Star City, Arkansas: the Lincoln County Detention Center

Lincoln County is a farming county in southeast Arkansas, with Star City as its seat. It is also home to large state prison units, which have nothing to do with booking after an arrest. The sheriff runs the Lincoln County Detention Center on Highway 11 South. Start with the Lincoln County jail roster to see who is held.

This page covers lookups, bond, court, visits, calls, money, mail, medical needs, holds and transfers. The roster shows names, booking dates and charges, and bond amounts appear once a judge sets them. The jail is listed as men only, so a woman arrested in Lincoln County may be housed in another county.

Your first call is the sheriff's office at 870-628-4271. Ask whether your loved one is still held in Star City, what the charges and bond are, and when the first court date is set. Getting someone out is covered on our bail page, and hearings on our court process guide.

Postal inspectors, the DEA, or the FBI make federal arrests, often with deputies. U.S. charges from here land in Arkansas's Eastern District, Central Division: 500 West Capitol Avenue, Little Rock, AR 72201. The clerk in Little Rock answers at 501-604-5351. The first hearing comes fast with a U.S. magistrate judge. Federal court uses no bail price list. A judge rules on release or detention at a bail hearing, using the federal Bail Reform Act. Expect questions from pretrial services before court.

Before trial, the Marshals usually place federal prisoners in the Star City jail through a contract. Search for them with the jail's inmate list. Following a federal sentence, the person is sent into the Bureau of Prisons (BOP). Track them with the BOP inmate locator.

16. A relative got an ICE detainer. What happens next?

  • ICE finds out about an arrest from booking prints deputies take. Then ICE might place a detainer (Form I-247A).
  • Paying the bond will not erase it.
  • With a detainer, ICE wants the Star City jail to keep the person locked up up to 48 hours beyond the scheduled release. A weekend day does not freeze the count.
  • ICE agents may collect them at the Star City jail during the hold. If the window passes, staff must release them.
  • ICE's web search, the Online Detainee Locator System, tells where they are held by A-number and birth country. The locator has a search by name; give it both first and last names together with nation of birth and DOB.
  • The next stop depends on ICE.
  • Arkansas reports to the New Orleans enforcement office: 181 James Drive W, St. Rose, LA 70087, 504-318-2360.

17. After a felony sentence, how do they get from Star City to an ADC unit?

Arkansas's prison system, the Division of Correction, holds people sentenced to prison time. They usually wait in the Star City jail for a state transfer. Reception is next: paperwork, photos and tests. Staff screen them based on security risk, their medical and mental health and gang links. Their last step is the prison that matches their rating.

Try the ADC inmate search by name or ADC number. The state prison guide explains each unit.

ICE intake photos are not shared on request; the path is an ICE records request, and the agency then decides. Rarely, the Marshals Service shares one: to find an escapee or fugitive, if release helps find them or warn people, or if there's an urgent safety need.
