central Division, at the federal courthouse in Little Rock, 500 West Capitol Avenue, Little Rock, AR 72201, 501-604-5351. The start of the case usually runs this way:
- Paperwork opens the case, either an agent's complaint or an indictment.
- A magistrate judge sees the defendant at the initial appearance.
- A pretrial officer reports on the person's ties and history.
- Federal lawyers can ask the judge to deny release before trial.
- A defendant set free must keep the conditions the judge writes down.
People who are detained stay with the U.S. Marshals: U.S. Marshals Service, 600 West Capitol Avenue, Little Rock, AR 72201, 501-324-6256.
↑ Back to the question list21. What does an ICE detainer mean at the Star City jail?
An ICE detainer under 8 CFR 287.7 asks the jail to tell ICE before a release and to keep the person for 48 hours at most past that time, counting weekends and holidays. Arkansas allows jails to cooperate. The Lincoln County charge continues on its own path.
The ICE New Orleans Field Office, 181 James Drive W, St. Rose, LA 70087, 504-318-2360 handles Arkansas. Lincoln County detainees are commonly sent south to Louisiana facilities, for example:
- LaSalle ICE Processing Center: 830 Pinehill Road, Jena, LA 71342 · 318-992-1600
- Pine Prairie ICE Processing Center: 1133 Hampton Dupre Road, Pine Prairie, LA 70576 · 337-599-2400
Use the ICE Online Detainee Locator System (https://locator.ice.gov/odls/) with an A-number. If there isn't one, enter the full name and country of birth.
↑ Back to the question list22. The Lincoln County roster does not show him. Where could he be?
He may be out, moved to another county's jail, or in state or federal custody. Since the jail holds only men, a woman may be housed in a neighboring county. Check these:
- Lincoln County Detention Center: Lincoln County Inmate Search. Put in a surname, then open the listing to see charges and the bond amount.
- VINE: VINELink (https://vinelink.vineapps.com/). Select Arkansas, locate the person, and ask for free alerts by phone or text.
- Federal Bureau of Prisons: Federal Bureau of Prisons Inmate Locator (https://www.bop.gov/inmateloc/). Register numbers give the best results. Federal pretrial detainees may be absent, so call the Marshals at 501-324-6256.
- Arkansas Division of Correction: Arkansas Division of Correction Inmate Search (https://apps.ark.org/inmate_info/). A name or ADC number shows the unit, such as Cummins or Varner, both in Lincoln County.
23. Before driving to Star City, who can confirm the bond and the coming court date?
Things change in small offices, and these numbers reach the right desk. The jail at 870-628-6084, or the sheriff at 870-628-4271, can tell you about custody and how bond can be paid. County misdemeanor and traffic dates come from 870-628-4904, and Star City city cases from 870-628-4244. For felony or juvenile dates, phone the circuit clerk at 870-628-3154.
