Adult Pre-Trial Facility Inmate Search

In Tulare County and every other court in California, most criminal defendants have a constitutional right to be released on bail before trial, with exceptions for certain capital and violent felony cases. The California Supreme Court has ruled that judges must consider a defendant’s ability to pay when setting bail, and can’t keep someone in jail simply because they can’t afford it unless no less restrictive option would protect public safety or ensure they return to court. Under Rule 4.101, judges also cannot consider whether the defendant has asked for a jury trial when setting bail.

The Adult Pre-Trial Facility is licensed for 330 inmates, but it is often forced to make room for many more, especially on weekends. Typical turnover at city and county jails is at least 35-40% of the inmate population each month, another 25-30% every 90 days, and another 15-20% every six months, with approximately 8-9% staying six to twelve months. Inmates held longer than twelve months usually face serious charges such as rape or murder. Because it takes longer to prepare those cases for trial, offenders arrested in this county remain in one of the Tulare County facilities much longer.
Every year, approximately 41,540 offenders are arrested and detained by Tulare County law enforcement agencies.
There are three adult jail facilities in Tulare County:
The Adult Pre-Trial Facility is where most people arrested in northern Tulare County are booked. The Tulare County Sheriff’s Office runs it on the county’s detention campus along Road 112, about nine miles north of downtown Visalia and west of Highway 63 (Dinuba Boulevard). The address is 36650 Road 112, Visalia, CA 93291, and the facility phone is (559) 735-1750. It opened in 1999 with a booking floor designed for high volume, and since March 2014 all women and all north county men arrested in the county have been booked here. As its name says, it mainly holds adults whose cases are still in court. The Sheriff runs two other adult jails: Bob Wiley Detention Facility next door at 36712 Road 112, and the South County Detention Facility in Porterville. The old jail on Burrel Avenue at the Visalia civic center is closed.
Because people move between the three jails after classification, look the person up on the Sheriff’s inmate search before every visit or package. Write down the jacket number. The Sheriff uses it as the inmate ID on mail, deposits and phone accounts. For automatic updates when someone is released or moved, register with VINE at (877) 411-5588.
Anyone held after an arrest must be arraigned within 48 hours, not counting Sundays and holidays (Penal Code §825). The Superior Court has a courtroom inside this building ((559) 730-5020) that is closed to the public and used for remote hearings. North county cases otherwise go to the Visalia Courthouse, 221 South Mooney Boulevard, Visalia, CA 93291, (559) 730-5000, open Monday through Friday from 8:00 a.m. to 4:00 p.m.; the criminal clerk is in Room 124. Look up cases and hearing dates at online.tulare.courts.ca.gov, which is also a quick way to check for a warrant. If you find one, talk with a defense attorney before turning yourself in.
California guarantees bail to most defendants (Constitution, Article I, §12). It can be denied for capital crimes, certain violent or sexual-assault felonies, and felony threats where clear and convincing evidence shows a substantial likelihood of great bodily harm (§§12 and 28(f)(3)), and public safety is the primary consideration. The Tulare Superior Court’s bail schedule sets the starting amount for each charge (Penal Code §1269b). A judge can change it or allow release on own recognizance or supervised own recognizance, and since In re Humphrey (2021) must consider whether the person can afford it. Bail can be posted in cash, as a property bond, or through a licensed bail agent. Call the facility for the amount and how to pay at the jail. For a case already in court, ask the Visalia criminal clerk whether bail can be posted at the counter, and bring the case number. The court accepts cash, personal checks and postal money orders for fines and fees.
Visits are by video through ICSolutions at icsolutions.com, where you register and book. On-site video visits are offered only at the South County Detention Facility, and remote visits from home cost $7.50 per 30 minutes and run every day from 7:45 a.m. to 10:30 p.m. Book at least a day ahead but no more than two weeks out, and cancel at least 24 hours before the visit. On-site visitors need a current photo ID such as a driver’s license, state ID, military ID or passport. Anyone under 18 must bring a birth certificate and come with a parent or legal guardian. The dress code bans tight or revealing clothing, solid red, orange or blue outfits, gang clothing, torn jeans, baggy clothes, short shorts and spaghetti straps. Attorneys and other professionals follow the Sheriff’s legal and professional video visitation rules.
All three Tulare County jails share one mailing address for personal mail: the person’s first and last name and ID number, then Tulare Corrections, BWDF-1800, PO BOX 96777, LAS VEGAS NV 89193. Books, newspapers and magazines must come directly from the publisher and be sent to this address: Inmate Name and ID#, Tulare County Detentions, 36714 Road 112, Visalia, CA 93291, and material that is sexually explicit, promotes violence or crime, or explains weapons or drugs is rejected. Deposits go through Access Corrections only, at accesscorrections.com, its mobile app, by phone at (866) 345-1884 (bilingual agents), or with cash at a kiosk; have the person’s ID number and facility name ready, and expect a service fee. Care packages are ordered at mycarepack.com. ICSolutions runs the phones ((888) 506-8407, 24 hours). People in custody can’t receive calls, but you can leave a 30-second voice message at (559) 366-9800 with an ICSolutions account.
To pick up property or money, call the facility first. Ask whether the person in custody has to sign a release naming you, what ID to bring, and when pickups are handled.
The campus is in farm country, so fill up and eat before you leave town. The closest gas is Circle 7 at 2020 North Dinuba Boulevard, and Chevron at the Valley Fuel Travel Plaza, 6603 Betty Drive, is near Highway 99. For food, try Jack in the Box at 3416 North Dinuba Boulevard or In-N-Out Burger at 506 West Riggin Avenue. Then use the Facility Finder to:
1. Select Adult Pre-Trial Facility,

How Messaging Works
1. Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message. Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.
How Uploading Photos Works
1. Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).
