In Tulare County and all other California courts, most people charged with a crime have a constitutional right to pretrial release on bail, except in certain capital and violent felony cases. The California Supreme Court requires judges to consider a defendant’s ability to pay and prohibits detaining someone solely because they can’t afford bail unless no less restrictive option would protect public safety or ensure their appearance. Judges also cannot consider a defendant’s request for a jury trial when setting bail, under Rule 4.101.

The South County Detention Center is licensed for 519 inmates, but the jail is often forced to make room for many more, especially on weekends. Monthly turnover at most city and county jails in California is at least 35-40% of the inmate population, 90-day turnover is another 25-30%, six-month turnover is another 15-20%, and about 8-9% stay six to twelve months. Inmates held longer than twelve months are usually facing serious charges like rape or murder. Since those cases take time to prepare for trial, offenders arrested in this county remain in custody at one of the Tulare County facilities much longer.

There are three adult jail facilities in Tulare County:
For families in Porterville, Lindsay, Strathmore and the rest of southern Tulare County, the nearest county jail is the South County Detention Facility at 1960 West Scranton Avenue, Porterville, CA 93257. The Tulare County Sheriff’s Office opened it in 2019, the first new jail in the county since 1999. It cost $72 million, mostly from a $60 million state grant, covers 100,000 square feet, and has 519 beds. It has its own booking and intake area, and it mainly holds people whose cases are being heard at the Porterville courthouse, which saves long transport trips. The phone is (559) 782-7800. The Sheriff’s other two jails, the Adult Pre-Trial Facility and Bob Wiley Detention Facility, are on Road 112 north of Visalia, so check where your family member is before you plan a visit.
Look the person up on the Sheriff’s inmate search and note the jacket number. Tulare County uses it as the inmate ID on all mail, deposits and phone accounts. You can also register with VINE at (877) 411-5588 for release and transfer alerts.
Visiting is by video through ICSolutions (icsolutions.com). Here’s how it works:
- On-site video visits run every day from 7:45 a.m. to 3:40 p.m. Each person in custody gets two free 30-minute on-site visits a week; extra visits are paid.
- Onsite video visits are only done at this jail for all three facilities in Tulare County.
- Remote visits from home cost $7.50 per 30 minutes and run from 7:45 a.m. to 10:30 p.m., seven days a week.
- Book at least one day and no more than two weeks ahead. Cancel at least 24 hours before the visit.
- Adults need a current photo ID. Visitors under 18 must bring a birth certificate and come with a parent or legal guardian.
- No tight or revealing clothing, solid red, orange or blue outfits, gang attire, torn jeans, baggy clothes, short shorts or spaghetti straps.

A judge must see anyone held after an arrest within 48 hours, Sundays and holidays excluded (Penal Code §825). South county cases are heard at the South County Justice Center, 300 East Olive Avenue, Porterville, CA 93257, (559) 782-3700, open weekdays from 8:00 a.m. to 4:00 p.m. with limited clerk services. Search cases, hearing dates and warrants at online.tulare.courts.ca.gov. If something turns up, call a lawyer before turning yourself in.
The California Constitution protects a right to bail for most people (Article I, §12). It doesn’t cover capital crimes, certain violent or sexual-assault felonies, or felony threats where clear and convincing evidence shows a substantial likelihood of great bodily harm (§§12 and 28(f)(3)). Public safety is the main concern. The Tulare Superior Court’s bail schedule (Penal Code §1269b) is the starting point, and a judge can raise it, lower it, or release someone on their own recognizance or with supervision. Under In re Humphrey (2021), the court must consider ability to pay before holding anyone on money bail. Bail can be cash, a property bond, or a bond from a licensed bail agent. Newspapers
Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
Ask the South County Detention Center whether books can be mailed in, and whether they must come straight from a publisher or retailer such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the South County Detention Center standards will be disposed of.
Ask the South County Detention Center whether hardcover books are accepted.

South County Detention Center contracts with Viapath/GettingOut, the same service that handles Inmate Phone Systems and Video Visitation, for sending secure messages and photos between you and your inmate.
If you are not already registered, do so here, or Log in.
Then use the Facility Finder to:
1. Select South County Detention Center,
2. Add your inmate to your list of contacts,
3. Add a credit or debit card to cover your costs.
How Messaging Works
1. Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message. Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.
How Uploading Photos Works
1. Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

How to Communicate with an South County Detention Center Inmate by Mail and by Email

When mailing a letter or postcard to an inmate, please follow these instructions:
- All mail sent to an inmate at the South County Detention Center must include the sender's name and mailing address in the top left corner of the envelope or postcard.
- All mail must include the facility's address, as well as the inmate's name and assigned number.
